MINUTES OF A REGULAR MEETING OF THE BOARD OF SUPERVISORS
EAGAN mmSHIP, DAKOTA COUNTY, MINNESOTA
April 15, 1969
A regular meeting of the Board of Supervisors of the Town
of Eagan, Dakota County, Minnesota was held at the Town Hall on April 15,
1969 at which all members were present.
At 8:00 P.M. the Chairman announced the opening of bids for
Improvement Project #14, consisting of Timberline Addition and Valley View

Plateau Addition, street improvements. Upon motion by Klein, seconded by
Rahn it was RESOLVED that the folll)Wing bids be accepted and that they be
turned over to- the Engineer for tabulation:

Dan Gustafson and Pete Parranto appeared on behalf of Dan
Gustafson for approval of a trailer coach park permit for rezoning of the
S% of the swt of Section 13, from A, Agricultural to 1-1, Light Industrial~
It was noted that the public hearing bed been ~ontinued from the March 18t~_

1969 meeting. Mr. Vance Grannis, Jr., attorney, appeared on behalf of a
neighboring property owner. Certain neighboring property owners appeared
with objections. Upon ~tion by Uselmann, seconded by Rahn. aye Klein.
it was RESOLVED that the matter be delayed for formal decision until the
May 6. 1969 meeting.
Mr. Howard Dahlgren appeared concerning the public hearing relativ~
to the application of Perkegwin Investment Company to rezone from A,
ASricultural to R-6 Multiple, part of Section 14 on Lexington Avenue. It
was noted 'that the ~ reccaaePlled approval. Approximately 30% of the lani:
should be set aside for recreational purposes according to the Advisory
Planning COIIIDittee's recODIDendations. A total of 85 acres of land are in<<
cluded in the project. It waS recomnended that zoning be R-6 within each
apartment area and that open space in conformance with park purposes and
the proposed Eagan Park Ordinance. Upon motion by Klein, seconded by
Uselmann. aye Rahn, it was RESOLVED that the hearing be closed and that
the application be granted provided tbat 30% of the area would be set
aside for recreational and public facility-type purposes and further that
the final development would conf01'lll with the Eagan Park Ordinance in
effect at the time of the development.
Upon motion the minutes of the meetings of April 1st and April
8th, 1969 wre approved.
Mr. Ed Kolstad appeared requestins a building permit for a shed
on a 4 acre parcel near Pilot Knob Road and Highway #13. Upon motion by
Klein, seconded by Rehn, it was RESOLVED that said application be approved.
Upon motion by Klein, secorded by Rahn, it was RESOLVED that a
mobUe home permit for Wilfred Heuer on Highway :/i49 be granted for one
year, subject to the receipt of a letter by the Town Clerk that there wauL'
be no objections from the Chapdelaine neighbors.
The application of American Fruit and Produce Company for a
128,000 square foot building on Lots 2, 3 and 4 in Eagandale Center was
upon motion by Klein, seconded by &ahn, granted insofar as the si.te sradinr
an d foundation permit were concerned.
Mr. Gerald Lockwood and Mr. Fee appeared concerning a permit for
a residence on the Fee property in Section 12. It wa9 recommended that
a plan be provided by the owners before the granting of the permit.
A building permit. upon motion made and seconded was granted to

Raymond Rahn for maintenance garage on the Parkview Golt Course at
Highway #31 and Cliff Road.
the application of Mr. Gerald Paddelford for special use permit on
Highway 163 for riding area was referred to the Advisory Planning
Committee.
Upon motion by Rahn, seconded by Uselmann, it was RESOLVED that
e request be made of the Minnesota Highway Depat:ment for speed of 35 mile
per hour or a low as permissible from Highway #13 to Highway #30 on
Blackhawk Road.
Upon motion by Klein, seconded by Uselmann, aye Rahn, it was
RESOLVED that a building permit for a Dakota County Electric Company
sub-station on Yankee Doodle Road which original permit was granted on
March 2l, 1968 for a one year period be renewed for a one year period.
Upon motion by Klein, seconded by Uselmann, aye Rahn, it was
RESOLVED that the contract for street surfaciug in Ttmberline Addition
ard Valley View Plateau covering Improvement Project #14 be, and it hereby
is granted to the low bidder, Reuger Roadways, Inc.
Upon motion by Rahn, seconded by Uselmann, aye Klein, it was
RESOLVED that the penalty for delinquent sewer and water charges for
commercial and industrial and multiple areas be assessed at 2% of the
quarterly bill.
Upon motion made and seconded it was RESOLVED that the following
members be reappointed to the Advisory Planning Committee: Roger Sperling,
Tom Diffley, and Jon Marble.
Upon motion made by Klein, seconded by Rahn , it was RESOLVFD
that the building permit for swimming pool for the High-Site Property
on Rahn R.oad be approved..

The Board then discussed the assessment on the property now owned
by Rauenhorst Development Corporation relative to right-of-way acquired
by the Minnesota Higml18Y Department for Highway 1494. It was requested
that the assessment be paid in full covering sanitary sewer trumc assess-
ments and thet the Board would then endorse the check over to the property
owners. Upon motion ny Klein, seconded by Rahn, it was RESOLVED that the
Town Attorney request an Attorney General's opinion relative to the matter.
Upon motion, the meeting adjourned.
