This letter is to inform you that our storm sewer utility maintenance crews will be in your neighborhood the week of June 11-15 to remove this artificial dam to restore the pond to its original design elevation. Because this pond outlet is located on your property within a public utility easement, this letter is to inform you of this proposed activity and assure you that any property disturbed will be properly restored. The City of Eagan has a very complex storm sewer system incorporating approximately 143 miles of pipe and 340+ ponds and wetlands all integrated through a very complex design to insure adequate flood control for surface water runoff. All of the City's ponds are designed to handle the 100 year frequency storm fall event without adversely impacting any adjacent structures. Understandably, we are concerned when there is any unofficial adjustment to the storm sewer system that could result in an adverse impact to either adjacent property or the system itself. In relationship to this pond, by raising the normal or controlled water elevation, it has reduced the storage capacity needed to accommodate those very large rainfall events. In addition, it has submerged the City's upstream storm sewer system resulting in a capacity reduction to handle designed flows as well as creating additional maintenance to eliminate sediments that collect in this submerged system. However, before any change in elevation can occur, a detailed hydrologic/hydraulic analysis of the storm sewer system must be performed to insure that there are no negative impacts to the overall system. Also, the Department of Natural Resources (DNR) and the Army Corp of Engineers are many times involved with their inherent jurisdiction over these wetlands. Therefore, before property owners proceed with adjusting elevations to suit their personal needs, it would be appropriate to submit a petition to the City requesting this analysis to be performed. As a part of that analysis, all riparian property owners would be notified to insure they are involved in any decision that could affect the pond elevation on and/or adjacent to their property. The results of this study would then identify costs associated with modifying the storm sewer system if necessary. Many times, an acceptable alternate is increasing the water depth through dredging of the pond. As you can see, there are a variety of evaluations and alternatives associated with each request based on the individual ponds characteristics and the desires of the adjacent property owners. The costs associated with these studies and/or modifications are usually the responsibility of the adjacent property owners. Due to the fact that this outlet control structure is located along your north property line, we would appreciate it if you would inform the City of any activity that could affect its proper function so that the City can maintain the system as it was originally designed for the safety and welfare of our citizens.
