07/05/1966 - City Council Regular MINUTES OF A REGULAR MEETUTG OF THE BOAPJ> OF SUPERVISORS OF EAGAN T~NSHIP, D.AKOTA COUNTY, MINltESOTA July 5, 1966 A regular meeting of the Board of Supervisors of Eagan TOw::lship was held on July 5, 1966, at 8.00 o'clock P. M. at the town hall at which all members were present. Chairman Rahn presiSed. The minutes of the p"cvic'~: meeting were unanimously approved as read. There were no building permit applications. Mr. Richard Thorpe, Chairman of the Eagan Township Park Committee, appeared with reference to a proposed athletic field in Cedar Grove No~ 5. Upon motion made by Chairman Rahn and seconded by Supervisor Schwanz, the town engineer was instructed to prepare a cost estimate for removal of dirt from the east side of the firehall in connection with construction of s\:.ch an athletic field and to report back to the Board at its next regular meeting on July 19, 1966. The town attorney submitted the proposed contract from the contractors for the Rahn Road surfacing and the Cedar Grove No. 5 sewer project in accordance with the letting of bids at the previous meeting of the Board. Upon motion duly made and seconded , it was RESOLVED that the contracts as presented be, and the same hereby are, duly approved subject to appropriate evidence of insurance coverage in connection with the work being submitted. With respect to the take over of Yankee Doodle Road by the Board of Dakota County Commissioners, the town attorney repvrted that he had discussed the matter with Carl Onischuck, Dakota County Auditor. It was indicated informally that a meeting of the County Board would be held on Monday, July 11, 1966, at which time the County Board would be w~lJin~ - 1 - to meet with the Chairman and Clerk f~am Eagan Township. Supervisor Klein moved that unless the whole Eagan Town Board attended no one should appear at the County Board meeting on that date. The matter was discussed at considerable length. Supervisor Schwanz seconded the motion. MOtion carried with Chairman Rahn voting "no". The town attorney was instructed to notify the County Board that unless the entire Eagan Board was invited to appear no representative would appear. Mr. Joseph Hatt1ey. 2095 Shale Lane, Cedar Grove. and other residents appeared with respect to boulevard sodding in Cedar Grove. It was reported that the sod was of inferior quality and much of it dead. The board referred the matter to the town engineer for inspection and to report back to the board on all sod conditions in new areas at the July 19th meeting. Mr. Al Whittman of the Dakota County Planning COmmission appeared with reference to street naming in Eagan Township. Supervisor Schwanz moved that the matter be referred to the Advisory Planning Committee which motion was subsequently withdrawn. The town attorney reported that he had received an opinion from the Attorney General which stated that the board could pay the members of the newly created assessment committee except the member of the town board who cannot be paid. It was decided to take the matter up at the July 19th meeting and to appoint the members to the committee at that time. Upon motion duly made by Supervisor Schwanz and seconded by Chairman Rahn it was RESOLVED that public hearing be held on July 27, 1966 at 8:00 o'clock P. M. at the town hall on the proposed water system to service the Timberline and 11Jlivac areas and that the clerk and town attorney proceed to prepare the appropriate notice and to publish same according to law.
