PROCEDURE FOR IRRIGATION SYSTEMS
1. A site plan must be submitted to the Engineering Department for review before installing an irrigation
system. A permit to work within City property/public easemenUright-of-way may be required.
2. Jerry Wobschall, Finance Department, will calculate permit fees as follows:
a. Commercial proiect: $ 25.50 irrigation system pemut to cover installation of backflow preventer.
$ 50.50 water permit fee onlv if new service is installed.
$100.00 per tap if installed by City.
b. Residential proiect: $ 20.50 irrigation system sprinkler permit to cover installation of backflow
preventer.
$ 50.50 water permit fee if new service is installed.
$725.00 per connection - WAC.
$348.00 Q,er connection - water treatment facility.
c. Existing residence: $ 20.50 irrigation system permit to cover installation of backflow preventer -(not
required if backflow preventer previously installed), however, plan and
application must still be presented for approval.
d. Meter char¢e: If gallons per minute aze less than 25, a 1" meter will be required at a cost of
$165.00. If gallons per minute are more than 25, a 2" turbo with strainer will be
required at a cost of $775.00. This information is to be supplied by the designer
of the system.
4. No meter will be sold bePore all sewer and water inspections are complete on a new service. If new
service lines are not require d, one check may be written for meter and permit costs. Receipt will be coded
to 20-3716 (meter portion only) with pink copy forwarded to Utility Billing Clerk.
5. The installer is to contact Protective Inspections at 681-4675 for inspection of the inside water line and
backflow preventer. The Public Works Department may be reached at 681-4300 for water turn-on and set
and seal of the meter. Inspection hours are 8:30 a.m. to 3:30 p.m. Monday through Friday. Requests for
A.M. inspections should be made on the preceding work day. Requests for PM inspections will be accepted
until 12:00 noon.

SUBJECI': SEWER BACKUP AT 3841_BRIDGEWATER;
CHUCK GROSSO RESIDENCE
Enclosed is the Supervisor's report with attachments for the problem at 3841 Bridgewater. Besides the contact
ffiat Kelley 7anes and lvs crews had with the Grossds, I was personally contaded by Chuck Grosso on May 11,
1993. At that time he was in Florida on business and asked if I would assist his family in this problem.
I subsequently contaded Cris Grosso and recommended two cleaning services that could help deal with the clean
up and disinfection of theu basement. The Grosso's concem at this time was for the safety of their children and
[he po[en[ial for sickness or disease because of the contamination caused by the sewage in the home.
I had a followvp conversation with Mr. Grosso in which he informed me that they had proceeded with the
cleanup and that his insurance wmpany informed Lim they would not allow the claim and the he should follow
up with the city insurance company or builder.
The incident was forwazded to Gene VanOverbeke and reported to the League of Minnesota Cities Inswance
Trust and assigned to Julie Lassonde. Julie has since requested background informatiou from Kelley Janes in
this matter.
After reviewing the reports from Kelley, the followup jettiug records, and televising tape, it appeazs that gravel
and construction debris were at fault. This material was lefr in the line from construction or may have been
flushed down stream of the project prior to inspection by the 5eld manager.
The je[ting removed gravel and one lazge piece of 8" PCV pipe. The gravel had not been in the line for a long
period oF time based on it had not turned black hom !he sewage.
Historically the Depaztment has found this kind of blockage to occur frequendy with new projects.
Unfortunately, it is hard to determine where conswdion debris will settle if flushing of mains occurs with lazge
volumes of water.
It is my opinion that tLis blockage is the responsibility of the contrador and that the city has ao involvement or
responsibility to cover the cost of the clean up.

UTILITY INCIDENT REPORT
May 10. 1993 - 9-00 p.m.
I was contacted by Police Dispatch concerning a sewer backup at 3741 Bridle Ridge Rd.
I cailed in Larry Cudo to respond to the site and then contacted the resident: I spoke to
Chris Grosso and told her that a maintenance worker was on the way. At approximately
9:15 p.m., Poiice Dispatch again contacted me with another resident call from the Bob
Johnson home, experiencing the same problem. Assuming there was a backup in the
main, I then contacted Mark Dornseif to assist Larry and instructed him to take the Jetter
out to the site. Within approximately 5 minutes, Larry Cudo contacted me to call in
assistance for him. i arrived at the scene at approximately 10:00 p.m, and met the jetting
crew as they were leaving the site. They informed me of the probable location of the
blockage and I met with both homeowners. Asst. Ciry Engineer Mike Foertsch was
already on site, living near the problem area.
Mav 11. 1993 - 7•30 a m
Bill Weitrel and Mark Dornseif Jetted the line on Bridle Ridge Road to Bridgewater Dr. and
puiled back sand and gravel and a piece of a green 8" PVC pipe. They cleaned the entire
development. Superintendent of Utilities, Wayne Schwanz, was informed of our findings.
Visu-Sewer was cailed in to televise the section of the main in question. The tape showed
clean lines and no apparent signs of pipe breech or deflection. Televising was
inconclusive.

causing your sewer back-up. Therefore, I will not be able to make any
payment to you and I must respectfully deny yourclaim.
As discussed, there was a piece of 8" PVC pipe that was found to have
caused the blockage. This piece oE PVC pipe would have had to qet into
the system sometime during the construction of the main sewer line. As
discussed, I will make an attempt to recover your damages from the
subcontractor who installed the sewer.
