As shown on the plan, the storm sewer was extended in 1972 at the request of the previous owner of your house to the lake. All of the catch basins in Black- hawk Road in front of your house are connected to this storm sewer. You will also note that this plan shows the sanitary sewer service provided for your house in 1969. The manhole in Blackhawk Road was made especially deep so as to serve your home. The 4" diameter cast iron sewer service was extended to the east side of Blackhawk Road at your north driveway. When your house is to be connected to this sanitary sewer, the plumbing contractor should expose the end of this sewer service to verify its depth before installing the balance of the line to your home. As discussed with you recently, we do not believe that the installation of a catch basin or other concrete structure at the outlet of the storm sewer would be feasible or effective in improving the quality of the water within Blackhawk Lake. Any such structure would be very costly and would catch only the sand and gravel that may get into the storm sewer. The finer particles such as silts and clays would pass through the-structure and out into the lake. Removal of the sand and gravel from the concrete structure would be difficult and less easily done than to remove a deposit of similar material at the outlet to the storm sewer. It is our opinion that most of the material which has been deposited in the lake through the storm sewer came as a result of the development in the area upstream. Most of this development has been completed and the yards are now sodded. We expect very little additional material to be discharged down the Page 1. We believe that the excess material in the lake should be removed by a drag line this spring, the material respread on the shore and reseeded as it is basically sand and topsoil. We should then observe the end of the lake for a period of time and, if new deposits occur, they should again be removed in the same manner when they have reached sufficient size to justify moving in the necessary equipment. We are confident that this is the most satisfactory and cost effective way of accomplishing the desired lake cleanout. Please advise if there are further questions relative to this matter. How- ever, the City will need to obtain storm sewer easements for the area involved before the work can be done. These easements have been delivered to each of you. I understand from receipt of a letter dated March 20, 1979, from Mr. Rosene to Mr. Kramer, that Mr. Rosene's opinion is that periodic cleanup of the lake is a better remedy than a catch basin, since a catch basin would be expensive to install, difficult to clean and would not prevent most material from being deposited in the lake. He also feels that the need for cleanup will be mini- mal after this year since most development in the area is complete. Would each of you be kind enough to contact me regarding this proposed solu- tion? If agreement can be reached soon, the chances are better that the lake can be cleaned up in the near future. It was my understanding that the high capacity catch basin that was installed on the southerly portion of your lot in 1987 has been working properly and there has not been a problem in that area. The problem you have been experiencing lately has been on the northerly half of your property. There seems to be a problem during heavy rains when the catch basin directly in front of your house does not drain fast enough, which floods the curb and gutter area and flows over onto your property. In an attempt to alleviate this situation, we have proposed to install a new high velocity catch basin in place of the existing structure. We will also revamp the asphalt curb in that area to direct the flow of water towards the new catch basin. Our Utility Maintenance crews will be checking the storm sewer pipe for any obstructions. To date, I have not heard a word as to the City's plans to rectify my road drainage problem and to repair the damage to my property. To summarize: - This problem was originally recognized after I purchased my property - a result of the City's regrading the road at an earlier date. - The City agreed to reconstruct the drainage system and repair the severe erosion and damage to my property. - As part of a condemnation proceeding, my property was repaired and the storm drain to the south of my property was rebuilt which did improve the situation as to drainage to the south onto my driveway, but not completely. Water still pours off the road. - Nothing was done to the northern storm sewer drain or road grade and the problem remains severe. The major problem is that my property is the draining point for a number of blocks. The road grade prevents water from reaching the northern storm drain and considerable water washes down my property when it runs off the road. As you know, I have written the City previously about the problem and I have discussed the situation with City officials. I would appreciate any assistance you can give me, Tom, in getting this resolved as soon as possible. I am planning a considerable addition to my home, and I cannot continue until the drainage problem is repaired. Please contact me after you have reviewed this situation.
