III. NORTHEAST EAGAN LAND USE STUDY - STATUS UPDATE
ACTION TO BE CONSIDERED:
To receive an update regarding the Northeast Eagan Land Use Study prior to the next
meetings of the Study Advisory Committee to evaluate the land use scenarios.
FACTS:
• At its meeting of July 6, 2004, the City Council implemented a moratorium through
March, 2005 for purposes of studying alternative land use scenarios for a one square
mile section in northeast Eagan.
• The Council identified a number of policy and development factors to be considered
as a part of the study including: relationship to existing uses and plans of existing
businesses, adequacy of commercial land supply, airport noise, revenue and service
cost impacts, parks needs, economic development policies, mixed use options,
transportation needs and impacts and environmental impacts.
• At its meeting of August 17, 2004, the Council authorized staff to retain Rusty Fifield
of Hoisington Koegler Group to perform the land use study and on September 7,
2004, the Council approved the study scope and contract were approved for the study.
• Since that time, the consultant has performed the background study, met with property
owners and held two meetings with the Study Advisory Group, which the Council
appointed with representatives of the Planning, Parks, Economic Development and
Airports Commissions. Future meetings have been scheduled to complete the study
by the March deadline.
• As part of the study schedule, the consultant planned two checkpoint meetings with
the City Council, prior to the final report being presented. The first of the checkpoints
is to briefly review the four land use scenarios to be studied.
• In order to provide as much time as possible for discussion of the Cedar Grove item
which follows on the agenda, a memo overviewing the scenarios and evaluation
process will be provided for Council review. Mr. Fifield will make brief comments
preceding any Council questions and the target will be to complete the item within
twenty minutes.

IV. CEDAR GROVE REDEVELOPMENT DISTRICT - DISCUSSION OF
COUNCIL TOUR OF REDEVELOPMENT AREAS
ACTION TO BE CONSIDERED:
To review the outcomes of the Council tour of the Schafer Richardson and Ryland Developments
and provide staff direction regarding the finalization of the refined development plan as it has
been presented or as it may need to be modified.
FACTS:
• When the City Council scheduled its tour of projects that have been developed by Schafer
Richardson and Ryland to observe examples of commercial and residential products that may
be included in the Cedar Grove Redevelopment Project, it also scheduled this workshop
meeting several days later, to give Council members time to consider what they had seen,
before discussing it.
• The main focus of this item will be to determine whether the developer's proposed
development plan matches the Council's vision for the redevelopment area or to what extent
it needs to be modified before the Council would consider approving the revised plan.
Depending upon the direction from the Council, formal action on the refined plan will be
scheduled for a future City Council meeting. Issues to be addressed at the Workshop
include:
• Consistency of the refined development plan with the goals and vision for the area
outlined in the RFP.
• Consistency of the plan and building types with the City's Cedar Grove Design
Framework.
• Consistency or the plan with the City's expectations for a transit oriented and pedestrian
oriented design scheme (including the eastern location of the initial transit station).
• Consistency of the plan with the City's expectations for horizontally and vertically
integrated mixed uses.
• Potential for the plan to accommodate mixed value housing to conform with CDBG and
LCA standards.
• Adoption of a refined plan is necessary in order to perform the next steps necessary to
implement the redevelopment including: further financial analysis, preparing and distributing
future communications and finalizing the updated traffic analysis.
• In parallel to the Council workshop on the proposed land use plan, the Council's Finance
Committee and Communications Committee have met with staff and will continue to do so to
refine other policy issues related to project implementation including: communications
planning, property acquisition strategy, development agreement details and other issues
defined by the development process outline or Council direction.
