This memo is to inforrn your department to start to invoice the
energy costs for Lots 4,5,6,7,8,9 and 10, Block 3, Slaekhawk Glen
lst Addition effective January 1, 3990.
Associated Families, the developex of these lots had Dakota
Electric insta3l street lights recently along Blackhawk Hills Raad
to furnish street lighting for the abave listed lots.
Lot 8, Block 3, Blackhawk Glen 1st Addition is the only lat which
the records in the Building Department indicate is riot yet
developed. Invoice the energy costs for Lat 8, B1ock 3 to Wayne
Windsor of Associated Families, et a1, 4338 Highland Drive,
Shoreview, Mn. 55112. When the City of Eagan receives an
application for the utility haak up permit For Lat S, the builder
and/or owner will then be billed for its share vf street lighting
energy costs, and the developer will no longer be responsible for
said energy costs.

The purpflse of tlais letter is to repart the findings of a structural engineering
review of the existing foundation system at a residence under construction at
1615 Blackhawk Hills Road, Eagan, Minnesota.
ASSIGNMENT
J. H. Dahlmeier Engineering, Inc. has been directed to conduct a structural
engineering review as requested by the City of Eagan of the existing foundation
system for the residence under constructzon at 1615 Blackhawk Hills Road, Eagan,
Minnesota as directed by Wayne Brekken of Board & Raom and provide a written
report of the findings.
BACKGRUUND
This residence was partia7ly constructed about two years ago inctudtng the
foundatian system, the f7oor framing system and woad framing. Construction was
abandoned and exposed to the elements for two winters. The City of Eagan is
requiring a review of the existing foundatian system by a professional engineer
befare the cQmpletion of the structure can start.
DESCRIPTIdN
The structure is a partially completed residence with cast-in-place footings, 12"
cancrete masonry foundation walls 13 courses high in partial basement with crawl
space and attached garage. The plan of the basement is basically rectangular w7th
a small L portian to the narthwest. The averall dimensians of the basement are
40' x 26'. The superstructure is wofld framed construction typical for residential
type construction including wood floor jaists at top af faundation wall. Cvt?Grete
slab has not been installed.in basement.

OBSERVATIONS AND COMMENTS
1. A site visit was conducted by John H. Dahlmeier on April 19, 1991. The foundation
wall was constructed of 12" concrete masonry 13 courses high using standard
running bond.
2. Utilizing a four foot level and tape and string, observations were made with
respect to the existing conditions as follows:
a. The front (south) wall is essentially plumb full height with essentially
no bowing (at most 1/2" at the center top of wall). The west wall is
essentially plumb with no bowing. The east wall adjacent to the crawl
space is essentially plumb with no bowing throughout. The walls in the
"L" portion are essentially plumb full height. The bottom 7 caurses of
the remaining north wall are essentia]ly plumb. The top 7 courses are
bowed in and out of plumb as much as 3/4" in 4 feet.
b. Some reinforcing placement and grouting at approximately 5'-4" spacing
has been completed in the f ront (south) wall.
c. The side wall adjacent to the crawl space has partial earth load.
d. A horizontal crack appears one course down from top of the wall on the
front wall.
3. Based on structural analysis, this foundation system is not structurally sound
as constructed. The south, east, and west wa11s are within the construction
tolerances with respect to plumbness and bowing. However, the north wall is
not within acceptable tolerances. The top 6 courses are out of plumb
excessively.
4. The following corrective measures are recommended in order to provide a
structurally sound foundation system:
a. Provide full height reinforcing and grout fill at spacing shown on
attached sketch S-1.
b. Remove top 6 courses at northeast portion of south wall and construct
in accordance with good construction practices with reinforcing full
height as described above.
c. Provide floor joist to plate connections as detailed on S-1.
d. Provide other items required on sketch S-1.
e. Provide support to non-load bearing west wall as detailed in attached
sketch S-2.
f. Tuckpoint all cracks in mortar joints and replace all cracked blocks.
g. Ensure that reinforcing extends full height and cores are filled to the
top of the block.

5. The crack in front wall ane course down in mortar is a result of an 8" block
used to create a brick ledge an the exteriar.
6. Sy eopy of this letter to the City of Eagan, the Bui7ding inspections Depart-
ment is requested to eonduct inspections as required to ensure compliance with
this letter report.

Dear Mr. Brekken:
The purpose of this letter is to amend the J.H. Dahlmeier
Engineering, Inc. report dated April 17, 1991. Please revise Item
4b under Observations and Camments as follows:
One method for repair of the north wall is to remove the top
six (6) courses at the northeast portion of the wall and
install new block with reinforcing steel and grouted cores in
accardanee with good canstruction practices. A second option
. is to remove the exterior backfill, push the top six (6)
courses back into a plumb condition, install reinforcing
steel and grout the cores full height.
It is the understanding of this writer that the aption of pushing
the wall back in place has been selected. The wall has been
plumbed and no longer has a bow at midspan. The wa3.1 has been
reviewecl by the City Inspector. Reinfarca.ng steel and grauted
cores will be installed in accardance with Sketch S-1 which was
attached ta the report dated Apri3. 17, 1991.
