AIRPORT RELATIONS COMMISSION MEETING
JANUARY 9, 2007
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, November 14,
2006 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Justin Countryman, Tammy Mencel and
Charles Thorkildson. Absent were Jason Bonnett, Jack Prentice and Bret Walsh. Also present was
Assistant to the City Administrator Miller.
AGENDA
Upon motion by Beseke; seconded by Aljets, the agenda was approved as presented. All members
voted in favor.
APPROVAL OF MINUTES
Aljets made a motion to approve the minutes of the November 14, 2006 regular meeting of the
Eagan Airport Relations Commission; Beseke seconded the motion. All members voted in favor.
APPROVAL OF 2007 AIRPORT RELATIONS COMMISSION MEETING SCHEDULE
Miller stated the proposed dates for the 2007 Eagan Airport Relations Commission meeting
schedule are enclosed for Commissioners information. She noted October 9, 2007 is a City Manager's
conference that she will be attending and will not be at the October ARC meeting. The Commission
suggested discussing the status of the October meeting at the September 11, 2007 meeting.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE
Miller introduced the item stating it is the practice of the Airport Relations Commission to discuss
any communication initiatives relative to airport noise each month including articles appearing in the
Experience Eagan newsletter, stories aired on the City's local access cable channels and inclusions in the
ARC Notebook.
MAC MONTHLY REPORTS -EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS/TECHNICAL ADVISORY REPORT/17-35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the enclosed November 2006 Eagan/Mendota Heights Corridor
Analysis, November 2006 Technical Advisory Report and the November 2006 Runway 17 Departure
Analysis Report are the most current reports available on the MAC website.
Thorkildson noted the corridor compliance is holding in the mid-90 percent range. He further noted
Eagan continues to rank high with complaints by city for the month of November. Miller noted that the
new runway operations are down from original projections.

FUTURE MAC NOISE CONTOUR PROCESS
Miller introduced the item stating on January 3, 2007 the MAC Finance, Development and
Environment Committee met to discuss the upcoming noise contour process. She further stated the 2007
Noise Contour Update has been scheduled for discussion at the January 17, 2007 Noise Oversight
Committee meeting. Miller stated any comments/feedback from the Commission will be shared at the
NOC meeting on January 17.
The Commission commented on the comparison between the 2002, 2006 and the 2007 forecast of
aircraft operations that was reported in the January 4, 2007 memo from MAC Manager Chad Leqve.
RECENT HOME SALES IN EAGAN
Miller stated per the request of the Commission, the Southern Twin Cities Association of Realtors
has provided information that summarizes recent sales in Dakota County. Miller noted there were 85
homes sold in Eagan in 2005, compared to 70 homes sold in 2006. The Commission suggested inviting a
representative of the STCAR to attend an ARC meeting following the results of the spring survey.
Miller stated a student has been contacted regarding a study on how property values have been
impacted by aircraft noise. She stated she will keep the Commission updated.
MAC REPRESENTATION LEGISLATION
Miller introduced the item stating on December 18, 20061egislators from the cities of Eagan,
Richfield and Minneapolis attended a meeting along with Commissioner Aljets and staff from the
respective cities to discuss proposed legislation regarding the City's representation on the MAC.
Miller stated it was determined that Representative Hansen would carry the drafted legislation to
add four seats to the MAC, representing the four communities located within the 65 DNL contour. There
was further discussion at the December 18 meeting about legislation involving the aviation system at MSP.
Miller stated legislators for the City of Minneapolis plan to introduce legislation calling for a statewide
aviation system to spread the number of operations statewide, improve cargo operations and transportation,
and increase airline competition.
Aljets commented on the meeting and the proposed legislation. Miller stated she would check on
the status of the bill and provide an update in February.
MAC NOISE OVERSIGHT COMMITTEE
Miller stated the next MAC Noise Oversight Committee meeting is schedule for January 17, 2007.
She further stated they will be discussing the closure of the south parallel runway from August 13 to
October 17, 2007, which will increase the number of operations on Runway 17-35. The Commission
suggested putting this information in the Eagan newsletter to inform residents.
ROUNDTABLE
The Commission suggested inviting Eagan legislators Hansen, Carlson, Masin and Wardlow to the
February ARC meeting.

Upon motion by Beseke, seconded by Mencel, the meeting adjourned at 7:32 p.m. All members
voted in favor.
