Lot 2 Block 1 Halley's 1st Add`n Eagan, Minnesota As per your request. I have performed a subsurface soil in- vestigation and set of percolation tests at the above refer- enced location. The purpose was to assess suitability for on,site treatment of wastewater. Please accept this letter and attachments as my report. I understand you are proposing a commercial structure on the site. It will have no lavatory facilities. The only reason for a wastewater treatment system is to serve waste trap,4 Iwriamenw,1414, The area tested and certified is northeast frou, the proposed structure location, in the northeast corner of the property. An initial site assessment reveals nothing that would obvi- ouFly preclude siting a treatment system in th4 s area, The site is rather flat, and appears to have once beer, a tree farm. No lowlands or otherwise. suspicious areas exist. The site and the area in question is covered with grassy vegeta- tion and few small trees. After this initial assessment, I performed two soil borings and two percolation: tests in the chosen area tv' determine pr'~fzle`' °t v'r t b1e elevations, r.Ulat1VLL i='', rates and [ s. iLp. rl 1 A {}t r 1. torr, atioYi to c;vMple , F the vi ve e aaI ..fL . The borings and percolation test hole location--, &17,,osen by myself, were placed within the anticipated area of the pro- posed treatrr3ent Eystern to cbtain representative soil pro- f iles n.nd percolation test results. These 1oc-ations are shown or,, the enclo-Sed sketch. Ground surface elevation at the borings and percolation test holes was determined and referenced to the top of a property pine at the northeast lot corner. This temporary daturri was AAMO SuN 7 , Mr A_E Laurent. 6 June 1988 l Page _n I assigned an arbitrary reference elevation of 100.00. Attached are lags for each of the borings. They indicate a small amount of surface organic soil (topsoil) and silt loarr. to silty clay loam subsoil. Commencing at about 2.5 to 3 feet, soils begin a transition to more granular soils, end- ing in gravelly loamy sand with cobbles at depth in Boring Groundwater is riot present in the vicinity, as evidenced by a lack of standing water level one of the the. bore holes after nearly u day to stabilize.. MO-st. irraport{ntly, mottling of soil samples, possibly indicating a past groundwater level, is present at 2.5'. Mottling intensity generally increases with depth.. Based upon the above results., the area was deemed feasible for testing for percolation rates at such depths that are representative of soils that the wastewater system may be in contact with. Two test holes 14"+ below present surface level were prepared in the treatment area. The tests were performed in accordance with Minnesota Rules Chapter 7080. As the initial 12" of water did not drain out of the test holes in less than 10 minutes, the test holes were saturated for 4 hours and allowed to swell for at least 16 hours. The test was actually performed on 5 June 1988. Results of the tests are as follows: Test Hole No Percolation Rate, rr, in 1 24 i ~ • .J Average 19 `I'ra:iscribed test form of the percolation tests showing re- cordings and other data are enclosed. The above data together with some initial judgments as to construction ec.onvrr• - - indicate that r, t.e only allowable treatment system on the chosen site is a wastewater treat- men+. mound. Carefully constructed , mound's have proved to be an effective alternative method of wastewater treatment where circum- stan yes ieu-ve few other rec- 1ri~ ~ Cer• a ~ ~ Cho i Mr A E Laurent 6 June 1988 Page 3 A wastewater treatment mound is constructed by first prepar- ing the existing soil surface by roughening with backhoe teeth, disk, or other suitable equipment. This roughened surface should not be recompacted. A minimum of 12" of sand (at least 25% medium to coarse, be- tween 2 and .25 mm,-- riot less than 50% fine, between .25 and .05 mm, and no more than 10% in the silt and clay range, finer than .05 mm) must be placed in the mound area. The placement should be loose and uncompacted. Upon this fill is placed the filter, or seepage, bed. Pressure distribution is recommended to evenly administer effluent throughout the rock bed. However, due to elevation considerations, gravity distribution may be considered in this case. Based upon a rather arbitrary estimate of wastewater flow (250 gpd), the percolation rate, and other data, it appears the following design, or any other design based upon the data, may be used: Depth of Rock, in 9 Acceptance Rate, gpd; sf 0.83 treatment Area Req'd, sf 208 Width of Bed, Ft 10 Configuration Rectangular Length - 21" Basal Width Ratio. Mi~- 1:2.0 The construction -should be completed by placing an addition- a1 6-'`' - of f 111 over the bed and l. another 6" of topsoil. The only additional advisory is that the treatment sys ter-. area be immeuiately off-1i:'tits to travel by foot or cies, or the area should be. barriered to pre=sent this traf- fic. This is because such travel will compact the soil or drive the frost deep, possibly causing system failure. Based upon the above data and determinations, 1 have sketched a possible system de-sign and appended it to this report.. it, gives critical elevations in the treatment mound area. Note that no elevations are given in the septic tank area. It is the City's policy that substandard site conditions be brought into compliance whenever a building permit or other City approval is sought on a site where existing conditions of the property are not in compliance with City Code standards. Therefore, the following items must be Municipal Center: addressed with this application for building permit. 3830 Pilot Knob Road • Exterior Materials - The exterior building materials of the proposed Eagan, MN 55122-1897 addition must match the existing building. While the materials and colors Phone: 651.675.5000 were identified, the plans didn't specify "to match existing," and that should be clarified. Fax: 651.675.5012 . Green Space - City Code requires that industrial sites maintain 25% TDD: 651.454.8535 green space on the property. While this site currently does not satisfy that standard. The addition must result in no net loss of existing green space. Maintenance Facility: • Surfacing - The area where the addition is proposed currently has a gravel surface. City Code requires surfacing to be bituminous asphalt 3501 Coachman Point with concrete curb and gutter, or the area may be converted to green Eagan, MN 55122 space. Please let us know how you will proceed with regard to this Phone: 651.675.5300 matter. Trash Enclosure - City Code requires that trash containers be located Fax: 651.675.5360 within a screening enclosure. The enclosure must be between six and ten feet in height, made of materials complementary to the principal www.ciryofeagan.com building, located on a concrete or bituminous surface, and have gates or doors providing 90% opacity for screening. • Outside Storage - The gravel area behind the building contains outside storage which is in violation of the City's Zoning Code.
