SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
APRIL 26, 1999
A Joint Special City Council meeting was held with the Inver Grove Heights City
Council on Monday, April 26, 1999, at 5:30 p.m., at the Inver Grove Heights Veterans Memorial
Community Center. Present for the City of Eagan were Mayor Awada and City Councilmembers
Bakken, Blomquist, Carlson and Masin. Representing the City of Inver Grove Heights was their
Mayor Joe Atkins and City Councilmembers Klein, Piekarski-Krech, Schmidt and Tourville.
Also present were Eagan's City Administration Hedges and Public Works Director Colbert, and
for the City of Inver Grove Heights City Administrator Jim Willis, Public Works Director Gary
Johnson and Planner Bill Tumblad.
The purpose of the meeting was to discuss common issues to the corporate boundaries of
both Eagan and Inver Grove Heights.
JOINT EAGAN/INVER GROVE HEIGHTS MEETING
Mayor Atkins welcomed everyone to the joint meeting. He started by discussing the
Inver Grove Heights Comprehensive Guide Plan stating that there are many two and one-half acre
lots in southwest Inver Grove Heights and would be hard to anticipate sewer and water extensions
in the area of their city. There were general discussions about common issues to both
communities relative to the extension of utilities.
Questions were raised regarding airport noise and Inver Grove Heights stated that there
are some homes on the western side under the airport flight pattern that have received additional
insulation for noise attenuation.
There was considerable discussion regarding the proposed Yankee Doodle Road
extension and, after reviewing several alternatives, there was a general consensus by the Eagan
City Council that alignment IB is favored due to the housing opportunities that could be
constructed on the north side of the alignment buffing the Bur Oaks Addition. After further
discussion between both cities, there was general consensus that some combination of the west
half of IB in Eagan and the east one-half of alternative 7 in Inver Grove Heights would be an
ideal plan.
Mayor Atkins stated that the Southern Lakes neighborhood park has raised many
concerns with the neighbors stating there is no off-street parking and the park is not desirable for
any organized games. It was noted that this park is identified in the agreement between the City
of Inver Grove Heights and Eagan to be used by the Eagan Athletic Association for organized
practices and games as a part of the EAA program. Eagan City Councilmember Carlson stated
that there is no need to retain this neighborhood park for the purpose of holding practices or
games for the Eagan Athletic Association. There appeared to be a consensus by the Eagan City
Council that the City of Eagan give consideration to removing this issue from the joint agreement.
Mayor A wada stated that the City of Eagan will follow through with the appropriate review and
provide a formal response to the City oflnver Grove Heights.

After further discussion, City Councilmembers from both communities agreed that the
meeting was extremely beneficial.

There being no other further business, the meeting was adjourned at approximately 7:00
p.m.
