The attached letter was written and mailed out to general contractors on April 15, 1999, and has been
distnbuted with building pennit applications since that time. The aforementioned permit was issued 'u?
your name. A City staff person has observed the site where the percnitted work is taldng place and has
found deficiencies in the erosion corrtrol efforts.
The City Code clearly states the authority of City staff in enforcing the removal of siltation, dirt, clay,
or soil (SIL1) upon any street within the City (Section 7.05, Subdivision 5.1 of the Eagan City Code).
The following erosion control efforts should be taken immediately:
1. Removal of all SILT upon the street adjacent to said property
2. Removal of all SILT in downstream storm sewer pipes/ponds
3. Removal of all SILT upon private property adjacent to said property
4. Restoration of any disturbed private property adjacent to said property
5. Installation and maintenance of approved silt fence at curb & property lines
6. Maintenance and restoration of gravel entrance pad
You have 48 hours to bring this site urto compliance with this section of the City Code. Upon your
failwe to bring this site into compliance in said time, the City's enforcement actioas will be as follows:
1. Order street sweeping/cleaning activity 48 hours after initial verbal request
2. ChargeJmail sweeping/cleaning invoice to development contract obligee or permit holder

The City of Eagan finds it necessary to set up additional erosion control measures on construction sites
effective immediately.
Silt fence - In addition to the silt fencing shown on the approved Certificate of Survey, a silt fence will be
required approximately 3' behind the curb once the foundation has been backfilled. The silt fence may be
removed if needed for deliveries such as gypsum board, shingles, concrete, etc., but must be replaced once
the delivery vehicle is gone. The Ciry of Eagan will no longer issue a Certificate of Occupancy unless sod
(or hay bales in the winter months) is in place for erosion protection.
Gravel entrance pads will be required at future driveway locations to minimize debris tracked onto the
streets.
Dirt tracked from a constrnction site is the responsibility of the general contractor. We aze suggesting
that you immediately norify your subcontractors and delivery people to clean up any debris in the street
caused by them. A mobile street pickup sweeper might also be required at times at the expense of the general
contractor to minimize pond sedimentarion and the safe driving of the general public.
Both Building Inspections and Engineering staff will check erosion control measures. The following actions
will be taken for non-compliance:

• refusal of inspecrion
• issuance of Stop Work Order
We are writing this letter in the hopes that we can avoid assessing an escrow deposit on each lot as is practice
in sevetal other communities. Attached you will find details that should clarify our requirements. Thank you
