INTRODUCTION
This report concerns our recent investigation at the site of the proposed Weiner King rest-
aurant in Eagan, Minnesota. The purpose of our involvement was to verify that competent
material was reached in the excavation on which to place the footings. We received verbal
authorization for our work from Dwight Chestnut of your firm on December 14.
CONCLUSIONS
Based on the results of our inspections, it is our opinion the contractor complied with the
foundation recommendations as outlined in the Soil Exploration Company boring report. Approv-
al for concrete placement was given when compliance with these recommendations was documented.
BACKGROUND MATERIAL
We had on hand a copy of the boring report (120-2014) done for you by Soil Exploration
Company. The generalized soil profile as depicted in the borings has 2'-10' of fill over-
lying 2' of black silty clay which is underlain by loose to dense sands to the depth of
the borings.
Because of the relatively dense condition of the fill, an alternate foundation plan was
recommended. This plan entailed removing all fill and topsoil to proposed grade. In areas
where the topsoil is encountered at planned bottom of footing elevation, the soil should be
subcut through the black organic materials. The subcutting should continue to a point
where at least 2' of fill is encountered above the topsoil layer. In other words, 2' of
fill should be required below footing elevation or the fill and topsoil should be subcut
to competent material.
BUILDING PLAN
The proposed restaurant will be a one-story, slab-on-grade structure, having overall dimen-
sions of 59' x 40'. The structural loads will be carried on perimeter strip footings
placed at varying depths, depending on the depth of fill encountered. The originally pro-
posed footing grade was 97.5', with a finished floor elevation of 101.5'. The footings are
16" x 8". An allowable soil bearing pressure of 2000 psf was used in footing design.

INVESTIGATION METHODS AND RESULTS - Cont.
We performed our inspection on December 14. At this time, the southern footing line and
portions of the eastern and western footing line had been excavated. We advanced several
hand-auger borings into these excavated trenches to ascertain the local subsurface soil con-
ditions. The material retrieved was visually and manually classified in accordance with the
Unified Soil Classification System, and estimates were made of its strength properties. The
southern footing line excavation was carried to elevation 96.5'. By this depth, all fill and
topsoil were removed and competent sand encountered. As one progressed to the north, the
footing line descended with the topsoil/natural sand interface. Approximately 40' north of
the southern footing line, the top of the topsoil layer had reached elevation 95'. At this
depth, the topsoil was overlain by 2'-2 1/2' of dense fill. Thereafter, the footing eleva-
tion was returned to the proposed grade. This means the northernmost 15' of the eastern and
western lines, along with the northern footing line, will be placed at proposed grade in the
existing fill sequence. The maximum depth reached in the excavation was to elevation 92.5'.
We were informed by your field representative that all footings would be stepped down accord-
ing to the present excavation and that no fill would be placed in the footing trenches.. Due
to the width of the trench and footing, approximately 1' of fill could be placed if desired.
However, insufficient oversize exists for the placement of fill depths greater than V. Any
fill placed should be compacted in thin lifts to a minimum of 95% of the Standard Proctor
as designated by ASTM:D698-70. Sufficient density tests should be taken to document that
adequate compaction has been obtained.
REMARKS
It must be recognized that Twin City Testing and Engineering Laboratory Inc does not practice
in the field of surveying. We, therefore, must rely on the staking performed by others. If
the construction is redesigned or otherwise moved subsequent to our inspection, we should be
informed so our firm can assess if additional inspection work is required or suggest sound
engineering alternatives. We cannot be responsible for excavation subsequent to our inspec-
tion.
Since soils allowed to freeze undergo a moisture-volume expansion and a subsequent loss of
strength will occur, we are attaching an information sheet regarding precautions that should.
be observed during winter construction.

