MINUTES OF MEETING OF BOARD OF SUPERVISORS, EAGAN TOWNSHIP, MAY 15, 1962
A regular meeting of the Board of Supervisors, Eagan Township, was
held on May l5~, 1962 at 8:00 0' clock P.M. at the Town Hall at which all
members were present except Supervisor Trapp.
Chairman Rahn presided. The minutes of the preceding meeting were
approved as read.
The following building permit applications were presented and unan-
imously granted:

Mr. E. J. Meyers appeared on behalf of his application for a build-
ing permit under the hardship clause of Ordinance No. VI to construct a
home in the Bizanz Addition situated in the S 1/2 of Section 34-27-23, no
final plat of the proposed Addition having been filed. The Advisory Plan-
ning Committee recommended approval. Upon motion duly made by Chairman
Rahn and seconded by Supervisor Schwanz, it was RESOLVED that said permit
be, and the same hereby is, approved and ordered issued subject to the ill-
elusion of said residential lot in the proposed plat of Bizanz Addition.
The application of the Alexander Construction Company, Inc. for a
permit to operate a gravel pit in the SE 1/4 of the SW 1/4 of Section 12-
27-23 was presented. It was noted that the Advisory Planning Committee
recommended approval subject to the execution of an appropriate agreement.
Upon motion duly made by Supervisor Schwanz and seconded by Chairman Rahn,
it was RESOLVED that a gravel pit permit be issued to t:!e Alexander Con-
struction Company, Inc. provided that same enter into an appropriate agree-
ment with the Township for the operation thereof.
Mr. William C. Grimme appeared on behalf of his application for a
permit to operate a gravel pit on the John Moeller property being the S 1/2
of the NW 1/4 of Section 15-27-23. It was noted that the Advisory Planning
Committee recommended approval subject to execution of a like agreement as
the subsisting agreement with J. W. Alexander Construction Co. Upon motion
duly made by Chairman Hahn, and seconded by Supervisor Schwanz, it was HE-
SOLVED that Applicant be, and hereby is, granted a permit to operate a gra-
vel pit on the above described property subject to the execution by appli-
cant and Alexander Construction Company, Inc. of an agreement similar to
that dated June 7~, 1960 between Eagan Township and J. W. Alexander Con-
struction Co. In view of the fact that both Parties will be operating on
the same property and further subject to the payment of additional permit
fees in the sum of $100.00.
The application of Viilliam H. Smith for rezoning of the NE 1/4 of the ,
SW 1/4 and the E 1/2 of the NW 1/4 and the N 1 rod of the SW 1/4 of the ,/
NW 1/4 of Section 14-27-23 from A, Agricultural to P, Public Facilities
for the purpose of constructing a golf course was presented. It was noted
that the application was recommended for approval by the Advisory Planning
Committee. Upon motion duly made by Supervisor Schwanz and seconded by
Chairman Rahn, it was Rl!JSOLVED that said lands bel and the same hereby
are, rezoned from A, Agricultural to P, Public Facilities for the purpose
of construct1.ng a golf course thereon.
Mr. Jean Parranto of Parranto Bros. Realty appeared in behalf of
their application to rezone part of the E 1/2 of the NW 1/4 of Section
30-27-23, 25 acres more or less, from A, Agricultural to C-2, Heavy Com-
mercial, was presented. It was noted that the rezoning had been recom-
mended for approval by the Advisory Planning Committee. Upon motion duly
made by Chairman Rahn and seconded by Supervisor Schwanz, it was RESOLVED
that said property be, and the same hereby is, rezoned from A, Agricultural
to C-2, Heavy Commercial, subject to the grant by the owner thereof of 100
feet for right-of-way for the extension of County Road No.7.
Dr. Ethel Traxler appeared in behalf of her application for a spe-
cial use permit to practice chiropractics in her residence at 1467 High-
view Avenue. It was noted that the Advisory Planning Committee recommend-
ed issuance of the permit subject to annual renewal thereof, adequate off
street parking and operation as a single office. Upon motion duly made
by Supervisor Schwanz and seconded by Chairman Rahn, it was RESOLVED that
said special use permit be, and hereby is, granted, subject to the annual
renewal of the permit, the maintenance of adequate off street parking for
patients, and the continued operation as a single chiropractic office
therein.
Mr. Raymond Rahn appeared in behalf of his application for the re-
zoning of part of the NE 1/4 of Section 29-27-23 from A, Agricultural
to C-l, Light Commercial, for the purpose of operating a welding shop
which is now being operated thereon as a non-conforming use. It was
noted that the Advisory Planning Committee recommended approval. Upon
motion duly made by Supervisor Schwanz and seconded by Chairman Rahn, it
was RESOLVED That the above described premises as more particularly set
out in applicant's application be, and the same hereby are, rezoned from A,
Agricultural to C-l, Light Commercial, subject to maintenance by applicant
of appropriate off street parking.
The town attorney presented proposed amendments to gravel pit or-
dinance No. VIII and advised the Board that they had been approved and
recommended by the Advisory Planning Committee. Upon motion duly made
by Chairman Rahn, and seconded by Supervisor Schwanz, it was RESOLVED
that the proposed amendments as presented and corrected be, and the same
hereby are, adopted, and the Clerk was directed to cause publication there-
of according to law.
The Town Engineer presented a report concerning the backlot drain-
age on Diamond Drive in Cedar Grove No.2. Various residents were heard
in connection with the matter also. Upon motion duly made by Chairman
Hahn and seconded by Supervisor Schwanz, it was RESOLVED that the Town
Engineer be, and hereby is, authorized and directed to contact the Cedar
Grove Engineer to arrange for appropriate drainage from the property in
question.
Upon motion duly made by Chairman Hahn and seconded by Supervisor
Schwanz, it was RESOLVED that the Town Constables be, and hereby are,
authorized and directed to have their speedometers checked for accuracy
and repaired if necessary.
The Town Attorney was requested to render an opinion as to whether
the Clerk had the power to take acknowledgements on documents and charge
the statutory fee therefore, and further whether the Township officers can
maintain private telephone lines with the additional expense being borne
by the Township.. . J) r
