On Thursday, July 28, 2005 I stopped by your home because of the disturbance of
Thomas Hedges existing turf, which was mainly in the city R-O-W of Galaxie Ave., which also
CITY ADMINISTRATOR serves as your property's rear lot line.
At your door, I spoke with a young woman, I didn't catch her name, but I explained
the situation warranted a City "Working in the R-O-W Permit". She told me they
were having a difficult time mowing the grass in the disturbed area and had hoped to
alter the slope. Once again I explained that the area in question was mostly on City
MUNICIPAL CENTER property (R-O-W), thus requiring a permit. I asked that somebody from the house

reveal that no permit application has been sought by either of you. The permit
