MINUTES OF A REGULAR MEETING OF THE BOARD OF SUPERVISORS
BAGAN TOWNSHIP, DAKOTA COUNTY, Ml'.NNESOTA

A regular meeting of the Board of Supervisors, Eagan Township was held on
April S, 1966 at 8:00 P. H. at the town hall at which all members were present.
Chairman Rahn presided. The minutes were unanimously approved as read.
The following building permit applications were submitteda
Brad Pederson - temporary building 10' x 20' for office space for .
garden center on Beau de Rue Road; $750 estimated cost. Upon motion made
by Chairman Rabn and seconded by Supervisor Schwanz, the application was
approved and the permit granted for one year only.
Arthur Carlson, Route 12, Rosemount; pole she., 32' x 64', estimated
cost $2,100.00.
Ted Wachter. garage, 28' x 32', estimated cost $2,000.00.
L. Parker, single family dwelling on Cliff Road, 64' x 28', estimated
cost $25,000 including walk-out basement and garage. Upon motion duly made
and seconded, it was RESOLVED that the three foregoing b8ilding permits
applied for be approved and the permits be issued upon payment of the
requisite fees therefor.
Mr. Ron Pavlak appeared with respect to the water problem in the Lakewood
Hills area. No formal action was taken. The Board referred the matter to
the town engineer to check further into the matter.
Mr. Elmer Reinke failed to appear concerning his complaint about trees
in the road right-of-way in Section 36. Chairman Rahn referred the matter
to the town engineer for further examination of the area.
Upon motion duly made by Supervisor Klein and seconded by Supervisor
Schwanz, it was RESOLVED to set the date for public hearing for the rezontug
of the John Metcalf Junior High School property situated in the NW 1/4 of the
NW 1/4 of Section 30-27-23 for Hay 3, 1966 at 8:00 P. M. at the town hall.

The fo~al resolution approving the plan for central sanitary sewer system
in the township and directing the tO~M engi~~~r. to proceed with final plans
and specifications was presented. Following discussion from the floor,
upon motion duly made by Supervisor Schwanz and seconded by Chairman Rahn,
it was unanimously RESOLVED to adopt the resolutbn as presented and a copy
thereon to be spread upon the minutes of this meeting.
Two residents appeared with regard to the road situation in Harvey
Addition to inquire wijether the township had ever taken over the road for
maintenance. The clerk was directed to check the minutes of the Board
meeting to determine what conditions or approval was granted by the Board
at the time the final plat was filed in October, 1960.
The Board of supervisors by secret ballot elected Chairman Rahn as
Chairman for the current year. Thereupon Chairman Rahn delegated specific
areas of responsiblity to the sarervisors as follows:
Chairman Rahn · roads and parks
Supervisor Klein - health and welfare
Supervisor Schwanz - fire and police
The final application of Bud Johnson to erect a "For Sale" sign on
the Sibley Terminal Industrial Park property, Highway 113, 8' x 16' was
presented. Upon motion made by Chairman Rahn, seconded by Supervisor
Schwanz the application was approved.
An applicat:1on of People's Natural Gas Company to install a gas main
in Rahn road to extend from Jade Lane to Mt. Calvary Luther an Church was
presented. The Board referred the matter to the town engineer for review
and report.

The town engineer discussed with the Board the advisability of contract-
ins for arial surveys of the township at an ~~t"lmatGd cost of $23,000 which
would aid in construction of the central ecwer system, in future road
work and in future development. The cost would be recovered through the
sale of the survey to future developers. The town attorney was directed
to determint whether the contract would have to be on a bid basis or
whether direct negotiations could be had.
Upon motion by Supervisor Klein and seconded by Chairman Rahn, it was
RESOLVED that Che town clerk be and she hereby is directed and authorized
to deduct Public Employment Retirement Act payments from eligible Eagan
employees wages and also to make paymeats from the appropriate township
funds toward the required PERA payments as of April I. 1966. It was
FURTHER RESOLVED that any elected official who files a consent with the
town clerk to have PERA deductions ~e from his salary shall also be
eligible on the same basis as employees of the township.
Upon motion ~de and seconded, it was ordered that all bills be paid
as presented.
Upon motion the meeting adjourned.
