MINUTES OF REGULAR i1~--rING OF THE BOARD OF SUPERVISORS, EAGAN TO'NNSHIP
JUNE 5i!l, 1962
A regular meeting of the Board of Supervisors, Eagan Township, was
held at the Town Hall at 8:00 0' clock P.M. at which all members were pre-
sent. Chairman Rahn presided.
The minutes of the preceding meeting were approved as read.
The following building permit application was presented and unani-
mously granted: West Side Oil Co., Inc., Property North of and adjacent to
Locker Plant on Highway No. 49, st. Paul 11, Minnesota, for a steel build-
ing 32' x 40' for $6,500.00.
The Town Attorney presented an opinion concerning the powers of the
Town Clerk or a Justice of the Peace to act as Notary Public. The conclusion
reached was that either the Town Clerk or a Justice of the Peace may under
applicable Minnesota ~tatutes act as a Notary Public for both official town-
ship matters and private matters. Upon motion duly made and seconded, it
was RBSOLVED that an official seal for the Township of Eagan be, and the
same hereby is, ordered to be purchased.
The Town Attorney further presented an opinion dealing with the issue
whether the expense incurred for the difference between a private telephone
as opposed to a party line telephone could be paid for on behalf of certain
town officers by the towship as a legitimate township expense. The conclu-
sion reached was that if the Board of Supervisors determined the business
transacted by each of the Township officers was for the benefit of the town-
ship, it could deem the difference in the telephone rate to be paid for from
the Township funds. Upon motion duly made by Supervisor Schwanz and seconded
by Supervisor Trapp, it was RESOLVED that private telephones be installed in
the homes of Mrs. Alyce Bolke, Clerk of Eagan Township and Arthur Hahn,
Chairman of the Board of Supervisors, and that the difference between the
rate of a private telephone and a party line telephone be paid for by
the Eagan Township Treasury.
After review of the Easement Deed presented by Frederick Post for
the purposes of dedicating certain lands to the Township of Eagan between
Highway No. 13 and Highview Avenue in Valley View Plateau Addition, upon
motion duly made by Chairman Rahn, and seconded by Supervisor Schwanz, it
was RESOLVED that said Easement Deed dated June 5~, 1962 conveying and
dedicating certain lands to the Township of Eagan for purposes of an
access road from Highway No. 13 to Highview Avenue in Valley View Plateau
Addition be, and the same hereby is, accepted.
Mr. David Nelson appeared on his own behalf requesting approval by
the Board of Supervisors of the final plat of Valley View Plateau Addition
No.2. Upon motion duly made by Supervisor Schwanz and seconded by Super-
visor Trapp, it was RESOLVED that the final plat of Valley View Plateau
Addition No. 2 be, and the same hereby is, accepted.
Upon motion duly made and seconded, it was RESOLVED that the appli-
cation of Arthur W. ReiChle, dba Lakevale Investment, Inc. for an On-Sale
non-intoxicating liquor license at the Valley House, 2600 Highway No. 13
be, and hereby is, granted.
Mr. walter Potter appeared on behalf of the proposed Cedar Grove
Fire Control District, requesting that a public hearing be scheduled for
the purposes of rezoning Lot 17, Block 6, Cedar Grove Addition No.4 from
Residential to Public Facilities for purposes of establishing a fire hall.
Upon motion duly made by Chairman Rahn and seconded by Supervisor Schwanz,
it was RESOLVED that a public hearing be held at the Cedar School at 8:00
0' clock P.M. on June 25~, 1962 for purposes of rezoning Lot 17, Block 6,
Cedar Grove No. 4 from Residential to Public Facilities pursuant to the
Zoning Ordinance No. VI, Section 4.
A letter from Joseph Harkness, Jr. representing the West End Fish-
ing and Hunting Club requesting an extension for purposes of shooting on
the club property to include Thursday evenings also, was read and consider-
ed. Upon motion duly made and seconded, it was RESOLVED that the request
by the West End Fishing and Hunting Club be continued and that the item be
considered at the next Board meeting on June 19~, 1962.
Chairman Rahn presented a letter from the Honorable Donald L. Huber,
Mayor of the Village of Mendota Heights concerning proposed increases in
fire rates provided by the Mendota Heights Fire Department to the Township
of Eagan. Upon motion duly made and seconded, it was RESOLVED that the
Clerk be, and hereby is, instructed to write a letter to Mayor Huber sug-
gesting that the increases are excessive, particularly the increase of
$1,500.00 from $600.00 for the fire contract and request that the fire con-
tract price proposal be reconsidered.
Constable Deslauriers appeared pursuant to a request by the Board of
Supervisors that he investigate the expense involved in acquiring a certi-
fied speedometer for installation in Constable Deslaurier's car. Upon mo-
tion duly made and seconded, it was RESOLVED that a certified speedometer
to be used by Constable Deslaurier for official constable uses be, and
hereby is, ordered to be purchased from the Speedometer-Radio Service Com-
pany of St. Paul, Minnesota.
Upon motion, all bills submitted were approved to be paid.
Upon motion, the meeting adjourned.