FROST PRECAUTIONS FOR COLD WEATHER CONSTRUCTION
During cold weather frost poses a constant problem for construction.
Because frozen soils undergo a moisture volume expansion, we strongly
recommend that frozen soils never be used as fill material. For the same
reason we recommend that fill soils not be placed over frozen materials.
Winter excavation should be limited to the amount of work that can be
accomplished during the day's time. After excavation, footing trenches
should be inspected to verify that all frozen materials have' been
removed; concrete placement should not be then delayed. The newly
placed footings should be covered immediately to keep the cold out
and maintain the heat of the concrete mass. This protective covering
should be maintained until an adequate set has been achieved within
the concrete-this generally takes two days. Thereafter, the footings
can be stripped and construction continued, assuming a heated environ-
ment is being supplied.
Backfilling operations, both interior and exterior, should be completed
either before temporary heating facilities are removed or during a time
in which ambient temperatures will permit effective soil placement.
In addition, interior footings or footings designed without frost protec-
tion should be extended below frost depth unless adequate precautions
are taken to insure against frost intrusion.
After the structure has been enclosed, we recommend that all floor slab
areas receive ample periods of heat to allow thawing of the soil system.
The floor slab areas should be periodically checked for remnant areas of
frost and in-place density prior to slab placement.

construction materials are required, please contact us.

Dear Mr. Matthys:
The soil borings you authorized have been completed. The purpose of the site exploration is to assist you
in evaluating the presence of fly ash on the property located at 3935 Cedarview Drive in Eagan. Our
services were performed in general accordance with our proposal dated February 28, 2007 and General
Conditions dated June 15, 2006.
Available Information
We were provided a site map, which showed the existing roadways and the location of the parcel where
the borings were desired. The site map was not titled or dated. Boring locations were not shown.
Location and Elevation
The boring locations were staked and elevations were provided by the City of Eagan. We were not
provided with a sketch of the boring locations. Boring ST-1 was located in the southeast quadrant of the
site and was offset 22 feet north of its originally stacked location due to the presence of underground
utilities. Boring ST-2 located in the northeast quadrant of the site was offset 12 feet southwest of its
originally staked location due to the presence of a large snow pile and underground utilities.
Drilling
The penetration test borings were performed on March 14, 2007, with a truck-mounted drill rig equipped
with a 3 1/4-inch inside-diameter hollow-stem auger. Sampling for the borings was conducted in
accordance with ASTM D 1586 "Penetration Test and Split-Barrel Sampling of Soils." Using this method,
we advanced the borehole with the hollow-stem auger to the desired test depth. Then a 140-pound hammer
falling 30 inches drove a standard, 2-inch OD, split-barrel sampler a total penetration of 1 1/2 feet below the
tip of the hollow-stem auger. The blows for the last foot of penetration were recorded and are an index of
soil strength characteristics. Samples were taken at 2 1/2-foot vertical intervals to the 15-foot depth and at
5-foot intervals to the termination depths of the borings. A representative portion of each sample was
then sealed in a glass jar.
Logs
The Log of Boring sheets indicating the depths and identifications of the various soil strata and groundwater
observations are attached. The strata changes were inferred from the changes in the auger cuttings. The
depths shown as changes between the strata are only approximate. The changes are likely transitions and
the depths of the changes will vary.

Geologic origins presented for each stratum on the Log of Boring sheets are based on the soil types and
' available common knowledge of the depositional history of the site. Because of the complex glacial and
post-glacial depositional environments, geologic origins are frequently difficult to ascertain. A detailed
investigation of the geologic history of the site was not performed.
Materials Encountered
As you requested, we performed two soil borings at the provided locations. The general soil boring
' profile generally consisted of about 5 to 6 inches of bituminous overlying 6 to 9 feet of previously placed
fill soils. Natural glacial and alluvium deposits were encountered below the fill soils to the termination
depths of the borings. Fly ash was not visibly present in the borings during drilling or in the samples
returned to the laboratory for review.
The penetration resistances in the fill ranged from 9 to 40 blows per foot (BPF), indicating highly variable
' consistencies. The penetration resistances in the alluvium sand soils ranged from 22 to 44 blows per foot
(BPF), indicating consistencies of medium dense to dense. The penetration resistances in the alluvium
clay soils were 22 BPF indicating a very stiff consistency. The penetration resistance in the glacial
deposit consisted of 12 BPF indicating a rather stiff consistency.
Groundwater Observations
Groundwater was not encountered in the borings. Seasonal and annual fluctuations of groundwater levels
should be anticipated, especially following spring thaw or heavy rainfalls.
