May 4, 1966
A regular meeting of the Board of Supervisors adjourned from May 3,
1966, ~o May 4, 1966 was held at the town hall at 6:30 P. ~ at which all
members were present.
Chairman Rahn presided. Upon motion by Chairman Rahn, seconded by
Supervisor Klein, it was RESOLVED to dispense with the reading of the
minutes of the pr""ous meeting.
The following applications for buildiR8 permits were submitted:
Pete Schaeffer, new house, 28' x 68' including garage, estimated
ceet, $18,000.00, to be situated on the SW 1/4 of Section 34-27-23. Upon
motion by Chairman Rahn, seconded by Supervisor Schwanz, the application
was ~'t~ed and permit ordered issued.
Chairman Rahn called to order the public heariag on the rezoning of

the S 1/2 of the SW 1/4 of Section ilt27-23 for tbe Metaalf Junior High
School from C-2 Heavy Commercial to P, Public Facility. There being no
persOllS appearing either opposed or in favor of the reaoning, upon motion

by Supervisor Klein, seconded by Chairman Rahn, it was RESOLVED that said
property be, and the same hereby is, rezoned from C-2 Heavy 40mmercial
to P, Public Facility; it was FURTHER RESOLVED that School District 1191
be billed for the appropriate rezoning fees.
Upon motion by Supervisor Schwanz and seconded by Chairman Rahn
it was RESOLVED the the application of LeRoy Signs, Inc. to erect a
Standard Oil Sign at the intersection of Highway 113 and Cedar Avenue
be tabled until the Kay 17, 1966 meeting.
Town Engineer Rosene proposed to the Board that it adopt a resolution
permitting him. to apply to the Water Pollution Control Commission, Sate
of Minnesota, Department of Health, for approval for Eagan Township to
construct temporary aerated sewage stabilization ponds to be used in
connection with the new central sewage system to be installed in the
township until such time as more permanent type sewage disposal facUities
can be conatructed. Upon motion by Chairman Rahn and seconded by Stlpervisor
Schwanz it was RESOLVED that the town engineer be, and he hereby is,
authorized and directed to apply to the Water Pollution Control Commission
State of Minnesota, Department of Health, for approval for temporary
aerated sewage stabilizattotl ponds to be situated in Eagan Township and
used in connection with the cantral sewage system until such time as more
permanent type disposal facilities can be constructed.
The clerk then presented a copy of Resolution #5, dated April 26, 1966,
received from the Board of County COIIIIDissiouers, Dakota County and also
Resolution 118 dated April 21, 1966, indicating that the County would
discont1gue the take-over of Yankee Doodle Road. Upon motion duly made
by Supervisor Klein and 8ecGDled Supervisor Schwenz the town attorney was
was directed to write a letter to the Board of County Commissioners refering

to previous resolutions whereby, in the opinion of the Board of Supervtsors.of
Eagan Townsb1p, Dakota County bas already taken over Yankee Doodle Road and,
therefore, the Resolution of April 12, 1966 is inoperative.
The matter of establishing an assessment committee to approve the assessment
role in the future for the public improvements was discussed. Upon motion duly
made by Chair.man Rahn and seconded by Supervisor Klein it was RESOLVED that
an assessment committee be, and the seme hereby is, created for the township
of Eagan which committee shall consist of five members, three of whom shall
be regular members aId two of wbom shall be ex officio; it *as FURTHER
RESOLVED that the ex officio members should be the town engineer and the town
attorney and that the three regular members should be composed of one member
of the Town Board, one member of the Advisory Planning Committee and one lay
resident of the townshiP. and it was FURTHER RESOLVED that the town attorney
request an Attorney General's Opinion regarding whether the regular members of
the committee can be paid for their services in this connection.

Chief of POlice, Martin Des Lauriers, reported on the police department
and a proposal for full time members. The matter was taken under advisement
by the Board.
Marvin Wenzel appeared with regard to his road work contract and the
matter was discussed at length with him. It was noted that during the previous
year Mr. Wenzel had worked approximately 1,872 hours from April 1, 1965 to
March 31, 19ffi. Upon motion duly made by Chairman Rahn and seconded by Super-:
visor Schwanz it was RESOLVED to pay Mr. Wenzel's request for overtime for
that past year in the sum of $350.25; and it was FURTHER RESOLVED that for
the year cODlDencing April 1, 1966 through March 31, 1967 Mr. Wenzel would
be paid at the rate of $3.00 per hour, allover time to be paid for at
straight time regardless of schedule with two weeks vacation pay of $200.00t
the entire agreement subject during said period to revison in the discretion
of the Board of Supervisors.
Upon motion duly made by Supervisor Schwanz and seconded by Chairman
Rahn it was tutsOLVED that the town attorney and town engineer prepare notice
of hearing and advertisuent for bids regarding the sanitary sewer in Cedar
Grove 15 and blacktopping of Rahn Road at the earliest possible date.
The matter of permits for installing utility lines was discussed.
The town engineer suggested that permits for these be granted upon appt'oval
of the town engineer rather than requiring action of the Board and of the
clerk. The Board directed the town attorney to perpare an appropriate
ordinance amendment to cover this situation for presentation to the Board.
Upon motion duly made by Chiarman Rahn and seconded by Supervisor
Schwanz it was RESOLVED that Alphy LeMay be, and he hereby is, appointed
weed inspector for the current year; and FURTHER RESOLVED that Dr. R.
Erickson of Rosemount bet and he hereby is, re-appointed as health officer
for the current year.
Upon motion by Supervisor Klein and seconded by Supervisor Schwanz
it was RESOLVED to re-appoint the present members of the Advisory Planning
Committee whose terms have expired for the terms indicated in previous revolutL
The _pplication of the Eagan Volunteer Fire Department was presented
for an "off-sale" beer license so as to permit the Fire Department to sell
beer at its social functions. The clerk was directed to forward the appliea..
tion to the County Attorney for approval.
Upon motion duly made by Supervisor Klein and seconded by Chairman Rahn
it was RESOLVED that all bills be approved and paid as presented.
Upon motion the meeting adjourned.
