Adjourn Mello City of Eaaau TO: COUNCIL AD HOC BROADBAND COMMITTEE MEMBERS MAYOR MAGUIRE AND COUNCILMEMBER BAKKEN FROM: CITY ADMINISTRATOR HEDGES DATE: MARCH 6, 2009 SUBJECT: COUNCIL AD HOC BROADBAND MEETING / FRIDAY, MARCH 13, 2009 AT 1:00 P.M. The Council Ad Hoc Broadband Committee meeting is scheduled for Friday, March 13, 2009 at 1:00 p.m. in Conference Rooms 2A/2B. The City's consultant, Andrew Cohill, will be joining the meeting by conference call. The meeting will provide an opportunity for the Council Ad Hoc Committee, consultant and staff to discuss the newly adopted 2009/2010 infostructure/Broadband goal which reads "ensure the economic competitiveness of Eagan's business and residential communities in the global marketplace by anticipating and addressing the evolving "infostructure" bandwidth, capacity and speed needs of Eagan's residents, businesses and employers." The following is a brief summary of each of the agenda items listed for the meeting on March 13. Please note that the first two items are the most critical. We'll get to the others as time allows. Review possible 2009/2010 Broadband deliverables and priorities in light of revised 2009/2010 Council Goals - Our consultant, working with Director Garrison and the Eagan Technology Working Group developed at least five possible action steps that would improve Eagan's broadband position in support of the "infostructure " goal. The items on the list (see attached) could be implemented singly or in combination. The Tech Working Group felt items 1, 3, and 4 were particularly important. Give direction on next steps - The committee is asked to provide direction on which items make sense as part of a 2009- 2010 work plan. The committee may have comments or questions concerning additional information needed to bring the matter back before the full Council, and the timing for doing so. The committee is also asked to consider the continued involvement of consultant Cohill. Review Broadband Stimulus opportunities - Mr. Cohill is familiar with the opportunities for potential stimulus funding, which may relate to at least one of the potential action steps. Review current Broadband landscape, legislative interest and provider proposal received - Via his position on the State Ultra High Speed Broadband Task Force, Director Garrison is aware of what numerous other Minnesota municipalities, including some of our neighbors, are attempting to accomplish regarding broadband improvements. He would be happy to update the committee. Thomas L. Hedges City Administrator D AFT Possible Council Goal, Amending & Building Upon 2007-2008 Goal (The following are not mutually exclusive and can be done singly or in any combination) Move to the Master Plan stage of pursuing world class Internet speeds, connectivity and access for Eagan residents and businesses by: 1) Directing staff to utilize a public/private partnership approach and have conversation with private entities to identify partners, pricing and business case for the installation of high speed fiber optic broadband; 2) Continuing to invest in the City's own fiber network to Reduce City Telecommunications costs and so that the City can continue to deliver services and monitor critical facilities during power outages, weather emergencies, pandemics and other emergency events; 3) Being ready to take advantage of any "shovel ready" broadband dollars as part of a federal stimulus package, with an emphasis on a community-owned co-location facility that would help reduce the cost of telecomm services for businesses, provided affordable network equipment and servers, and help encourage redundant fiber route development, enhancing Eagan's ability to continue to attract high-wage high tech businesses; 4) Indentifying two pilot projects areas in the City (one commercial, one residential) as a first phase to demonstrate the viability of the public/private partnership to offer world class fiber-delivered services, especially for business use and work from home needs; 5) Building on the success of the new Eagan Television studio, by developing a community media master plan that integrates advances in social networking and the delivery of video, audio, text and other multi-media to build community and help Eagan citizens and community groups communicate more effectively about youth, community, civic, sports and special interest activities in the City.
