MINUTES OF A REGULAR MEETING OF nm BOARt> OF SUPERVISORS OF
EAGAN tOWNSHIP, DAKOTA COUNTY, MINNE$OTA
December 5, 1967
A regular meeting of the Board of Supervisets, Bagan Township was held
at the town hall on December 5, 1967, at 8:00 o'clock p. M. at which all
members were present.
Chairman Klein presided. Upon motion duly made aDd seconded, the
minutes of the previous meeting were approved as presented. corrected q,
the addition of a mot~qn directing the town clerk to notify the bonding
company and MCWillia~ Construction Company that tbe latter's cont~t WaS
cancelled. Also a correction regarding the application of Wesler Schmt~, t;o
the extent that. tbe Advisory Planning COI:IDlittee recommended denial.
K. W. McKee appeared in behalf of his application for a bUilding permit
to construct a one story concrete block~w~rehouse building 200' x 200' at an

of the town engineer, provided that appli~4l].t would be permitted to proceed

The town attorney advised tb8'::Board tba't the proposed mutual fire
protect;f.on agreement with Mandota Heigh~,hed not been examined by the Mendota
Heights Attorney as yet. Chairman Klein:s~t tb, matter wer to the
January 2nd Board meeting.
The Board next discussed the proposed gas franchise ord1.nanc~, with the
Northern States Power Company. Upon motion made bf. Chairma~ KleiQ. an4 seco~..
ed by Supervisor Schwanz, it was RESOLVED that no more pe~ts would be

The to~~ attorney presented a proposed ordinance co~erning disposal
of unclaimed property in "the township. Upon motion duly made by Supervisor
Rahn, and seconded by Supervisor Schwanz, it was RESOLVED that the ordinance
as presented be, and hereby is, duly approved and adopted and ordered
published according to law.
Police Chief Martin Des Lauriers appeared regarding police department
requests for a radio system, holiday pay for policemen and authorization to
send one man to police school. Upon motion duly made by Chairman Klein
and seconded by Supervisor Schwanz, it was RESOLVED that the town immediately
apply for a local govemment and police cha1U1el frequency with the Federal
Communications Commission and that the appropriate town officers execute
the application forthwith; and FURTHER RBSOLVlm that the policemen receive
8 hours per day for 8 days per year holiday pay which would be at straight
t~ and collectable by police~en on December 15th of each year or at the
t~ of termination; and FURTHER RESOLVED that the Chief of Police be, and
hereby is, authorized to send one full t~ policeman to the police school
of his choice.
Chairman Klein reported the resignations from the Advisory Planning
Committee of Chairman Kli'tlgel. and Gordon Beaudette. Upon motion made by
Chairman Klein and seconded by Supervisor Balm, it was RESOLVED that the
clerk send letters of tbaaks to the resigning members. The Board then
voted upon a nUmber of selections for replacements on the Planning Committee
among them, tlsllace Potter, Roger Sperling and Jon 2. Marble who polled the
most votes in that order. It was determined that if Wallace Potter r.ould
not serve the appointment would be given to Jon Marble. Upon moC:~Gn the

Upon motion duly made by Supervisor Rabn and sec~nded by Supervisor
Schwanz, it was RESOLVED that the Chicago Northwestern Railroad easement agree-
ment be, and hereby is, duly approved and the town officers au~horized to executE
same and to pay the sum of $100 to tbe rai.lroad.
The matter of formation of an incorporation comm~ttee waS discussed and
it was decided that each member of the Board would prepare a list of prospective
members to submit to the Board as a whole at its January 2, 1968 meeting at
which time thenew members of the committee would be a.pointed.
Mrs. Jeanne Beaudette appeared concerning her complaint about Beau de
Rue Road. The Board directed the town engineer to examine the road and then
meet with Mr. Parranto to determine damages caused by the Parranto Brothers
Development equipment and then to require the reconstruction by Parranto Bros.
The town engineer was directed to write the owner of Rasmussons Addition,
Cedar Crest Lane, directing him to bring tbe road in the Mdltlon up to
township standards so that ultimately the town can take over the road.
Upon motion duly made by Supervisor Schwanz and seconded by Supervisor
Rahn, it was RESOLVED to authorize thetown engineer to proceed to draw up
plans and specifications for a deep weU am, upon the recoumendation of the
town engineer, to set a public hearing on the proposed project for January 16,
1968, at 8:00 p. M.
Upon motion duly made by Supervisor Rahn and seconded by Supervisor Schwanz
it was RESOLVED to authorize the town offieers to borrow up to the sum of
$220,000 on a short term basis or by such other methods as may be required by

law in order to meet payments to the contractors on public projects pending
receipt of the bond proceeds.

Upon motion duly made and seconded it was RESOLVED that the engineering
fir.m of Black and Veatch of Kansas City, Missouri be, and it hereby ls,
approved as the engineering fir.m to be engaged by the B-E-B Joint Council to
do preliminary design work on the proposed B-E-B Joint Sewerage Plant in Eagan.
Upon motion duly made and seconded it was RESOLVED that the clerk be
authorized to advertise for a full time road maintenance man.
Upon motion duly made by Supervisor Rahn, seconded by Supervisor Schwanz,
it was RESOLVED that the town purchase a new Adler typewriter and typewriter
table at a total cost of approximately ~225.00.
Upon motion duly made and seconded, all biUs were approved as
presented and ordered paid.
Upon motion, the meetlng adjourned.
