06/15/1965 - City Council Regular MINUTES OF REGUlAR MEETn~G OF THE BOARD OF SUPERVISORS EAGhN TOWNSHIP, DJ~1"" COUNTY, MINt11::S0U June IS, 1965 h regular meeting of the Board of Supervisors, Eagan Township, Dakota County was held on June 15, 1965 at 8:00 o'clock P. M. at the Town Hall at which all members were present. Chairman Rahn presided. The minutes of the previous meeting were approved as presented. The following applications for building permits were presented: 1. Timberline Addition a. Bream Homes>> Red Cedar Road>> Lot 5, Block S, $25,000. b. Bream Homes, Re.d Cedar Road, Lot 8, Block 1, $22,000. c. Ti1gen Construction Co., Red Cedar Road, Lot 3, Block 5, $26,000. 2. Russell McCullough, 2066 Shale Lane, Cedar Grove for variance under Ordi nance 6 to Co~'LS Lruct garage 209 x 22' wi thin three feet from his side lot boundary. Upon motion duly made and seconded, it was RESOLVED that the fore going building permits be, and they hereby are, granted; and FUR1liER RESOLVED that the application of Russell McCullough be, and it hereby is, granted for a building permit provided that the applicant provide at his own expense drainage as between his lot and the adjoining property where the garage is to be located in the event there is any drainage difficulty. The application of William SiltmOn for a building permit to construct a home on Blackhawk Road between Highway #30 and Cliff Road was tabled and the applicant instructed to obtain a letter from the Minnesota Highway Department indicating that the proposed new Highway #35E will not interfere with nor pass over the property upon which epp1icant intends to build. Upon motion duly made by Supervisor Klein and seconded by Chairman Rahn, it weB RESCLVED that the Clerk be, and she hereby is, - 1 - I' authorized and dirEcted to is sue the building permit directly upon receipt of such letter proof from the Highway Department. The application of Lawrence Oldenburg, Highway #49 for building permit under the hardship clause in Ordinance #6 to move a house on to a new basement foundation on County Road #63 three fourths of a mile southwest of Highway #49 was presented. Upon motion duly made by Chairman Rahn and seconded by Supervisor Klein, it was RESOLVED that the application be approved and the Clerk directed to issue a building permit therefore. The proposed amended Ordinance #l, Dumping and #3 Building Permit Ordinance were submitted, both of which, it was noted, had been recommended for approval by the Advisory Planning Committee. Upon motion duly made by Supervisor Klein and seconded by Supervisor Schwanz, it was RESOLVED that the amended Ordinance i'1os. land 3 be, and they hereby are, approved as presented and the Clerk directed to publish according to law. The application of Vogelpohl Construction Company for a preliminary plat of a multiple apartment complex to be located in Section 18-27-23 was presented. It was noted that the ~dvisory Planning Committee recommended approval subject to conformance with engineering and ordinance requirements. Upon motion duly made by Chairman Rahn and seconded by Supervisor Klein, it was RESOLVED that the said plat be, and the same hereby is, preliminarily approved subject to conformance to applicable ordinances of the Township and the provision for adequate storm sewers, water supply, sewage and disposal lines appropriate for hook-up with future public systems and that the said lines be dedicated and turned ober to the Township. The application of Harold Helminiak for a building permit to construct an addition to his commercial building on Beau de Rue Road was presented. - 2 - Upon motion duly made by Chairman Rahn and seconded by Supervisor Klein, it was RESOLVED that the application be approved and appropriate permit issued. ~ ~~ P.' ;~.7/7// ~ ~ ~.'Z ,'0../3 Mr. Robert Oslund, Robert Tilsen, Har\-P.Y Bream and Don Prettyman appeared with regard to the Timerline Addition road situation. The representatives of the developers requested that they have until July 31, 1965 within which to conplete the storm sewer repair, water main repair, black topping the streets and installing black top curbing according to the original agreement. They stated that they were working on the project now and would continue to do so and keep the roads in passable condition for the residents in the area. Upon motion duly made anq seconded, it was RESCLVED that the developer and builders in Timberline be granted an extension of time until July 31, 1965 in which to complete all of the foregoing items. Lawrence Wenzel appeared on behalf of the Northern Dakota County Development Association and requested that a joint meeting be arranged as between his association, the Minnesota Highway Department officials and the Town Board for the purpose of discussing and inducing the Highway Department to add a second lane to Highway #13 so as to enhance the conmercial and industrial development of Eagan Township. Chairman Rahn directed that the matter be placed on the July 6 agenda for further discussion. The Town Engineer presented his report on joint sewerage facilities and also on proposed storm drainage systems for Eagan Township which was taken under advisement by the Board. Upon motion duly made by Supervisor Schwanz and se~onded by Chairman Rahn, it was RESOLVED that the Board meet on July 6, 1965 :t 8:00 o'clock p. M. for the purpose of receivlns and considering sealed bids - 3 - fOT the purchase of road and fire equipment bonds and that the Clerk be directed to publish notice of said meeting pursuant to a separate resolution hereto attached and mode a part hereof. The matter of final approval of Cedar Grove #5 plat was tabled by Chairman Rahn until such time as Cedar Grove Construction Company presents the Township with a deed conveying the park property dedicated in said plat. Upon motion duly made and seconded, it was RESOLVED to approve and recommend the following reductions in the assessed valuation of real estate as follows: Richard A. Starzynske, 4265 Moon Stone Drive, Parcel Number a 3444 \~ayne R. itJi nsor 1455 Lone Oak Road Parcel Number 3704-C o. C. Van Sickler 1539 Lone Oak Road Parcel Number 3714 Fred Boesel Route 1, St. Paul Parcel Number 3398-3390 Mrs. Helen M. Ekblad 2860 Pilot Knob Road Parcel Number 3608 Edwin S. Sell Route 2, Rosemount Parcel Number 3312-A It was recommended to grant the reductions for Mrs. Helen M. Ekblad and Wayne R. Winsor, and reductions were allowed for the others.
