Dear Pau1 J. Norman:
Our offices represent Richard Land Associates which was the
developer vf the St. Francis Wood 6th Addition subdivision. As a
lot owner in that subdivzsian, you are probably aware of the
"street islands" located in the cul.desacs on Blue Heron Court, BaZd
Eag1e Court and Falcon Way. These islands enhance the
attractiveness of your neighborhood and each lot owner benefits
from these landscaped areas directl.y and indirectly.
Although the landscaped street islands require very little
maintenance, the City of Eagan has required that a plan be
formulated to provide far the maintenance of the landscaping in the
street islands an an ongoing basis and expects the lot awners in
the subdivision to join in and support this effort. Ta this end,
we have drafted a Declaration of Covenants for Maintenance and
Repair of Landscapzng which has been signed by Richard Land
Associates with respect to the eleven lats in the subdivision which
Richard Land continues to ocan. The Declaratian also contemplates
additional awners in the subdivision jaining in the covenants by
signing a separate Consent. A copy af both the Declaratian af
Covenants by Richard Land and the Cansent ta the Covenants for the
other lot awners is enclosed for your review.
It is anticipated that the cost of maintaining all three
street islands will not be more than $300.00 to $500.00 in total
annually for the next several years. This would result in a cost
to each lot Qwner of appraximately $10.00 to $15.00 per year with
all lots participating. If areas are not properly maintained, the
city does have the right ta remove landscaping in a.slands. By
becoming involved, other lot owners can assure themselves that tne
isl.arrds will continue tv be an amenity to their nea.ghborhood and
not become a detriment.
