TOWN OF BAGAN, DAIZATA COUNTY, MIPR?ESOTA
June 11, 1971
A special meeting of the Board of Supexv~.sors, Town of Eagan,
Aakota County, Minnesota, was held on June 11, ],971 at 4:00 o'clock P.M, at
the Eagan Tawn Hall, 3795 Pilot Knob Road, Z;agan, P~Iinnesota, at which all
members were present.
Chairman Klein presided. The reading of the minutes of the previous
meeting was unanimously waived,
I~ir, Klein stated the purpose of the meeting to be to meet rtith the
members of the Park Committee, John Voss and Mr. Ed :tuntz and Jean Parranto
regarding the HUD application and property reappraisals. The Town Clerk,
Town Attorney, John Voss, Charl~:s Hall, Barbara Schmidt and Dictc Parranto
were also present.
It was informally determined that I~Ir. Parranto and Mr. Kuntz would
meet on Trlednesday, June 16, to attempt to arrive at a reappraisal which would
bring the two appraisals within 157, of each other. On motion duly made by
Supervisor Uselmann, seconded by Supervisor P~ahn, it was R?3SOLVHD to authorize
the additional expenditure of up to a maximum of $500 to enable Mr. Kuntz and
Pdr. Parranto to re-evaluate the park properties on the grid system for submis-
sion to HUD.
The Board next discussed with PIr. Jean Parranto the proposed acquisi-
Lion of Qutlots A and B owned by Cedar Grove Construction Company near Old P.ahn
Rosd, now vacated. The May 3rd letter of proposal of Mr. Parranto was reviec~~ed
by the Board aad discussed, The Town Attorney suggested a counter proposal
to Cedar Grove Construction Company, namely, that the approximate 5~ acres of
property in Cedar Grove No. U to be dedicated for park purposes be traded at a
valuation of $6540 per acre for a like amount of the 12.85 acres along
vacated Rahn Road, and that the balance of the 1?.. 85 acres then be p~~id rc~r
at the rate of $6500 per acre, less a credit far the park dedication fund,
In further consideration of this trade the Board would have to agree to
rezone for townhouses the Southwest corner of the intersection of Sitver
Bel.]. Road and Blackhawlc Road consisting of approximately 25 u^..res. Mr.
Parranto said he would take this counter proposal to Cedar Grove Ccnstr±sc: ~.:~•~:;.
Co;npany, discuss it with them and then advise the Board about it. Ir! the
meantime, the Town Attorney was directed to consult Mr. Jiat Olson re~ardir~o
te*aporary funds to pay for the acquisition in the event the deal ce~.zi.d he
consummated.
The Town Attorney. then presented a form of resolution apgrovi.ng the
purchase of the Cedar Grove Uti~.ities Co. sewer and water systems purwuant to
a Stipulation of Agreement for purchase. Upon motion duly made by Supervisor
Rahn and seconded by Supervisor Uselmann, it was RI';SOL'(,~D that the resolutz.~:i
for the purchase of the Cedar Grove sewer and water systems as presented be,
and the same hereby is, duly approved and adapted and a copy thereof ordered
spread upon the minutes of this meeting.
Upon motion made by 5upervisox Uselmann and seconded by Chairman
Klein, it was RI;S4LVED that the agreement concerning the traffic control
signal on Trunk Highway X13 and CSAH 28 be approved and the agreement
executed by the appropriate officers.
There being no further business, upon motion made and seconded,the
meeting was adjourned.
