11/14/2006 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING NOVEMBER 14, 2006 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, November 14, 2006 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Jason Bonnett, Justin Countryman, Jack Prentice, Charles Thorkildson and Bret Walsh. Absent was Tammy Mencel. Also present was Jason Ziemer, Administrative Intern. AGENDA Upon motion by Beseke; seconded by Countryman, the agenda was approved as presented. All members voted in favor. APPROVAL OF MINUTES Aljets made a motion to approve the minutes of the October 10, 2006 regular meeting of the Eagan Airport Relations Commission; Prentice seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICATIONS UPDATE Ziemer introduced the item stating it is the practice of the Airport Relations Commission to discuss any communication initiatives relative to airport noise each month including articles appearing in the Experience Eagan newsletter, stories aired on the City's local access cable channels and inclusions in the ARC Notebook. Ziemer stated an article appeared in the October 18, 2006 Sun Current relative to Phase I and Phase II Noise Studies. Ziemer also stated there will be a recap of the studies in the Experience Eagan Newsletter and a reminder to residents on how they can contact MAC. MAC MONTHLY REPORTS -EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT/17-35 DEPARTURE ANALYSIS REPORT Ziemer introduced the item stating the enclosed September 2006 Eagan/Mendota Heights Corridor Analysis, September 2006 Technical Advisory Report and the September 2006 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Thorkildson stated 94 percent of operations remained in the Corridor during the month of September. Thorkildson noted that Eden Prairie had the highest number of complaints, stating most of them were from the same resident and also noted Eagan, Burnsville and Apple Valley's numbers as being high. Eagan Airport Relations Commission November 14, 2006 Page 2 of 3 CITY COMPREHENSIVE PLAN -AIRPORTS & AVIATION CHAPTER Ziemer introduced the item stating the City is in the process of updating its Comprehensive Guide Plan and the City Council is asking for recommendations from the Commission regarding the Airports & Aviation Chapter. He further noted that the Community Development Department needs the Commission's feedback by December to present to the City Council in January 2007. Thorkildson suggested the introduction section include wording that reflects the entire City subject to noise and not just northeast Eagan. The Commission discussed the specific land use ordinance and whether it should be added to the introduction. It was suggested under Policies No. 3, to have a footnote relative to the Noise Attenuation Construction Ordinance. The Commission discussed the importance and amount of information that should be included in the introduction portion of the chapter. They further discussed the sensitivity of negative language in the introduction on the business and transportation industry, which are instrumental to the Eagan community. Bonnett suggested the addition of the word "economic" to the Goals No. 4 section prior to the word "development" and also deleting "southern half of the city" and "Metropolitan Airports Commission" in the last paragraph of the Airport Expansion section. The Commission discussed No. 4 of the Intergovernmental Relations section and suggested bringing ground level, low frequency noise back as an ARC goal in 2007. MAC REPRESENTATION LEGISLATION Ziemer introduced the item stating the city representatives of the Noise Oversight Committee met on October 18, 2006 to discuss legislation identifying MAC representation for communities affected by the Minneapolis-St. Paul International Airport. He noted representatives from Eagan, Bloomington, Richfield, Mendota Heights, Minneapolis and Apple Valley attended the meeting. He stated the Committee agreed to language including the addition of four seats for the cities of Eagan, Bloomington, Richfield and Mendota Heights with two contingency options. He stated Option 1.) 2 seats, one for the two communities north of the river (Bloomington and Richfield) and one for the two communities south of the river; and Option 2.) 1 seat for all affected communities. Ziemer further stated the city councils for each community represented by the city NOC group are being asked to approve the language. The Commission discussed and commented on the proposed language. Ziemer noted the Eagan City Council approved the proposed legislation at the November 9, 2006 regular City Council meeting and stated the City of Burnsville will review and discuss the legislation at a workshop in December. Ziemer also noted the expectation is that the Burnsville City Council will likely not take a position on the legislation. Ziemer stated the next step is to contact legislators to solidify their support for the drafted legislation. 5 Eagan Airport Relations Commission November 14, 2006 Page 3 of 3 HOME SALES & PROPERTY VALUE STUDIES Ziemer gave a brief background on the item stating, per the request of the ARC, the Southern Twin Cities Association of Realtors (STCAR) was contacted requesting information regarding home sales for the past couple of months and each month going forward until the spring survey. He stated STCAR was unable to process to request in time for the November packet, but will provide the requested information going forward to help provide a baseline regarding the housing market. Ziemer stated Martha Krohn from the University of Minnesota Humphrey Institute has not found a student to perform the property value study, but will continue trying. The Commission discussed having other schools contacted and opening it up to other programs for additional interest. MAC NOISE OVERSIGHT COMMITTEE Ziemer stated the next MAC Noise Oversight Committee meeting is November 1, 2006, at the MAC offices. Ziemer discussed the items on the agenda. He stated the 190 degree heading is an on-going topic. ARC DECEMBER WORKSHOP Ziemer noted the ARC Commissioners agreed to schedule a December workshop to discuss the Phase I -Phase II Noise Analysis Report prepared by Orfield Laboratories to determine the need for future noise studies and how the information will be used by the City. Ziemer stated at the October 10, 2006 Eagan City Council meeting, the City Council directed the Airport Relations Commission to: 1.) Study the noise impacts on various sites in more detail; 2.) Determine whether or not better compliance standards could be promoted through legislation; 3.) Determine other ways to influence the collection of more useful data; and 4.) Review the options available to Eagan to gather and/or extrapolate data to distribute information that would be meaningful to the community. The Commission suggested holding the workshop on Tuesday, December 12, 2006, at 6:30 p.m. NEXT MEETING Ziemer stated that due to the special ARC workshop, there will be no regular meeting scheduled for December. He stated the Next meeting will be on January 9, 2007. ROUNDTABLE The Commission recognized Jason Ziemer, Administrative Intern, and thanked him for his time and work on the ARC Commission and to the City of Eagan.
