H. COMPREHENSIVE LAND USE PLAN - STATUS/UPDATE
a. Transportation Plan
DIRECTION FOR CONSIDERATION: REVIEW AND COMMENT ON UPDATE OF
TRANSPORTATION COMPONENT OF THE COMPREHENSIVE GUIDE PLAN UPDATE.
FACTS:
• The Metropolitan Council requires that all cities update their Comprehensive Plan by October
2008. The Transportation Element of the Comprehensive Plan provides guidance for
developing a transportation system that:
1) Supports the Land Use Plan;
2) Provides for safe and efficient movement of people and resources;
3) Develops a true multi-modal transportation system;
4) Sets goals and policies for the future.
• The Met Council requires that these Transportation Plans include the following items: Roadway
Plan; Transit Plan; Aviation Plan; Trail Plan.
• The update to the City's Transportation Plan is currently progressing in these areas with the
Final Draft Report anticipated in December, 2007:
o Roadway Plan:
- Prepare 2030 travel forecasts to identify future traffic volumes, incorporating regional
growth areas that may impact traffic into and through Eagan.
- Identify transportation challenges and opportunities resulting from land use decisions
based on traffic volume forecasts and planned improvements.
- Document facilities where future capacity expansion is needed to accommodate future
growth.
- Use crash data to identify high crash locations and other safety concerns.
- Develop access management policies.
- Review and refine roadway functional classification system.
o For the City of Eagan, the primary issue will be the designation of local major
and minor collectors serving individual neighborhoods and commercial areas.
o Transit Plan:
- Document existing transit services and facilities.
- Identify potential improvements to transit services.
- Identify City policy related to the Cedar Avenue Transitway (BRT).
- Identify policies related to other transit supportive activities such as Travel Demand
Management (TDM) programs and para-transit services.
o Aviation Plan:
Identify aviation facilities in or near the City.
Outline impacts of aviation operation on the City.
Identify policies for airspace protection.
