REPORT AND TIMING TO BRING BEFORE FULL CITY

ACTION TO BE CONSIDERED:
Accept draft report or provide further direction on any requested modifications; from the
options available to the Committee, consider making a recommendation to the full City
Council; and determine the next steps and timing to bring the report before the full City
Council.
FACTS:
¦ This matter comes back for review before the Finance Committee from its August
19th briefing where additional information was requested from the City's
broadband consultant.
¦ Dr. Andrew Cohill, from Design Nine in Blacksburg, Virginia was retained after
competitive selection in February, 2008.
¦ He was hired to review options and the business case for improved broadband in
Eagan stemming from the City Council's 2007/2008 goals adopted in February,
2007 which stated:
"Pursue world class Internet speeds, connectivity and access to all
Eagan residents and businesses, by developing a master plan, including
finance options and policies, for the installation of high speed fiber."
¦ The consultant's draft report is now ready and a copy is attached for review prior
to the meeting, at which Dr. Cohill we provide an overview of the findings and
recommendations.
¦ At its last meeting the Committee showed particular interest in two options and
hearing more about the differences between an Open Fiber and an Open Network
approach.
¦ Those approaches have been addressed along with costs and financing,
governance/organization structures, the existing state of services (which does not
include a report out from Comcast just this week) a provider analysis, a case for
action (Why Invest?), and a vision for Eagan's Network of the Future.
¦ There are also a series of additional recommendations on pages 38-42 for the
Committee's review.
