The information should help you to decide if the Bonestroo Consulting Engineering firm should be included in this lawsuit. We have reviewed the 1978 Comprehensive Storm Sewer Plan prepared by Bonestroo. Enclosed are copies of the plan that describe how the storm sewer system in Eagan shall be designed. Page 3 describes that: "The function of a storm drainage system is to minimize economic loss and inconvenience due to periodic flooding of streets and other low areas". Page 7 describes that: "the storm water falling on a given drainage area should be absorbed or retained on site to the extent that, after development, the quantity and rate of water leaving the site would not be significantly different than if the site had remained in an undeveloped rural use". Page 8 states that a 5 year frequency storm is adequate for the design of storm sewer lines. The construction cost of a large capacity storm sewer designed to handle 50 to 100 year storms is much greater than the amount of property damage from flooding caused by a storm which a smaller capacity system could not accommodate. Therefore, if the house on Lot 19 does not experience flood damage during storms up to 5 year events, then the system is operating in accordance with the Comprehensive Plan. The "Rational Method" was used at this time to determine the expected maximum rate of runoff from a known area for a certain design storm. The drainage area was field determined by driving the site. The actual drainage area is slightly different than the drainage divisions identified on the Comp Plan. Please refer to the enclosed copy of quarter section maps that show the drainage boundaries. Page 9 of the 1978 Comp Plan recommends using a time of concentration of 15 to 25 minutes for design purposes at the initial design point. The enclosed storm sewer design sheet prepared by Pat and myself selects 15 minutes as the initial time of concentration. As shown on the design sheet, the time of concentration calculated for the storm sewer at Lot 19 is 20 minutes and 19 seconds. Table 1 on Page 10 of the 1978 Comp Plan shows the runoff coefficients used for various types of development in Eagan. By applying the runoff coefficients to the drainage areas, the runoff rate was computed. The 5 year flow rate for the storm sewer line along Lots 19 and 20 of Block 1 of Beacon Hill was computed at 113 cfs and the 10 year flow rate at 129 cfs. Unfortunately, the existing storm sewer at this point is a 36" line at 0.50% slope and has a capacity of 50 cfs. Even though the storm sewer system is undersized to handle a 5 year rainfall event, the system is working much better since an outlet was constructed for Pond LP-57. On the night of. June 27, 1990, the city of Eagan received 1.8 inches of rain and during that rain, I drove through this area and found that the storm sewer was able to handle this rainfall event without ponding in the street in front of Lot 19. l PAGE THREE JULY 11, 1990 At our meeting on May 31st, you also requested us to review and verify the overland drainage routes in this area. Enclosed is a copy of our survey notes of field work performed on July 10, 1990. Also, enclosed is a copy of the Certificate of Survey for Lot 19 with the field shots plotted on this figure. The walkout elevation of the house on Lot 19 is at elevation 933.5 and the high point elevation of the Swale that would drain the backyard of Lot 19 to Beacon Hill Road is at 933.3. The high point elevation of the overland drainage outlet for the low point on Beacon Hill Road is at 935.5, which means that the walkout on Lot 19 could experience 2 feet of water during a major rainfall event.
