Dear Mr. Novaczyk: The following letter and enclosed attachments have been submitted in response to your review of the Camp Butwin Lodge Building for the issuance of the building permit for the project. I believe the responses documented have addressed your most recent review comments, as well as previous comments pertaining to the conditions for fire barriers and separations in the building. Section 302 Mixed Occupancies: The building qualifies as a Nonseparated Uses Mixed Occupancy with the entire building classified as an A2 Occupancy Type, the most restrictive of the uses for the building. The floor assembly between the Main Level and Lower Level will be 2-hour rated construction or protection of the supporting construction. Floor register penetrations and shaft penetrations through this horizontal fire barrier will be protected by 2-hour rated assemblies or construction. The shaft enclosure for Stair 111/212 is separated from the remainder of the building on both levels with a 2-hour fire barrier, the resulting fire area for the building on both levels is less than the 5000 square foot fire area limit for A2 occupancies established in Chapter 9. The 2-hour fire barrier occupancy separations previously located on the Main Level are no longer required under the nonseparated uses mixed occupancy criteria and have been eliminated. Chapter 7 Fire-Resistance Rated Construction: Wall assemblies requiring 1-hour rated construction will utilize U.L. Number U305 assembly for 1-hour rated fire-resistive period- Wall assemblies requiring 2-hour rated construction will utilize U.L. Number U301 assembly for 2-hour rated fire resistive period. Ceiling assemblies requiring 1-hour rated construction will utilize U.L. Number P522 assembly for 1-hour rated fire resistive period. Chapter 10 Means of Egress: Stair 111/212 will exit directly to a public way, rather than exiting through Hallway 211 as previously indicated. The door swing for Door #212 will remain as an inswing door. The depth of the landing at the Main Level has been increased by 4" to allow for the required 12" handrail extension at the exterior door. Please let me know your thoughts on the enclosed responses. Time is of the essence in resolving all the remaining life safety code issues prohibiting the issuance of the building permit. Dear Mr. Novaczyk: I am writing in response to our telephone conversation on September 29'" regarding the issues of the horizontal fire barrier between the Main Level A2 and Lower Level A3 occupancies, and the rating of the shaft construction penetrating the floor assembly. The fire barrier separating the A2 and A3 occupancies is required based on the IBC Section 302.3.3 requirements for separated uses in a mixed occupancy building. After looking further into the issue, it would appear that by using the IBC Section 302-3.2, conditions for nonseparated uses in a mixed occupancy building, fire separations are not required between the various uses in the building. Unless other provisions of the IBC would require the 2-hour rated horizontal separation between the A2 and A3 occupancies, eliminating the fire barrier would eliminate the need for the protection of the steel and the fire dampers at floor grill locations. Please let me know your thoughts on this approach the issue of fire barriers in the mixed occupancy building. Dear Mr. Novaczyk: I am writing in response to our telephone conversation on October 4th regarding the issues of the separating the occupancies in this mixed use building, and the rating of the shaft construction penetrating the floor assembly. Section 302.3.1 of the IBC states that the determination of the separation between occupancies in a mixed occupancy structure"... shall comply with Section 302.3.2 or 302.3.3 or combinations of these sections If the mixed occupancy condition of the Lodge Building is considered a combination of nonseparated and separated uses where the shaft enclosure for Stair 1111212 is separated from the remainder of the building on both levels with a 2-hour fire barrier, the resulting fire area for the building on both levels is less than the 5000 square foot fire area limit for A2 occupancies established in Chapter 9. The remainder of the building on both levels can then be considered under nonseparated uses in determining the mixed use occupancy separations for the building. In addition, the floor structure for the stair construction can be supported independently of the precast concrete plank floor structure for the remainder of the building's Main Level, eliminating the requirement for maintaining a 2-hour horizontal fire barrier for the entire Main Level floor structure. Please let me know your thoughts on this approach the issue of fire barriers in the mixed occupancy building. Our client has a variance that will be considered by the City Council of the City of Fagan at its regularly scheduled meeting on Tuesday, July 20, 1999. One of the issues that has been raised concerning work that our client contemplates doing at Camp Butwin is whether the Camp needs to be platted in order to obtain a building permit. I have discussed this issue with Michael Dougherty, your city attorney. As I indicated to Mr. Dougherty during our conversations it is my opinion that platting is not required to obtain a building permit in an area zoned like Camp Butwin. He expressed his opinion to me concerning