FEBRUARY 13, 2007
The Eagan Airport Relations Commission will meet on Tuesday, February 13, 2007 at 7:00 p.m. in
the Eagan City Council Chambers. In order that we have a quorum present, please contact Mary
O'Brien at 651-675-5005 if you are unable to attend this meeting.
1. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the January 9, 2007 Airport Relations Commission meeting are enclosed on
pages through Cp These minutes, as presented or modified, are in order for adoption
by the Commission.
IV. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not scheduled on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future agenda.
V. OLD BUSINESS
A. Communications Update - It is the practice of the Airport Relations Commission to
discuss their communication initiatives each month, which include articles in the Experience
Eagan Newsletter, stories aired on the City's local access cable channels, and inclusions in the
ARC Notebook. An article is scheduled to appear in the next newsletter regarding the closure of
the south parallel runway later this summer. If any of the Commissioners have suggestions for
additional communication initiatives in the City regarding airport issues, please submit those
suggestions at this time.
B. MAC Monthly Reports - Eagan/Mendota Heights Corridor Analysis/Technical
Advisory Report/17-35 Departure Analysis Report -Enclosed on pages I through (Z,
is the December 2006 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages 13
_ is the December 2006 Technical Advisory Report. Enclosed on pages

through _S~p-_ is the December 2006 Runway 17 Departure Analysis Report. The December
reports are the most current reports available on the MAC website. It is the practice of the
Commission to review the reports and discuss any significant deviations that may have occurred
or any other noteworthy occurrences as reported in the analysis.
VI. NEW BUSINESS
A. Meeting with Eagan's Legislative Delegation - Per the direction of the Commission at
the January 9, 2007 ARC meeting, the City's legislative delegation has been invited to the
February ARC meeting to dialogue with the Commission about airport issues facing the
community. The delegation will be meeting with the City Council prior to the ARC meeting. In
the event that the ARC would like to discuss the proposed legislation that has been introduced
regarding the structure of the MAC, I have enclosed two bills-the first bill (HF0359, SF213),
on pages 5 throughS`l , is the legislation drafted by the NOC communities, including Eagan.
The second bill (HF0557), on pages (&through(p2, has been introduced by Representative
Will Morgan of Burnsville. The difference between the two bills is that Rep. Morgan's bill adds
seats on the MAC for representatives of the Cities of Burnsville and Apple Valley. Both bills
have been referred to the Local Government and Metropolitan Affairs Committee.
In addition to the MAC legislation, the Commission may also want to address the impact of the
new runway on all areas of the City, the upcoming contour revision process at the MAC, the
closure of the south parallel runway this summer, and any other issues the Commission believes
are pertinent to the discussion.
VII. STAFF / COMMISSION REPORT
A. Correspondence: 215-Degree Departure heading Test on Runway 17 - Enclosed on
page (is correspondence from the co-chairs of the Noise Oversight Committee (NOC) noting
that the NOC unanimously recommended that the FAA proceed ahead with a 60-day test of the
use of the 215-degree departure heading on Runway 17, as suggested by the FAA.
B. Correspondence: Runway Use at MSP with Runway 17/35 in Operation - Enclosed
on pages through l3is correspondence from the NOC co-chairs outlining a series of
questions that the NOC has with regard to the use of Runway 17/35. As the memo indicates, the
usage of Runway 17/35 has not met the utilization projections that were forecasted in numerous
environmental documents.
VIII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have
the opportunity to ask questions or make requests for future agenda items.

Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.
unless agreed upon by the Commission.
