09/09/1969 - City Council RegularMINUTES EAGAN TO'v1NSHIP, DAK0~1'A COUNTY, D9INNESOTA September g, 1g6g A Fublic Hearing was held at the Eagan Town Hall at 7:00 o'clock P.NI. on Preliminary Report ~~+7, street improvement to Rahn Elementary School. The Legal Notice had been properly published according to law. All members were present except Chairman Klein. Supervisor Rahn presided as Acting Chairman. NIr. Rosene, Consulting Engineer, explained the project. Wally Burow, son of DIrs. Alexa Burow - There would be no need for the road if the school wasn't there. It will not benefit my mother's property. John Zangs, Attorney for I`/!rs. Burow: There is presently no access to Cliff Road for this street. Rosene: This restriction is only for driveways. The Town has no difficulty getting access. Mr. Zangs: Will slope easements effect abutting property? Rosene: Plan A will need easements from Nirs. Burow, Plan B will not. Hugh Holloway, Supt. Dist. 191: The school would like to see the completed road put in at this time because of the cost factor and the abutting property would benefit also. Mr. Zangs placed a letter on file objecting to any assessment for this road to the Burow property and proposed all assessment be against the school inasmuch as this road will service the school only. Objected to Plan A. Mr. Holloway stated that the school purchased the road right of way from Mrs. Burow, for Plan B and would pay the total assessment. They could settle for that, however, they feel it would be better to go for Plan A. Upon motion of Supervisor Rahn, seconded by Supervisor Uselmann the hearing was declared closed. Upon motion of Supervisor Uselmann, second of Supervisor Rahn it was RESOLVED that Plan B be adopted of Project #~+7. Dated: September ~, 1g6g Alyce olke, Clerk
