07/11/2006 - Airport Relations Commission MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING JULY 11, 2006 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, July 11,2006 at 7:00 p.m. Those present were Curtis Aljets, Jason Bonnett, Justin Countryman, Tammy Mencel, and Charles Thorkildson. Absent were Steve Beseke, Dean Haehnel, Jack Prentice and Bret Walsh. Also present was Dianne Miller, Assistant to the City Administrator. AGENDA Upon motion by Aljets; seconded by Countryman, the agenda was approved as presented. All members voted in favor. APPROVAL OF MINUTES Bonnett made a motion to approve the minutes of the June 13,2006 regular meeting of the Eagan Airport Relations Commission; Mencel seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICA TIONS UPDATE Miller introduced the item stating it is the practice of the Airport Relations Commission to discuss any communication initiatives relative to airport noise each month. Miller stated an article appeared in the July 2006 Experience Eagan Newsletter regarding noise measurements taken as part of the second phase of the noise study. She noted the article also included a summary of how wind and weather patterns change during the spring and summer months resulting in increased departures over the City of Eagan. Miller stated the results from phase II of the noise study will be included in the next newsletter, but will be dependent upon receiving the results from Orfield prior to the newsletter deadline cutoff She stated the results should be available at the August ARC meeting. Miller stated the DVD from Mendota Heights on aircraft noise will be available at the next ARC meeting. MAC MONTHLY REPORTS - EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT/17-35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed May 2006 Eagan/Mendota Heights Corridor Analysis, May 2006 Technical Advisory Report and the May 2006 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Miller stated these reports are included each month for the Commission to review and discuss any significant deviations or issues that have occurred. The Commission asked if Miller had heard back regarding one particular departure flight that was picked up on five RMT's and appeared on the April report. Miller stated she had not, but would follow-up. 4- Airport Relations Commission Minutes July 11,2006/2 The Commission noted the number of complaints this past month and that corridor deviation was under 5%, which is good. DISCUSS PROPOSED LEGISLATION RE: MAC REPRESENTATION Miller introduced the item noting per the direction of the ARC at their June 13,2006 Commission meeting, and at the advice of Representatives Wilkin, Wardlow and Senator McGinn, a committee of the ARC made up of Commissioners Bonnett, Walsh and Beseke met to draft proposed legislation regarding Eagan's representation on the MAC. Bonnett updated the Commission on the proposed legislation that was drafted at a meeting held by the committee. He stated the committee reviewed previous legislation written prior to writing language for the proposed bill. Bonnett stated it was the committee's recommendation to include other communities in the bill. The Commission discussed the pros and cons of certain wording in writing the language for the proposed legislation. The Commission suggested contacting the other communities prior to submitting the proposed legislation to the delegation. Thorkildson made a motion to request the City Council direct the Airports Relation Commission to enter into discussions with the City's legislative delegation and other communities within the 65 DNL contour regarding legislation that addresses the cities' representation on the Metropolitan Airports Commission; Mencel seconded the motion. All members voted in favor. Miller stated, per direction of the ARC, the proposed legislation will go before the City Council at their July 18, 2006 regular City Council meeting. ANALYSIS OF MARKET VALUE TRENDS/SOUTHERN TWIN CITIES ASSOCIATION OF REALTORS Per the direction of the Commission, Miller met with Christine Berger of the Southern Twin Cities Association of Realtors regarding the impact of aircraft noise on the real estate market in Eagan. She gave a brief summary on the research that was conducted to compare the real estate market in 2005 versus 2006 to-date. Miller also stated the ten locations used in the market value study were the same ten locations that were used in both of the noise studies. The Commission suggested using data from the cities of Mendota Heights, Burnsville and Inver Grove Heights looking at the impacts they have had. The Commission also stated they would like to invite Christine Berger to a future ARC meeting to discuss the survey components. Miller stated she has been in contact with the University of Minnesota and Hamline University t<? inquire whether they have a student interested in assisting the City with a study on the impact of aircraft noise on property values. She stated she has not had any responses but, hopefully, there will be an interest when classes resume in the fall. PHASE II OF THE EAGAN NOISE STUDY Miller introduced the item stating the noise measurements for phase II of the noise study were gathered from June 12 - 27 at the same ten locations used during the first phase ofthe study. She stated the results are being tabulated and Orfield has until the end of July to finalize the report. Miller stated the results will be presented to the Commission at the August 8 ARC meeting. ~ Airport Relations Commission Minutes July 11, 2006/3 RESCHEDULE SEPTEMBER ARC MEETING Miller introduced the item stating that due to the Primary Elections taking place on September 12, the September ARC meeting is being rescheduled. Miller suggested the following Thursday, September 14 as the rescheduled date. The Commission asked that Miller send out an email to Commissioners regarding a substitute date. AIRPORT 101 SEMINAR Miller introduced the item stating, as a reminder, the Airport 101 Seminar is on Wednesday, July 12, at the Bloomington City Hall in the Council Chambers from 7:00 - 8:30 p.m. and all Commission members are invited to attend. She further stated the seminar is specifically geared towards newly elected officials and those who are new to airport noise issues. SUMMER/FALL STAFFING OF THE ARC Miller provided an update to the ARC regarding her leave of absence stating Jason Ziemer, Administrative Intern, will be coordinating airport duties during the months of August through October.
