April 11, 1972
A Special tdeetino of the Board of Supervisors of Eagan Township was
held at the Eagan Town Hall on April 11, 1972, at 7:30 P.M. at which ali
me-nbers were present together with Engineer fiobert Rosene, Herbert Polzin,
Charles Hall and John Voss. Chairman Rahn presided and stated that the Specia?
Meeting had been called to discuss a possible Land Use Plan.
Supervisor Rydrych stated he was not fn favor of a Comprehensive
Land Use Plan but felt that certain things should be discussed such as the
location of major retail centers, what type of zoning should be allowed adja-
cent to freeways and parks, what the residential density should be, etc.
Supervisor Uselmann stated he felt we should lceep in mind the natural amenities,
plan for mass transit, set our basic goals and objectives and decide on hoc~~ to
develop guidelines around these goals.
It was npted that Eagan is basically zoned as €allows:
Zoned 7706 acres 38%
Public 800 4~
Swamps 1057 5%
Agricultural 10457 " S2iC
Total 99'/.
John Voss stated the four hasic steps for developing guidelines for
proper land use are as follows:
1. Goals and Policies
2. tlorlc on Plan
3. P.evision of Ordinances
4. Revision of Utility Plans
Upon motion of Supervisor Uselmann, seconded bq Supervisor Rydrych,
aye Chairman Rahn, it was RESOLVED that John Voss and Robert Rosene he author-
ized to draw up a proposal covering a time table and approximate fee schedule
for incorporating the four basic steps in developing a Land Use Development
Guide.
The Clerk next presented a petition for a cost study for sewer and
water utilities from the residents south of LeMay Lake in Section 10. Upon
motion made by Supervisor Uselmann and seconded by Chairman Rahn, it was
P~ESOLVED that the petition be referred to Engineer Rcbert Rosene for preparati~r~.
of a preliminary report.
The application of D. H. Gustafson ~ Assoc. for an 8` x 12' sign f~~r
Surrey Heights located on their property south of Yankee Doodle Road was next
considered. Upon motion made by Supervisor Rydrych and seconded by Chaii-rnan
Rahn, it was RESOLVED that the sign permit application be, and it hereby is,
approved and the permiC ordered issued Lpon payment of the appropriate fees
therefor.
The Clerk stated that the Town Attorney was ready to close tfie purchase
of the park property which is adjacent to Rahn Park. Upon motion made by
supervisor Uselmann and seconded by Chairman P.ahn, it was RESOLVED that a check
in the amount of $45,890.00 be issued in payment of the purchase price for the
parlc property in Section 20.
It was noted that the Board had been informed that a possible rezoning
of the Anna Darsow property in Inver Grove Heights for use as a cemetery was
contemplated, Upon motion made by Chairman Peahn and seconded by Supervisor
Uselmann, it was RESOLVED that there was no objection to this use of the pror.ea•L.~
but would suggest that a road easement be granted to the County for the ext~u-
Sion of Yankee Doodle Road as this is one of Eagan's major East-G~est roads.
Upon motion made by Supervisor Uselmann and seconded by Chairman Rahn,
it was RESOLVED that the plans and specifications for sewer and water to ser;;e
Cedar Grove ~~~8, being Public Improvement Project ~~54 be, and the same herer;~ i^

approved and the Town Cleric be authorized to advertise for bids to be taken
rIay 16, 1972, at 3:00 o'clock P.M. at the Tom Hall.
Upon motion made by :,upervisor Uselmann and seconded by Chairman I'~,ahr.,
it was RESOL~-ED that the plans and specifications for Public Improvement
Project ~k88, Part 2, Central Sewer Trunk and TJater ruin on Deerwood Drive be,
and the same hereby is, approved and the Cleric be authorized to advertise for
bids to be taken May 15, 1972, at 3:00 o'clock P.ri. at the Town Hall.
Upon motion, the meeting adjourned.
