MINUTES OF A REGULAR MEETIN(; OF THE BOARD OF SUPERVISORS OF
EAGAN TOWNSHIP: DAKOTA COUNty, MINNESOTA
October 4, 1966
A regular ~eet1ng of the Board of Supervisora of Eagan Township,
Dakota County, Minnesota was called to order at 8:00 o'clock P. M. on
October 4, 1966 at the town hall at which all members were present.
Chai1:man Rahn presided.
The minutes of the previous meeting were approved as read.
The following building penult applications were submitted: Harvey
Kirchner. 3312 Roll Lane, residence plus attached rar9ge, 42' x 24')
Block 1, Lot 12, l~rvey Addition 12, $15,000.00, also a residence on
Block 1, Lot 13, Harvey Addition 12,42' x 24', $15,000.00; Orrin Knutson,
2014 Shale Lane, garage, 24' x 30'. $3,200.00. Upon motion by Supervisor
Schwanz, seconded by Chairman Rahn it was RESOLVED that said building penuit
applications be, and they hereby are approved and that a hardship variance
be 8ranted under Ordinance #6 for Orrin Knutson on the basis that the appl1ca-
tion covers a second garage on the property.
Gerald Wettergren, 2066 Copper Lane, $2,170.00, attached garage. Upon
motion duly made by Supervbor Klein, seconded by Supervisor Schwanz it was
RESOLVED that said building permit application and variance from the 30' front
lot Une ,be, aad it hereby is, approved. It was noted that the neighboring
property owners consented to the variance of )' 5';.
Jerome J. Farara, 2013 Jade Lane, garage, $1,400.00. Upon motion duly
made and seconded it was RESOLVED that said building permit application be,
and it hereby is. approved to permit exit from the garage onto Rahn Road,
providing however, that the owner replace the ~urb in a satisfactory condition.
W. C. Arbogast, 2018 Coral Lane, garage 22' x 20', $1,200.00. Upon
motion duly made and seccaded it was RESOLVED that said building permit be
and it hereby is granted together with a variance pr~Jiding for 4' distance
from the rear lot line.
Raymond Rahn, 4290 Blackhawk Road, 20' x 23' addition to resideuce
and garage, $7,200.00. Upon motion by Supervisor Klein, seconded by
Supervisor Schwanz it was RESOLVED that said application be, and it hereby
is, approved.
A number of property owners in Cedar Grove appeared relative to ~he
proposed increase of $1.00 by Cedar Grove Utilities Company covering monthly
sewer charges in Cedar Grove. After extended discussion and upon motion by
Chairman Rahn, seconded by Supervisor Schwanz it was RESOLVED that a letter
be sent to Mr. Emil Jandric, President of the Utilities Company, requesting
that they submit financial statements to the Town to justify the increase
in sewage rate charges prior to the regular Board meeting on November 1, 1966,
and that representatives of the Cedar Grove Utilities Company appear at that
time.
Mr. Alvin Simon, attorney for Spector Freight System, Inc., Chicago,
Illinois, appeared on behalf of an application for buildlDg penuit on
the Spector Freight System property on Highway 149. It was noted that the
Highway Department had refused permission for the storm drainage to run
towar4 the Highway. After extended discussion and upon motion by Supervisor
Klein seconded by Chairman Rahn it was RESOLVED that the building permit
application submitted by Spector Freight System, Inc. be, and it hereby is,
approved, subject however, to an agreement being entered into and executed
between the Town and Spector Freight System, Inc. providing that the first
alternative for drainage be onto the abutting property according to Datural

or approved contours; secondly, that storm sewer drai~age ~ystem be estRblishe~
to pt"O'-."ide for the storm water drainage and, thirdly, that a ponding area
on the Spector property be established on a temporary basis to be approved
by the town~~ip.
Upon motion by Chairman Rahn, seconded by Supervisor Klein it was
RESOLVED that the town attorney be, and he hereby is, directed tC' prepare
a letter to the Board of Education of District #191 informing them that
there is not an adequate water supply near the John Metcalf Junior High
School to permit complete protection for fire purposes but that t~e
township will attempt to protect the premises to the best of its ability
under the present water supply conditions.
The Chairman read a request from Mr. Harvey Kirchner that the
Township take over maintenance of Wren Lane and Roll Lane. Upon motion
by Chairman Rahn, seconded by Supervisor Schwanz it was RESOLVED that the
Board of Supervisors ackuswledge receipt of the request and that the town
engineer be, and he hereby is, directed to inspect the streets and prepare
recommendations as to condition of the streets prior to the Town's
acquisition for maintenance purposes.
Upon motion by Chairman Rahn, seconded Supervisor Schwanz it was
RESOLVED that the ;~own Treasurer be, and he hereby is, authorized to
borrow funds from the Va Hey Nations 1 Bank in an amount not to exceed
$10,000.00 for such short term as is deemed necessary to cover current
expenses. It was noted that the reason for acquiring the funds was the
Town does not expect to receive the proceeds from the sewer and water bond
issue for approximately another 30 days.
Upon motion by Supervisor Klein, seconded by Chairman Rahn it was
RESOLVED that the election judges for the general election on November 8,
1966, as specified in the attached list be, and it hereby is, approved.

Upon motion by Chairman Rahn, seconded by Supervisor Schwanz it was
RESOLVED that all bills as presented be ordered paid.
Upon motion the meeting adjourned.
