ACTION TO BE CONSIDERED:
No action is needed. The enclosed meeting notes are for the review of the committee.
FACTS:
• Per the request of the City Council, meeting notes are being taken at each City Council
standing committee meeting in order that the City Council can review staffs
understanding of the discussions and recommendations made at each of the committee
meeting.
• The committee meeting notes will be forwarded to the City Council after the committee
has reviewed the notes.

III. REVIEW FINAL DRAFT EAGAN BUSINESS SURVEY
ACTION TO BE CONSIDERED:
Review final draft, particularly questions 39, 40 & 48 and authorize data gathering for
survey to begin.
FACTS:
? Previously the Communications Committee met with Decision Resources and
reviewed both the general subject areas and specific new questions of interest to City
Council members.
? Selected questions from the Technology Working Group regarding broadband were
added to the standard questions along with a new question regarding Cedar Grove.
? Councilmember Carlson expressed special interest in a question to gauge the opinion
of the business community regarding funding for overpasses and other infrastructure
not currently address funded in the CIP.
? Councilmember Tilley expressed interest in a question regarding the adequacy of
mass transit services.
? Attached is the final draft of the survey. Please review especially question 39 on
Cedar Grove, question 40 on mass transit, question 48 on funding and the preamble
to the question on the previous page.
? Once the survey is approved, data gathering can commence immediately. Decision
Resources reports that it will take approximately 4 weeks to complete the survey in
the field and another two weeks before first results will be known.

Due to limited funding from federal, state and county agencies for
roads, the City of Eagan is considering a one percent property tax
increase dedicated to improving roads and infrastructure, such as
overpasses and interchanges. These funds would not be used on
residential streets. A one percent tax increase on a $250,000
commercial industrial property would be about $35.00 per year. A
one percent tax increase on a $1,500,000 commercial industrial
