03/16/1965 - City Council Regular MINUTES OF REGUU..R MEETI.NO OF BOi..RD OF SUPERVISORS EAGI..N TOWNSHIP) nIU<OTA COUNTY, MINNESOT.A Mllrch 16, 1965 h regular meeting of the Board of Supervisors of Eagan Township, Dakota County was held at the Town Hall on March 16, 1965 at 8:00 o'clock P. M. at which all members were present. Minute. of the previous meeting were approved as read. Upon written ballot, Mr. I.rthur Rahn was elected Chairman of the Board of Supervisors for the Jear 1965-66. Mr. Don Christenson appeared on behalf of his application for a building permit to be located in proposed Lot 1 of a proposed preliminary. plat in part of the Southwest Quarter of Section 15 covering approximately 5.6 acres. It was noted that the .\dvisory Planning Committee recommended approval of the preliminary plat ahd the building permit. Upon motion duly made and seconded, it was RESOLVED that a building for a residence in the sum of $17,000 to be located on proposed Lot 1 in the proposed plat be, and it hereby is, approved; it was FURTHER RESOLVED that said preliminary plat as presented be, and it hereby is, approved provided, however, that the developer provide a sixty foot street and cuI de sac in the subdivision and in addition that an additional ten feet be designated on the proposed plat lying along County Road #31 to conform with the proposed Major Street Plan of the Township. The Clerk read a letter of resignation from the l..dvisory Planning Committee from Myron Kehne. The Board directed the Clerk to send a letter to Mr. Kehoe thanking him for his years of service on the advisory Planning Committee. It was also noted that Pete i.de1mann had moved from the Township. Upon motion duly made and seconded, it was RESOLVED that - 1 - the two vacancies mentioned above be, and they hereby are, to be filled by Wally Potter and Don Christenson for terms of two years each. Upon further motion duly made and seconded, it was RESOLVED that Mr. James Klingel, Gordon Beaudette and Tom Diffley be, and they hereby are, re-appointed as members of the hdvisory Planning Committee for terms of two years each. The following building permit applications were presented: Mr. wal ter Nelson, Lot 5, Carlson .\cres, residence, 26' x 50' plus attached garage, $18,000. J.rnerican Oil Company, 2800 Wayzata Boulevard, addition to Standard Station at Cedar I~venue and Highway #13, 12' x 29', $3,500. Upon motion duly made by Supervisor Klein and seconded by Supervisor Schwanz, it was RESOLVED that said building permit applications be, and they hereby are, granted and that the Clerk be directed to issue the applicable building permits. ;.fter discussion and upon motion duly made and seconded, it was RESOLVED that the Town Engineer be, and he hereby is, directed to inspect the Leroy Pond property on Blackhawk Road relative to the excavation and removal of black dirt from said property and the possible application of the Eagan excavation ordinance. The Chairman presented a request from the Town Police Officers containing specifications for the proposed purchase of a Town Police ,; car. Upon motion duly made and seconded, said proposal was referred to the Town Engineer for review and presentation of recommendations at a later meeting. The Town I..ttorney presented a form of agreement covering the Gopher Smelting Company operation on Highway #49, specifically referring to the - 2 - current action pending between Gopher Smelting Company and Eagan Township in the Dakota County District Court. hfter review of the agreement and upon motion duly made by Supervisor Sohwane and eceonded by Chairman Rahn, it was RESOLVED that said agreement be, and it hereby is, accepted and that the formal resolution presented and attached to the minutes be, and it hereby is, approved and that the applicable town officials be authorized to execute the resolution and agreement. Upon motion duly made by Chairman Rahn and seconded by Supervisor Schwanz, it was RESOLVED that the building permit application of Arrow Tank Company, 2875 Highway #55 for a commercial building 262' x 262' plus office, lIS' x 72', $749,000 be, and it hereby is, approved and that the Clerk be directed to issue the applicable permits. t'",- ... f"'- "'- ,,+ .q 7"1 'i,o.:..', ~c.a It was noted that there was no appearance by Mr. Norman Vogelpohl relative to his application for approval of a preliminary plat in Section 18. The Town i~ttorney and Town Engineer indicated that they are currently working on proposed changes to the Eagan zoning ordinance. .~fter discussion, the Board, upon motion duly made and seconded, tabled the application of Schwerman Trucking Company, Highway #49 for a building permit to enlarge the front door of a building at the Northwest corner of Highway #49 and County Road 63A in Lorren Place. The Town httorney presented proposed legislative bills covering increase in salary of a town clerk, town supervisors and village trustees. He indicated that the bills were to be presented to Representative Walter Klaus and Senator Paul Thuet for submission to the 1965 Minnesota Legislature. Marvin Wenzel appeared on his own behalf concerning his salary as road overseer. After discussion and upon motion duly made and seconded, - 3 - it was RESOLVED that Marvin Wenzel be, and he hereby is, appointed road overseer for a period of one year beginninghpril 1st, 1965 and that his salary be set at $400 per month for a six-month period and that he be directed to record his time which is to be presented to the Board of Supervisors each month, and that said salary be reviewed after a six month period from said date. '~ll elected and appointed officers of the township were sworn in and their required bonds were posted. hfter discussion concerning proposals for financial consultant services to the Town of Eagan by Springsted Inc., and Juran & Moody, Inc., and upon motion duly made by Chairman Rahn and seconded by Supervisor Schwanz, it was RESOLVED that Juran and Moody, Inc., of St. Paul be, and Ie hereby is, engaged as Financial Consultant to the Township.
