Per your inquiry as to whether or not egress windows are required in the basement of your
home - only if your basement contains a bedroom or other room used for sleeping pwposes
does. the building code require an escape wi.ndow/door.
Effective July 14, 1990, if you were to expand your basement or build a new home with a
basement, at ieast one basement. egress window/door would be required regardless of
whether or not the new or expanded basement contains a bedroom.
Please find enclosed for your information, a copy of Section 1204 of the building code along
with explanatory material regazdin.g effective dates of egress window requirements and non-

Exita and Ernsrgency Escapes
Sec. 1204. Stairs, exits and smokeproof enclosutes shall be ss specified in
Chapter 33.
Basements in dweqing units and every sleeping room below the fourth story
shail have at least one operable window ordoorapproved for emergency escape or
rescue which shaU open direcdy into a public street, public alley, yard or exit
court. The units shall be operable from the inside to provide a full clear opening
without the use of sevarate tools.
All escape or rescue windows shall have a minimum net c)ear openable area of
5.7 squaze feet. 7'he minimum net clear openable height dimension shall be 24
inches. The minimum net clear openable width dimension shall be 20 inches.
When windows are provided as a ttteans of escape or rescue they sha11 have a
finished sill height not more than 44 inches above the floor.
Bars, grilles, grates or similar devices may be installed on an emergency escape
or rescue windows or doors, provided: .
1. Such devices are equipped with approved release mechanisms which are
openable from the inside without the use of a,key or special knowledge or
effon; and
2. The building is equipped with smoke detectors instalted in accordance with
Section 1210.
Light, Ventilatlon and Sanitetion
Sec.1205. (a) General. For the purpose of determining the light or ventilation
required by this section, any room may be considered as a portion of an adjoining
room when one haif of the area of the common wal] is open and unobmucted and
provides an opening of not less than one tenth of the floor area of the interior room
or 25 square feet, whichever is greater.
Exterior openings for natural light or ventilation required by this section shall
open directly onto a street or public alley or a yazd or court ]ocated on the same lot
as the building.
EXCEPTIOV: Required windows a?ey open into.a roofed porch where the
porch:
l. Abuts a street, yard or court; and
2. Has a ceiling height of not less than 7 feet; and
3. Has the longer side at least 63 percenr open and unobsavcted.
(b) Llght. All guest rooms, dormitories and habitable rooms within a dwelling
unit shall be provided with natural light by means ofexteriorglazed openings with
an azea not )ess than one tenth of the floor area of such rooms with a minimum of
10 square feet.
(c) Ventilation. All guest rooms, dormitories and habitable rooms within a
dwelling unit shall be provided with natural ventilatioa by means of openable
exterior openings with an area of not less than one twentieth of the floor area of
such rooms aith a minimum of 5 square feet.
In lieu of required exterior openings for natural ventilation, a mechanical
ventilating system may be provided. Such system shaIl be.capable of ptoviding
two air changes per hour in a21 guest rooms, dormitories, habitable rooms and in
public corridors. One fifth of the sir supply shall be takea from the outside.
AlJ bathrooms, water closet compartments, laundry rooms and similar rooms
shall be provided with natural ventilation by means of openable exterior openings
with an area not.less than one twentieth of the floor area of such rooms with a
minimum of 11h square feet:
In lieu of required exterior openings for natural ventiaaon in bathrooms
containing a bathtub or shower or combination thereof, laundry rooms; and
