MINUTES OF A REGULAR MEETING OF THE
BOARD OF SUPERVISORS, EAGAN TOWNSHIP
October 4~t 1960
A regular meeting of the Board of Supervisors, Eagan Township,
was held at the Town Hall at 8 o'clock p.m. on October 4~, 1960 at
which all members were present except Supervisor Schwantz.
Chairman Rahn opened the meeting. The Clerk read the Minutes of
the preceding meeting which were unanimously approved as read.
The following applications for building permits were received and
approved:
1. Frank Crapser, 2616 Emerald Lane--Garage and Breezeway.
2. Harvey Kirchner, 3220 Random Road--House and Garage.
3. Thomas A. Giguere, 1705 Yankee Doodle Road-- 2-bedroom
addition.
4. American Luthern Church.
The town attorney was directed to request Cedar Grove Construction
Company to submit map showing the construction and road lay-outs and
number of houses constructed in Cedar Grove Additions #1 and 2 for
Township reference.
Mr. Harry R. Chambers appeared with plans and specifications for
the retail lumber warehouse and office to be situated on Lots 1 and 2,
Plainview. It appearing to the Board that same had been finally
approved by the Advisory Planning Committee, upon motion duly made by
Supervisor Trapp and seconded by Chairman Rahn, it was RESOLVED that a
special use permit, therefore, be, and hereby is, granted to Mr. Harry
R. Chambers, said plans and specifications being hereby finally approved.

A representative from the Northern States Power Company appeared
and presented a form of street lighting contract for the Cedar Grove area.
There was no representative present from Cedar Grove Utilities Company.
Upon motion duly made and seconded, it was RESOLVED that action on both
the proposals of Northern States Power Company and Cedar Grove Utilities
Company, heretofore presented, be tabled until said companies mutually
agree as to a program and plan installation and operations of such street
lighting facilities.
A group of resident from Valley View Plateau appeared with a com-
plaint as to the condition of roads and streets in the platted area. It
appears that on May l5~, 1956 the plat was submitted by Mr. Ira Nelson
and by resolution by the Board of Supervisors was accepted subject to comple-
tion of the roads and streets therein to the satisfaction of the Town
Board. No further resolution appears in the Minutes indicating the roads
or streets were ever approved. The group of residents was therefore ad-
vised that the Town Board had not assumed the roads and streets and,
therefore, the burden was upon the owner to remedy their condition. However,
in view of this situation, the Board took no further action as to the
application of Mr. Nelson for a water works franchise. Upon motion duly
made by Chairman Rahn and seconded by Supervisor Trapp, it was RESOLVED
that the town attorney write to Mr. Ira Nelson about the condition of the
roads and streets in Valley View Plateau and request that the necessary
improvements be made forthwith.
The application by Mr. Robert W. Johnson for a nursing home in
Block 6 of Cedar Grove #2 was tabled since no one in behalf thereof
appeared.
The petition of Earl C. Motz et al was presented and referred to
the Advisory Planning Committee.

A request of Cedar Grove Construction Company was presented to
discontinue the monthly reports of sewer connections. A motion was made
by Chairman Rahn to discontinue such reports but received no second and,
therefore, was defeated.
Mr. William Reynolds, 2036 Opal Place, representing the West Eagan
Civic Association, appeared with a request for stoplights at the inter-
section of Cedar Avenue South and Highway #13. Upon motion duly made by
Chairman Rahn and seconded by Supervisor Trapp, it was RESOLVED that the
town attorney write to the State Highway Department requesting investigation
and the placement of a semaphore at the intersection of Highway 13 and
Cedar Avenue.
Mr. Alfred Willenbring, 1045 McKee Street, appeared with regard to
the bad road conditions in McKee Addition. The Board directed the Town
Attorney to write Mr. J. W. McKee in regard thereto.
It appearing that the Eagan Township shooting Ordinance IX through
over-sight had not been published according to law, on motion duly made
and seconded, it was RESOLVED that said Ordinanoe be, and hereby is,
adopted and approved as of this date hereOf.
The matter of the representation of Bonestroo and Associates as
Town Engineers was discussed further by the Board of Supervisors. Upon
motion duly made by Chairman Rahn and seconded by Supervisor Trapp, it
was RESOLVED that Bonestroo and Associates be advised to submit a proposal
of charges and services to be offered.
Upon motion, the meeting adjourned.