a contrary belief. In discussing this matter it seems apparent that platting a camp makes very little sense. Additionally, if it were necessary to plat Camp Butwin it would be very expensive and time consuming. If platting is a requirement it is a requirement which your City Council could waive in this instance. I am sure the City of Eagan wants Camp Butwin to continue in operation with buildings that are both safe and well maintained. Please consider this letter as a request that the City Council grant to our client a waiver of any platting requirement for Camp Butwin in order for the proposed work to be conducted in a timely fashion this summer for the benefit of the campers. Page 2 July 19, 1999 Mr. Hedges If you need to discuss this matter further please feel free to contact me. ~Very truly yours, / `cam-"--• ~9nS~~ Gerald S. Duffy GSD/sh Cc'. Te=C 5 3d'a^ce ,?53 c~9 5555 d _ iE INTRODUCTION The prime definition of air conditioning, as stated in the American Society of Heating, Refrigeration and Air Conditioning Engineers Guide, is the process of treating air so as to control simultaneously its temperature, humidity, movement, cleanliness, and final distribution to meet the requirements of the space to be conditioned. While each of the preceding air treatment processes, individually contribute a specific function of producing human comfort or space conditioning; in practical application it is the coordinated action of all of these processes, each related to, and influencing the others, that produces the final desired conditions. It is easy to see that if one or the other of these coordinated functions is not performing, as it should, the final results of all will be affected. To produce this coordinated function is the basic and scientific function of the "Test and Balance Agency'. Mechanical Test and Balance is a true, independent test and balance agency and is certified by the Associated Air Balance Council of Washington, D.C. Mechanical Test and Balance has no financial ties or interplay with contractors, suppliers, or designers. This enables us to remain unbiased, true professionals at all times. Additional capacity needed to be added to the pool facility system to meet the requirements of this design are: Add 1-1500 gal. septic tank. Add 2338 sq. ft. ( 779 lin. ft. ) of 10" SB2 gravelless pipe or equivalent. Limitations: The recommendations within this report represent the professional opinion of Benson Septic Service. The findings are in accordance with current accepted standards for evaluating sites and soils for individual sewage treatment systems in the State of Minnesota. No warranty is implied or intended regarding the hydraulic performance of the system due to unknown conditions during construction, future water useage over the life of the system, abuse of the system, and/or inadequate maintenance of the system, all which will adversely affect the life of the system. This is not a permit to construct the system. This report should be submitted to the proper permitting authority for approval and issuance of a permit to construct. Roger Benson #190 Owner Benson Septic Service 10035000100-51 & 52 Benson Septic Service Water Use Worksheet Facility: Camp Butwin ( Future Main Bldg. and Retreat This proposed facility is located in Eagan. It will serve as an office building for day camp personnel, meeting facility, overnigt retreat and dining hall. The retreat is not proposed to operate when day camp is in session. When the retreat is operational there will be 3 employees and overnight facilities for 72 people. The retreat facilities consists of mens and womens toilet facilities with showers. The dining hall has seating for 128 people. There is a small kitchen for a small amount of food preparation. Most food will be prepared off site. There will be no garbage disposal. The estimated water usage from the MPCA manual would be: Max. design for tank sizing = 74 gpd * 72+54 gpd for employees = 5,382 gpd Avg. design for sizing drainfield = 53 gpd * 72+45 gpd for employees =3,861 gpd The water use estimates above are for a lodge facility. These estimates would include meals. Due to the fact that the future main building and retreat are not in use during camp it would be reasonable to add capacity to the pool facility and village # 5 system up to the capacity that is needed for the main building and retreat. Maximun design flow for tank sizing ( Retreat) = 5,382 gpd Maximum design flow ( Pool) = 3,070 gpd Added maximum design flow required = 2,312 gpd Average design flow for sizing of drainfield ( Retreat) = 3,861 gpd Average design flow ( Pool and Village # 5) = 2,230 gpd + 231 gpd = 2,461 gpd Added average design flow required = 1,400 gpd I believe these estimates to be conservative. cc,_2ra~i°^_s ~,.,1 X500 5 II •`1 G 2 1~0 x ~k 5 J \ J o P ~ D 5 ,a O ~ k~ DES Gape p 3-1~ov ~~~1 ~U2 X 40 Took a- , \0 0 0 \ ,z M o ~ tG~,r •,o~^ Ub ~ oA[ { v u. 2 nD N _ C o l o ,r` L~O~ ~ ~7pV 0~ k ~y5✓ e°~ Y S, P Ci G G hSoxes s c 1 w, t~ IN Q- y h~~E 40 Li /-I MASTER CARD 9~5 LOCATION OWNER x// jAr s` #M&q ~ - STRUCTURE AND LAND USED AS SAJ 0 0 L Issued To Permit No. Issued Contractor Owner BUILDING ~r py .Zo „ PLUMBING CESSPOOL - SEPTIC TANK WELL ELECTRICAL HEATING GAS INSTALLING SANITARY SEWER OTHER OTHER i • Approved Items (Initial) Date Remarks Distance From Well FOOTING SEPTIC FOUNDATION CESSPOOL I FRAMING TILE FIELD FT.
