06/28/1966 - City Council Regular MINUTES OF A REGULAR MEETING OF THE BOARD OF SU'PERVISCRS OF EAGAN TamSHIP. DAKOTA COUNTY, MINNESOTA June 28, 1966 A regular meeting of the Board of Supervisors of Eagan Township was held at the town hall at 8: 00 0' clock P. M. on June 28. 1966, at which Chaiman Rahn and Supervisor Klein were present. Chairman Rahn presided. The minutes of the previous meeting were approved with the exception that the firemen's disability benefits are $50.00 per week and the increased compensation to Mrs. Bolke is $100.00 per quarter. The following building permit applications were presented: The operator of the Skelly Station restaurant to place a mobile home behind the Skelly Station at Highway 149 and #55. Wally Nickelson, residence in the S. 165 feet of the HE 1/4 of the NW 1/4 Section 35-27-23, $21,000.00, 48' x 28'. Carl Harotzke, addition to home on 4.498 acre parcel in the SE 1/4 of the BE 1/4 of Section 34-27-23. John Sexton, residence on Chapel Lane (extended) $23,000.00, 47' x 28'. Upon motion by Chairman Rahn and seconded by Supervisor Klein it was RESOLVED that said foregoing building permit applications be, and they hereby are, approved and that the trailer application be, and it hereby is, approved subject to its conformance with proposed Ordinance No. 19. Application of the Lutheran Evangelistic Movement, Inc. of Minneapolis to rezone 120 acres in the NW 1/4 of the NW 1/4 and the S 1/2 of the NW 1/4 of Section 35~27-23 from A, Agricultural to P, Public Facility was next presented. It was noted that the Advisory Planning Committee recommended approval. Upon motion by Chairman Rahn seconded by Supervisor Klein it was RESOLVED that the hearing to consider the rezoning be, ~nd it hereby is, secheduled for July 19, 1966, at 8:00 P. M. - 1 - The application of Crow Ready-Mix, Inc., Rosemoun~, Minnesota, for a building permit and special use permit to operate a cement business at the siteof the Swanson Aggregate and Alexander Const~lction Co. gravel pit nea~ Highway 113 in Section 8-27-23 was presented. It was noted that the Advisory Planning Committee recommended approval subject to certain conditions. Upon motion duly made and seconded it was RESOLVED that said special use permit and building permit be~ and they hereby are, approved subject, however, to the presentation to and approval of the plans for the construction by the town engineer and the submission of the appropriate fees. The town engineer reported verbally concerning the feasibility and cost of a town water system. It was suggested that the initial stage cover the 200 acre Univac property. The esttmated cost would be $176,900.00 plus a lateral system within the site of the Univac area to be paid for completely by Univac. It was requested that the town engineer together with the town fiscal consultant report back to the Board at 7:30 P. M. on July 5, 1966 with more detailed financing proposals. The town engineer reported concerning the request for the erection of an amber light pole and precautionary signs near the John Metcalf Junior High School at Cedar ~enue and Highway 130. The Board requested that the town attorney acquire a written request from the School District '191 and further that the County Board be contacted requesting participation in~e cost on the basis of one-third by the county, one-third by the school district, and one-third by the township. After discussion and upon motion by Supervisor Klein and seconded by Chairman Rahn it was RESOLVED that the request of Univac dated June 13, 1966, addressed to the Eagan lire Department suggesting that certain present structures on the prpposed Univac property be used for training purposes - 2 - by the Eagan Fire Department be accepted and th~t the Fire Department be permitted to burn the buildings on the property as a training exerciSe. Ted Ringberg appeared on behalf of the Eagan Fire Department concerning compensation for the firemen. Upon motion duly made by Supervisor K1e1n, seconded by Chairman Rahn, it was RESOLVED that the Fire Department be, and it hereby is, authorized to purchase and replace the two damaged speakers and a revolving warning light on one of the fire trucks. TvlO applications for sign permits were presenteds Bobby's, for th~ teen-age club on Lexington Avenue and a sign for the A & W Root Beer stand in Cedarvale Shopping Center. Upon motion duly made by Chairman Rahn, seconded by Supervisor Klein, it was RESOLVED that said sign permit applications be, and they hereby are, approved. Upon motion by Chairman Rahn. seconded by Supervisor Klein it was RESOLVED that the Board accept the resignation of Richard LeMay as Eagan patrolman as of July 3l, 1966 with regret and with appreciation for his per- formance as a patrolman. The application of William Osterman for an on-sale - off-sale beer license at the Half-Way House on Highway 149 was next presented. Upon motion by Supervisor Klein, seconded by Chairman Rahn, it was RESOLVED that said beer license be, and it hereby is, approved. Police Chief Martin DesLauriers appeared concerning the hiring of a new policeman to replace Richard LeMay. The clerk was instructed to advertise for a replacement patrolman. Upon motion duly made by Chairman Rahn, deconded by Supervisor Klein it was RESOLVED that the town engineer be, and he hereby is. directed to draw up specifications for a 1967 police squad car. - 3 - The term attorney WI'iE: requested to send btte!'~ to the County ~03rd aIld to the Minnesota District Highway Engine,>r rC'iacsting stop signs a~ certain locations as requested by Chief DecLsuriers.
