ADJOURNMENT 1 , t~ ¢`s MEMO city of eagan TO: HONORABLE MAYOR AND CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: SEPTEMBER 15, 2000 SUBJECT: SPECIAL CITY COUNCIL MEETING/TUESDAY, SEPTEMBER 19, 2000 A Special City Council meeting was scheduled for Tuesday, September 19, for the purpose of: 1) appointing the Community Center Task Force focus groups and 2) reviewing the civic arena budget. APPOINTMENT OF COMMUNITY CENTER TASK FORCE FOCUS GROUPS At the September 5 regular City Council meeting, appointment of the focus groups for the Community Center Task Force were continued to include applicants that were not processed for that meeting due to the illness of Parks & Recreation Director Vraa. The City Administrator sent a letter to all sixty applicants advising them that the City Council continued this item until the Special City Council meeting on September 19. A copy of that letter is enclosed on page 3 . Enclosed without age number is an updated copy of all applications. Also enclosed on pages through is further information regarding the focus groups, including a matrix that includes the list of applicants and their desired focus group. The City Administrator sent letters to all the high schools and middle schools as directed to encourage the appointment of teens on the focus groups, especially the teen focus group. Attached on page is an e-mail response from Eagan High School with suggested names. The Council may also want to consider appointing the teens that have been meeting with Recreation staff to help plan teen program activities to the focus group. There are 25 teens, ranging in age from 11/12 to 16/17 in this group. ACTION TO BE CONSIDERED: To make appointments to each of the six focus groups, determine the Council appointments to the design groups and address the appointment of teens to a "teen" focus group. i 2001 CIVIC ARENA BUDGET The City Council asked staff to present the impacts of four potential actions in regard to the 2001 civic arena budget. 1) Return the base ice rental rate to the existing 1999-2000 rate for youth hockey. 2) Return the base ice rental rate to the existing 1999-2000 rate for the school district. 3) Charge the capital items to last years/previous years "profits." 4) Reduce the "Renewal and Replacement" set aside by eliminating the reserves for roofing and dasher boards. Enclosed on pages a through wajw is a memo from Director of Parks & Recreation Vraa addressing these impacts. ACTION TO BE CONSIDERED: To provide direction to the City Administrator and Director of Parks & Recreation to finalize the civic arena budget for 2001. Several applicants sent their letters of intent to Director Vraa before the deadline. Due to his illness last week, these letters were not routed for inclusion in the Council packet. These two expense related reductions amount to a total of $25,600. Subtracting this from the original proposed budget leaves a balance of $651,880. ($677,480 - 25,600 = $651,880) All four actions produce the following results. Revised Proposed Expenditures $651,880 Revised Revenues 632,025 Balance $(19,855) Bridging the Gaa There is an obvious gap between the adjusted proposed revenues and expenditures if all four actions were taken. Staff has taken a conservative but realistic approach to estimating revenues by using historical data to project revenues. Similarly, expenses have also been estimated. Changes can and are likely to occur that could improve revenues and decrease expenses during the year. The opposite is also a possibility. In trying to close the gap between projected revenues and expenses, the Council could consider a number of possible options. 1. Make up the remaining difference by using past budget surpluses. 2. Increase the base rate charged to the school district to $145 to match the rate Apple Valley Arena is charging in 2000-2001. This would increase revenues by an estimated $2,275. 3. Increase the base rate from $13 5 to $140 for youth hockey. There was no increase in rates in 1999-2000. The $5.00 rate increase to $140 rate would be comparable to neighboring facilities. This would generate $8,500 in additional revenues. 4. Totally eliminate the R & R set aside or make a significant reduction in the amount being set aside. At present, there is about $100,000 in this fund for future repairs and breakdowns. 5. Provide an infusion of funds from another source within the city: i.e. franchise fees, operational budget surplus, general fund or a new revenue source to offset the difference between projected income/expense. 6. Make a determination that all currently proposed and future capital be acquired from the general fund. Each of these options have an immediate and long term consequence that should be carefully reviewed and understood. Revenues The 2001 budget submission proposed revenues of $651,300 based on a rate increase for ice time. The increase proposed was from a base rate of $135.00 for Eagan/Eastview hockey associations to $145. The school district, which was at a base of $140 last year, was also proposed to increase to $145. The $145 rate is what the school district will be paying at Apple Valley. Eliminating the rate increase for the school district will reduce revenues by $2,275. Eliminating the rate increase on ice rentals to the youth associations would reduce revenues by $17,000. Total revenue reductions would amount to $19,275 for a revised projected revenue of $632,025 ($651,300-19,275 = $632,025) Expenditures Proposed expenditures for the 2001 budget were as follows: Proposed budget $498,500 Debt service 128,580 R & R 50,400 Total Proposed Budget $677,480 By financing the proposed capital expenditure from the previous year's surplus, the budget would be reduced by $11,600. Having recently retired (early) from a long career at a major Eagan business (named Univac though Lockheed Martin) I have time and skills available that I believe will be valuable in helping formulate the final plan for this city "centerpiece". I spent almost 43 years at this series of companies in the engineering department (mostly in management). In this capacity I have dealt with people and their concerns, guided organizational and technical activities, and provided support to a large organization at all levels. Probably most important was my involvement in focus groups that helped shape both our training activities and guided our speck technologies. We used an organizational structure that is not unlike the relationship that will exist between the city offices and the general public when addressing the configuration and function of a central park. I do not have a specific focus group in mind, but think I could be effective in a number of areas. Other than vacations planned for the first week of October and over the New Year holiday I am available most of the time (the greatest value of retirement). I would like to be on the focus group for planning the New Central Park in Eagan. I, Judy Stewart, have been a member of the Community Facilities Land Acquisition task Force from September 1999-3anuary 2000. I then was on the Community Facility Task Force January 2000 - May 2000. Then from May to June 6th the Friends of Central Park and through June 6"' when the voters approved the $15 million bond referendum. So, I have been involved in the planning of the components for the community center and park. Prior to all this I have been, and still am, on the July 0 committee for planing our July 4v' celebrations. I have worked at the Eagan July 4th sites as a Lioness member selling our famous hot dogs and watching the large crowds at Rahn Park and watching the crowd numbers go down at Cedarvale and Skyhill Park. These numbers should have gone up as the population went up. I have also attended the interviews of the architects and planners during August 2000, with the Eagan City Council. Presently, I am President of the Eagan Lioness Club of which I have been a member for 15 years. I am involved in my church at Mount Calvary Lutheran as co chairman of the Altar Guild. I have and am a school bus driver for school district #196 for 21 years. I have seen the number of young people and teens go up in the community. I have also seen the number of senior citizens go up and know that neither group has a place of their own. We need to design a park for all ages to enjoy and do their thing, and I feel I know what components each age group would like, from babies to seniors. My special interest is in planing for the a good site for our July 4v' celebration, because that is Eagan's big event, that will bring people to the park and make them want to come back.
