JANUARY 9, 2007
The Eagan Airport Relations Commission will meet on Tuesday, January 9, 2007 at 7:00 p.m. in the
Eagan City Council Chambers. In order that we have a quorum present, please contact Mary
O'Brien at 651-675-5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the November 14, 2006 Airport Relations Commission meeting are enclosed on
pages ~ through ~. These minutes, as presented or modified, are in order for adoption
by the Commission.
III. APPROVAL OF 2007 AIRPORT RELATIONS COMMISSION MEETING
SCHEDULE
Enclosed on page ~ are the proposed meeting dates for the 2007 Airport Relations
Commission. While the meeting dates do not require approval, they are provided in the event
that numerous Commissioners have conflicts with any of the proposed dates.
IV. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not scheduled on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future agenda.
V. OLD BUSINESS
A. Communications Update - It is the practice of the Airport Relations Commission to
discuss their communication initiatives each month, which include articles in the Experience
Eagan Newsletter, stories aired on the City's local access cable channels, and inclusions in the
ARC Notebook. Per the direction of the Commission at their November ARC meeting, the next
newsletter will include a reminder to residents as to how they can file a noise complaint with the
Metropolitan Airports Commission. If any of the Commissioners have suggestions for additional
communication initiatives in the City regarding airport issues, please submit those suggestions at
this time.
B. MAC Monthly Reports - EaganlMendota Heights Corridor Analysis/Technical
Advisory Report/17-35 Departure Analysis Report -Enclosed on pages ~ throu h ~_
is the November 2006 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages
through J~ is the November 2006 Technical Advisory Report. Enclosed on pages ~~
through ~ is the November 2006 Runway 17 Departure Analysis Report. The November
reports are the most current reports available on the MAC website. It is the practice of the
Commission to review the reports and discuss any significant deviations that may have occurred
or any other noteworthy occurrences as reported in the analysis.
VI. NEW BUSINESS
A. Future MAC Noise Contour Process - On January 3, 2007 the MAC Finance,
Development and Env' onment Committee met to discuss the upcoming noise contour process.
Enclosed on pages ~ through ~ are the items that were distributed at the meeting
regarding the process. At the request of the communities on the NOC, including Eagan, the 2007
Noise Contour Update has now been scheduled for discussion on the upcoming January 17 Noise
Oversight Committee meeting agenda. At this time, Commissioners are welcome to share
feedback or input they have regarding the upcoming noise contour update. The ARC's feedback
will then be shared at the NOC meeting.
B. Recent Home Sales in Eagan -Per the request of the ARC, the Southern Twin Cities
Association of Realtors (STCAR) has provided the information enclosed on pages ~~ through
(~S that summarizes the recent home sales in Dakota County. As the Commission will recall
at the November ARC meeting, Commissioners asked for home sale summaries in order that
they could evaluate the home sales as it relates to location of aircraft noise over the City. As a
summary, in 2005, there were 85 homes sold in Eagan, compared to 70 home sold in 2006. At
this time, due to staff turnover, the only data that could be provided highlighted Dakota County
as a whole, and was not specific of Eagan. The Commission is welcomed to discuss what other
statistics would be helpful for future review so staff could forward the request to the STCAR..
The STCAR also mentioned that they are finishing their year-end report for 2006. AS soon as
that report is available, it will be provided to the ARC.
VII. STAFF /COMMISSION REPORT
A. MAC Representation Legislation - On December 18, 2006 legislators from the cities of
Eagan, Richfield and Minneapolis attended a meeting along with staff from the respective cities
to discuss proposed legislation regarding the City's representation on the MAC. ARC member
Curt Aljets also attended the meeting. Through discussions at the meeting, it was determined
that Representative Hansen would carry the legislation drafted by the cities that add four seats to
the MAC, which represent the four communities located within the 65 DNL contours. Likewise,
there was a general discussion about legislation involving the aviation system at MSP. The City
of Minneapolis, through their legislators, plan to introduce legislation calling for a statewide
aviation system, with the goals being to: spread the number of operations statewide, as opposed
to concentrating almost all operations at MSP; improving cargo operations/transportation at
MSP, increasing airline competition, etc. Assistant to the City Administrator Miller and
Commissioner Aljets can provide a further update regarding this meeting at the ARC January
meeting.
B. MAC Noise Oversight Committee -The next MAC oise Oversight Committee
meeting is scheduled for January 17, 2007. Enclosed on pages ` through ~ is a copy of
the January meeting agenda as well as minutes from the November NOC meeting. Also
enclosed is a copy of the approved 2007 NOC Work Plan.
VIII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have
the opportunity to ask questions or make requests for future agenda items.
IX. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.
unless agreed upon by the Commission.
