The reason for denial was a clear interpretation of the ordinance, Ordinance 43, Section 43.15, Subdivision 1, "A temporary on sale license may be issued upo n application to the Council of any charitable or non-profit organization for a fee prescribed by the Council on a one day basis and not to exceed two consecutive days. Council shall presribe such conditions to the permit as it deems advisable and necessary under the circumstances." A non-intoxicating malt liquor license does not qualify by interpretation of the ordinance, and, therefore, there was City Council denial.
