Dakota County, Minnesota, was held on July lbth, 1963 at 8:00 ~ o*clook P.M. at the Town stall at which all members were present. Chairman Rahn presided. The Chairman ordered the minute of the preceding meeting dispensed with which was unanmieiusly consented to by the rest of the members of the Board. The following applications for building permits were presentedx ~.+James Iiarne, single family dwelling estimated cost, $16,800, kings Wood ist Addition. 2-Richard Kennealy, single family dwelling, Wethuring Heights Road, $1b,500. 3-Cedar Grove Construction Company-9 houses at $15,OW each 4-C3~n Carlson, Twin View Manor, single family dwelling, Lot 2, Block 2, $25,000. 5-J. T. Hoffman, 4104 Blackhawk Road, remodeling house, .$900.. 6-Skelly 011 CoeaQa~, gas station and lunch room, $40,000, highway No. SS and Blue Genetian Road. Upon motion duly made by Chairman Rahn and seconded by Supervisor Scinranz, it was AESOLV£D that the foregs-ing applicationst for building permits be, and the same hereby are, approved and the Clerk ordered to issue the permits requested. The plat for "Moss Addition" along with application for building perYait was next presented. Upon motion +sade by Chairman Rahn and seconded by Supervisor Schwanz, it was RESOLVED that the p~l~nary plat be, and the same hereby is, accepted, subject to correction by the Town Engineer and final plat approval; and it was FU$THER RESOLVED that the building penait requested be issued subject to the approval of the county plat committee of the r aiJ plat " Noss Addition." The public:, hearing on the application of he Skelly Co,many to re-zone part of the t-,4 of the NW'4-, Section 12_27-23 from R-I, Residential to C-1, Light Commercial was held. There being no objections to the re-zoning thereof, the property involved was deemed according to the appropriate legal description on the application re-zoned from R-I, Residential to C-1, Light Commercial. Mr. John Peterson, Esq. , and Robert Erickson of Dougli Products, ap7peared an behalf of General Beverage Company of Minnesota regarding the pollution problem alleged to exist in a ponding area near its plant on Highway No. 55, Hr. Iriekson repr,2sented that his company guaranteed that the fermentation and odor problem would he eliminated within 30 days at a maximum from the date hereof. Mr. Peterson reores .;:ated on behalf of the General Beverage Company that it would continue to protecL the ponding area through appropriate chemical means from pollution and objectionable odors. The Town ,ittorney reported on the proposed financing for the Cedar Grove :-;pecial fire district and requested more time to complete his investigation as to the method and means to provide the requisite financing. Mr. Wally Potter reported on behalf of the special fire district committee that Mr. Jandric had offered an additional lot for the fire hall at a cost of :;,2800, the lot to be approximately CS or 90 feet front. The Town Engineer reported on his investigation of the dust problem on Silver Belle Road. He advised the Board that road oil could Eue ~uych+~~ed at a cost of 10 cents per lineal foot. The Chairman directed that the matter be defered to the next annual meeting for consideration by the electors. t Mr. James Horne appeared on behalf of his application for preliminary plat approval of Kings Wood Iat Addition situated in the NEB of Section 21-27-23. It was noted that the Advisory Planning Commmittee recommended conditional approval. tTpon motion duly made by Chaisme-n Rahn and seconded by Supervisor Klein,. it was RESOLVED that the said plat be, and the same hereby is, preliminarily approved subject to the recomcmendation of the Advisory Planning Committee ae to the conditions of aecaptance by the township of the road located in said platted area. Mr. F. J. Kenneaiy appeared on behalf of his application for re-zoning of the SEA of the SW~, Section 19-27-23, from A, Agricultural to C-2, Heavy Commercial. The Chairman tabled the matter in view of the previous action by the Advisory Planning Committee. Mr. Orest Spande and L. M. Loken presented plans and specifications for their proposed shopping center to be located at the intersection of Highway No. 13 and Cedar Avenue South in the NEE;", Section ICJ-27-23. The Board noted the recommendation of the Advisory Planning Cotmm~ttee. 13pon motion 'duly made by Chairman Rahn and seconded by Supervisor Schwanz, it was RESOLVED that the preliminary plans and specifications be, and the same hereby are, approved, subject to submission by applicants of final plans and specifications and the approval thereof by the Town &tgineer. The Town Attorney reported that no progress had been made as to the dumping situation by Parkway Tree Service at the intersection of Highway No. 19 and Deerwood Drive but that he would continue negotiating to obtain removal of the logs and refuse in that area. Chairman Rahn recited that requests had been received for speed zone signs on Rahn Road from County Road No. 7 to Beau de Rue Road and in all streets cossipleted in Cedar Grove Addition Nos. 1, 2, 3, and 4. Upon motion duly made by Chairman Rahn and seconded by Supervisor Schwarz, it was RESOLVED that the Town Attorney ssrake formal request of the Minnesota Highway Commissioner _ for survey and posting of speed signs on streets mentioned above. Chairman Rahn directed the Town attorney to contact Cedar Grove Construction Company with regard to installation of the equipment promised for Cedar Grove Park, as evidenced by the minutes of the Board, October 16th, 2962. Mr. Raymond Wade appeared befoxe the Board requesting the opportunity to catalog old township records for its historical value and to aid the Town Board in indexing these records. Upon motion duly made by Chairman Rahn and seconded by Supervisor Klein it was RESOLVED that the Town Clerk be, at-d. sbe. hereby is,~ authorized to deputise Rayaand Wade as deputy clerk for a period of 60 days from the date hereof during which period he would have full authority to examine and have custody of such records as the Town Clerk may turn over to hiss for purpose of exmning and cataloging same.
