I found this subject interesting since I walk to Cub frequently when the weather permits. I also walk with my young children. What I found most interesting is that everyone seemed to dismiss the danger of this crossing except, Council member Tilley. It was stated over and over that this area did not meet criteria for a traffic control devise, but one was put in for Target Corporation when that one did not meet criteria either. What I would like to know is what criteria was met by having not one, but two crossings that lead into oncoming traffic. Both of the crosswalks that lead over Cliff Lake Road lead into traffic leaving the shopping center. Does the Council consider this safe? You discussed that there was a controlled crossing one quarter mile away at Blackhawk and Cliff Lake Road. Has any one from the Council actually walked this "controlled" crosswalk? If they had, they would have discovered that the traffic turning from Blackhawk Road is not controlled and once the Pedestrian has crossed to the south side of Cliff Lake Road, they would once again be walking in traffic since there is no sidewalk on that side of the road. You can not even walk on the grass as the grade is too steep in places. The other crossing, at the Target end, also takes you into traffic leaving the shopping center and to get back to Cub you have to walk against oncoming traffic and finally get to the side walk, that is along the stores, and then walk all the way back to Cub. Has the council also taken into consideration the curve of the road at the crosswalk area in question? The site line is very short and it is dangerous for even a car to leave the center from that exit. When Cliff Lake Center was built there was a fence pm up along the road at that exit. With in days they had to come back and cut it down because it blocked the very short site line at that very exit. Is there any where else in Eagan that has these same conditions that has not received some type of traffic control devise? I would invite the council members to actually walk the site in question and reconsider putting some kind of traffic control devise at that crossing. Whether it be a pedestrian controlled traffic stop, a full traffic light as it is at the Target exit, signage on the road as it is on Deerwood where the speed limit goes down as you travel towards Blackhawk Road, something to make it safer to go across the street along that road.
