Then in the area beyond the flat area where the fill will taper down to match the existing grade, the more gentle the slope the better. Also, if water is spread across the slope, the erosion potential can be minimized. More specifically, if the fill to be placed downstream of the flat area contains a 10 to 1 or 10$ slope with a 10 foot wide channel width, then a grass lined swale should control erosion. If these conditions cannot be met, then a Class II RipRap (rock of 6" to 12" in diameter) should be used on the steep slopes in the drainage swale. To help minimi2e erosion, the fill that will be placed shall be an erosion resistant type soil such as a stiff clay. Also, a dense vegetation that is 6" to 10" tall will be more resistant to erosion than mowed vegetation. Please establish vegetation as soon as possible after the fill is placed and add a silt fence or hay bales at the base of the qrading operation. The proposed fill is to be placed in a drainage and utility easement and, therefore, the proposed work is subject to City review and approval. The drainage and utility easement was dedicated across the lot to protect the flowage of surface water runoff from the neighboring lots to the south and east. The proposed fill will be allowed to be placed provided the flowage of water continues across the lot without creating an erosion problem. As described in our meeting at the site on February 27, 1992, the existing catch basin located in the drainage swale 200 feet upstream of your lot will collect a lot of the water from the backyards in this area. The existing catch basin will drain an area of 2.1 acres and a flow of 3.4 cfs during a 5-year rainfall event. The homeowners in this area should help the City to make sure this catch basin is always working properly. If the existing backyard catch basin is functioning properly, then the area draining to the swale across Lot 7 shall be 1.4 acres and the flow during a 5-year rainfall event shall be• 2.3 cfs.
