MINUTES OF A
SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
November 17 and 18, 2000
A Special City Council meeting was held on Friday, November 17, 2000 at 5:00
p.m. in the City Council Chambers of the Eagan Municipal Center Building. Those
present were Mayor Awada and City Councilmembers Blomquist, Carlson and Masin.
Also present were City Administrator Hedges, Director of Public Works Colbert, and
City Engineer Matthys.
ROLL CALL/AGENDA ADOPTION
Mayor Awada called the meeting to order at 5:00 p.m.
SUPER STORM STUDY NEIGHBORHOOD REPORTS
City Administrator Hedges reviewed the purpose of the meeting and the schedule
of neighborhood groups and meetings for Friday, November 17, 2000 and Saturday,
November 18, 2000. He introduced Director of Public Works Colbert and City Engineer
Matthys, who introduced Mr. Mark Hanson and Mr. Rich Brasch of Bon est roo, Rosene,
Anderlik and Associates. Mr. Hanson and Mr. Brasch presented the findings pertaining
to the following neighborhood groups:
. East Thomas Lake, Ches Mar Circle & Vidmark
. Evergreen, Hilltop & Chatterton Ponds
. Meadowlands & Hillandale
The residents attending the meeting had the opportunity to speak and ask
questions. When possible, questions were answered directly by the consultants and city
staff. Questions and concerns were noted and will be addressed at the neighborhood
meetings to be held according to the following schedule:

Mayor Awada thanked everyone for corning and recessed the meeting at 8:00

Hanson and Mr. Brasch presented the findings pertaining to the following neighborhood
groups:

. Wilderness Run & Oak Chase
. Cedar Grove
. Lexington Square
. Beacon Hill, Johnny Cake Ridge, Covington Ct., Sherwood Ct.)
. West of Cedar Freeway
. Oakbrooke & Murphy Parkway

Present: Mayor A wada, Councilmembers Bakken, Blomquist, Carlson and Masin, City
Administrator Hedges, Director of Parks and Recreation Vraa, City Engineer Matthys, Assistant
City Engineer Gorder, Communications Coordinator Foote, Administrative Specialist Wielde,
Administrative Specialist Wielde, representatives from Damon Farber, TKDA and Moody-
Nolan.
CALL TO ORDER
Mayor Awada called the meeting to order at 4:00 p.m.
PRESENTATION OF RESULTS OF CHARETTE PROCESS
City Administrator Hedges noted that the Council had received the presentation at noon
and welcomed the comments and feedback of the focus group participants in this forum.
Director of Parks and Recreation Vraa reviewed the process ofthe three-day charette.
Mr. Mark Bodien of Moody-Nolan presented the plan that most closely resembled
consensus between the focus groups and the City Council. He applauded the groups for focusing
on the programmatic elements of the building and reminded the assembled group that changes
would still be made, but that this process would serve as a guideline for further refinement of the
building.
Mr. Jesse Symynkywicz presented the layout of the site design. The consultants and staff
recorded comments made by the focus group participants.
Director of Parks and Recreation Vraa reviewed the timeline for what the focus group
members could expect to see in the corning months.
Mayor A wada expressed appreciation for the product of the three days and thanked the
focus group members and the consultants for their work.
