04/18/1961 - City Council Regular MINUTES OF REGULAR HEmING OF BOARD OF SUPERVISORS EAGAN TOWNSHIP A regular meeting of the Board of Supervisors, Eagan TQwnship, was held at the Town Hall at 8::00 P.M. on April 18, 1961, at which all members were present. Chairman Rahn presided. The minutes of the previous meeting were approved as read. The following building permits were approved and referred to , :t:: the Clerk for issuance: Russell~t Spur, Knutson, and Pappler. Mr. LaMoria, Edgetown Motel, 2788 Highway No. 55 appeared in behalf of his application to construct a plastic neon sign 30 ft. x 12 ft. upon the above premises advertising said motel. The Advisory Planning Committee had previously recommended approval thereof. Upon (.~.~ motion duly made by Ch~~ Rahn and seconded by Supervisor Schwanz, it was RESOLVED that a special use permit be and the same hereby is granted to construct said time upon said premises subject to appli- cant t s obtaining a building permit therefore. Mr. Robert Oslund appeared on behalf of his application for preliminary plat approval of a parcel situated in Section 9-27-23. The Town Engineer advised the Board that he had examined the proposed plat and recommended approval of same, subject to completed construe- tion of roads and drainage. The Advisory Planning Committee having recommended approval thereof, upon motion duly made by Supervisor Schwanz and seconded by Supervisor Trapp, it was RESOLVED that pre- liminary approval of said plat be and the same hereby is granted. Mr. Lawrence G. ptppler appeared in behalf of his special situation for a building permit upon a three (3) acre parcel zoned A. Agricultural. It was noted that the Advisory Planning Committee had recommended approval upon the presentation of a proper legal description therefore. Upon motion duly made by Supervisor Trapp and seconded by Chairman Rahn, it was RESOLVED that a building per- mit be issued to applicant upon the condition that a proper legal description be submitted to the Town Attorney evidencing a minimum lot size of three (3) acres. Mr. Eugene Bader appeared in behalf of his application for a special use permit to conduct a sanitary landfill on Highway No. 13. It was noted that the Advisory Planning Committee had referred the matter to the Town Board without recommendation. Mr. Bader present- ed a short film on the subject of sanitary landfills. Upon motion duly made by Supervisor Trapp and seconded by Supervisor Schwanz, it was RESOLVED that a public hearing be held on May 2nd, 1961, at 7:00 P.M. at the Town Hall, notice thereof to be published before any final action be taken by the Board of Supervisors. The complaint regarding the LaHass Corporation's landscaping was called to the attention of the Board. Upon motion duly made by Supervisor Schwanz and seconded by Chairman RaM, it was RESOLVED that the Town Attorney write to the LaHass Corporation advising them of their prior agreement to properly landscape the area and advise them of their commitments and their prior agreements. Upon motion duly made by Chairman Rahn and seconded by Super- visor Trapp, it was RESOLVED that the Town Attorney file the amended ordinance with the Register of Deeds of Dakota County and further correct typographical errors in the printed version thereof. Chairman Rahn reported that his investigation into the matter of hiring a dog catcher for the township and that an offer to take the position had been made by Marvin Baise of Hastings, Minnesota upon the following basis: 830 per month plus 82 per each dog picked up. In addition, the owner of any dog claimed after pickup would be charged $2 per day per board and the 82 pickup fee. Upon motion duly made by Supervisor Schwanz and seconded by Chairman RUn, it was RE- SOLVED to hire Mr. Beise as dog catcher on a month-to-month basis subject to a check by Chairman Rahn first, of the facilities, and sub- ject further to the acceptance by Mr. Beise of a written agreement therefore to be prepared by the Town Attorney which agreement shall be cancellable on thirty (30) days written notice on the part of eith- er party. Upon motion duly made by Chairman Rahn and seconded by Super-- visor Trapp, it was RESOLVED that the Town Attorney write to the Dakota County Commissioner requesting approval of the employment of a two- way radio system for the town police. Chairman Rahn presented a petition which he had received for the black-topping of a portion of Rahn Road abutting upon the property of five homes in the Cedar Grove Addition situated immediately north of County Road No.7. Upon motion duly made by Supervisor Schwanz and seconded by Chairman Rahn, it was RESOLVED that the Town Attorney ad- vise Cedar Grove Construction Company to construct the blacktop road on said portion of Rahn Road. Upon motion duly made by Chairman Rahn and seconded by Super- visor Schwanz, it was RESOLVED that the following street signs be purchased: 2 - Rahn Road , 2 - Beau de Rue Drive 2 - Deerwood Drive 2 - Blackhawk Road The Town Engineer presented his report regarding the examin.tion of plans and specifications for the proposed Phillips 66 Station on the Northeast corner of the intersection of Cedar Avenue South and Highway No. 13 heretofore applied for by Charles Rueger. Upon motion duly made by Chairman Rahn and seconded by Supervisor Schwanz, it was RE- SOLVED that final approval of the plans and specifications for said ser- vice station be and the same hereby is granted, subject to final check by the Town Engineer as to the proper sanitary sewer connections and storm water drainage arrangement.
