10/11/1986 - City Council Special MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL October 11, 1988 A special meeting of the Eagan City Council was held on Tuesday, October 11, 1988 at 6:30 p.m., at the Eagan Municipal Center Building for the purpose of interviewing for the position of Director of Community Development. Present were Mayor Ellison and City Councilmembers Egan, Gustafson, and Wachter. City Councilmember McCrea appeared during the interview of the fourth candidate at approximately 8:30 p.m. Also present were Administrative Assistant Duffy and City Administrator Hedges. INTERVIEWS FOR POSITION OF DIRECTOR OF COMMUNITY DEVELOPMENT City Administrator Hedges and Administrative Assistant Duffy reviewed the schedule of interviews for Director of Community Development and presented sample questions for interviewing each of the applicants. Administrative Assistant Duffy explained that a written exercise would be performed with each candidate to test their letter and memo writing ability. There were four candidates interviewed by the City Council; each interview lasting approximately 30 - 35 minutes. Following the interviews, Mayor Ellison asked for discussion by the City Council and City Administrator about each of the candidates in order to prepare for a final appointment at the October 18 City Council meeting. After considerable discussion about each of the four candidates, the City Administrator was asked to contact Dale Runkle, the apparent majority choice to discuss terms and conditions for the position of Community Development Director. When the position was originally advertised, over 125 applications were received. After thorough screening of these applications, thirteen candidates were invited to the Eagan Municipal Center for a preliminary interview. One candidate withdrew, leaving twelve to be interviewed. The interviews were held on Tuesday, October 4. The interview panel was comprised of City Councilmember McCrea, the City Manager from Minnetonka, the ex- Community Development Director from Burnsville, Administrative Assistant Duffy and City Administrator Hedges. This panel is recommending four final candidates to be advanced to the final interview stage. References are currently being investigated. The final interviews will be held at a special City Council meeting to be held on Tuesday, October 11, at the Eagan Municipal Center. Because communication abilities (both written and oral) are so important to this position, Councilmember McCrea has requested that each candidate report to the Municipal Center prior to the actual interview and perform a written exercise which will give the Council some idea of each candidate's written communication skills. Administrative Assistant Duffy will review these exercises. Then the exercises themselves and the reviews will be presented to the Council immediately following the actual interviews. Each interview will be scheduled to last one -half hour. In order to avoid discrimination and to be fair to all candidates, each candidate will be asked the same four questions. If you wish to ask individual follow -up questions, they should, if possible, be directly related to one of the questions asked or answers given. As a reminder, it is illegal to ask any questions regarding a candidate's national origin, color, race, religion, political affiliation, creed, age, marital status, family, disability, sexual preference, status in regard to public assistance, or sex. I have attached an agenda for the special City Council meeting. Please note that all Councilmembers should be present at 6:30 p.m. in order to discuss the procedure and familiarize themselves with the questions. The first interview will begin at 6:45 p.m. The candidates will be interviewed in alphabetical order: Steven Mielke, Dwight Picha, Dale Runkle and Craig Waldron. Although the names of the candidates are legally public information, the Council is requested to be discrete in revealing those names. Sometimes, difficulties can be caused for a candidate who is not offered the new position if members of the council and /or staff of their present employer hear that they are seeking a new position. The City of Woodbury is a rapidly developing suburb located just east of the City of St. Paul. In 1987 approximately 840 new housing units were constructed. Major builders and developers I work with include Orrin Thompson Homes, Sienna Corporation, New Horizon Homes, Dan Dolan Development, Minnesota Mutual Life, Hans Hagen Homes, Inc, Harstad Companies and Good Value Homes. I have been actively involved in the East Metro Development Partnership in all its efforts toward encouraging development into the east metro area. I was a member of the original East Metro Planners Group which hired the Humphrey Institute to do a study and analysis of development needs for the area. I have participated in the Economic Development Board activities which has included marketing of the community for residential, commercial and industrial development. I am responsible for the tax increment financing program of the city which has provided financing for senior housing, industrial and commercial development. I have also participated in the development of a growth fund program for the community to also encourage additional industrial development. I have been involved in the planning of a new municipal center for the City of Woodbury. This has included doing a feasibility study and analysis of the needs for all the departments of the city; developing concept plans for a new municipal center and working on the design of the building. I have also been actively involved in the acquisition and development of several community parks. This includes the acquisition of approximately 100 acres on the south shore of Carver Lake which the city intends to develop within the next two years.
