Wotdd you please provide the back up information on how the permit base fee and plan review can get so high. I thought the City could only charge the actual cost of issuing the permit, reviewing the plans and inspecting the site. This is a plain vanilla big box warehouse and your plan review is costuig as much as the entire design in the first place. I presume the staff has kept hourly records on this. Would you please review them and give me a copy? 2.) Dan Oren cannot understand why there is a park and ttail fee for industrial property, especially in oLu case where we have the lakes and so many new ponds as part of the development. We wish to protest this fee. As you know, we need to start cotistruction promptly but the size of these fees is shocking. We also do not see what burden a warehouse puts on parks or trails. "1'his is an exaction that lacks any nexus or connection with the development and is unreasonable in its scale. 3.) We cannot undcrstand how we can be charged for 29 SAC units when we have only two sanitary sewer connections and only two toilets. I have called Jodi Edwards at the Metro Council but have not yet heard back from her. If this is so, this is unfair because this lot has that 3+ acre storm drainage pond and l+ acre storm pipe line that serves the entire easterly 40 acres of the property. At inost the usable area (less storm sewer and pond easements) should be the basis of area charges. The gross area is 13.12 acres. 'I'he pond is 135,000 SF and the storm sewer easement covers an additiona140,Q95 SF. This leaves a net area of 396,351 5F or 9.1 acres. We request recalculation of the area charges based on the 9.1 acre figUre. These arguments apply as wetl to other lots in the park that are burdened by area wide storm water retention and mitigation ponds (e.g., Lot 3, Block 2). Taxes and other area wide special assessments are being spread against the usable land only. The same should pertain to these pernut fees. Parks dedication on Commercial/lndustrial property is something that is common is most communities. Mr. Oren was made aware of the park dedication very early on in the development process, shortly after he acquired the property from Northwestern Mutual. The nexus between commercial/industrial property is in the fact that these facilities employ people, who as companies and institution, utilize park facilities, not the neighborhood parks (although it obvious they do as employees) so much as the community parks in the form of softball teams, company picnics, and company events.Same for trails and sidewalks. Employees use them to get to work or ftom work to shopping areas. Our fee structure takes into consideration the value and benefit of developers having ponding areas (largely to hold storm water from their own developments) by providing that the dedication is caculated on the net developable size of the parcel. U.B.C. Section 107.2 requires that "The fee for each permit shall be as set fofth in Table 1-A" (attached). U.B.C. Section 1073 states in part that the plan review fee ".....sha11 be 65% of the building permit fee as shown in Table 1-A". Mr. Hoeschler's inference that this building is "simple" is correct relative to an office building or a restaurant; however, the fee schedule does not differentiate between single family dwellings, apartment buildings, office buildings, assembly buildings, restaurants, schools, etc. The fees indicated on this permit are consistent with fees collected on R.J. Ryan's five other projects that aze acrive in the City. It is unfortunate that fees were not discussed earlier in the project; it is not uncommon for us to mail, or fax a breakdown of commercial building permit fees pxior to bidding of ptojects. Our services were conducted on an intermittent basis as authorized on August 5, 1997, by Mr. Ron Ryan from R.J. Ryan Construction. We further understand that the building will: • Have one above-gade level, supported on-grade. • Have approximate overall dimensions of 400' by 500'. • Be consavcted using precast concrete waIl panels, a slrucnu-al steei frame, and a steel joist supported metal deck roof. • Be supported by spread footings designed for an allowable soil bearing pressure no greater than 3,000 pounds per square foot (psfl. • Have a finished floor slab elevarion of 893.0. • Have tolerance to settlements of up to 1". • Be constructed in accordance with applicable building code requirements. Please note that deviadons from the above design informarion could necessitate altering our conclusions and recommendations. Cornact us if the information stated is difFerent from the actual design. Building location and elevation information obtained at the site, and presented in ttris report, was [aken from building corner offset stakes and grade stakes provided by R.J. Ryan Construction, and/or the project surveyors. Previously, a subsurface exploration program was performed at the referenced site by our firm. The results were presented in our June 9, 1997, report (AET #97-1787). Refer to that report for r AET If97-945 - Page 3 pertinent background information and for our recommendations to prepare the building area for structural support. EX AVATION OBSERVATIONS We observed the soils in the foundation excavation bottoms for the Dart Transit Tiucldng facility. We were not present at the site on a full-time basis. Our services consisted of several site visits, coordinated with R.J. Ryan Consuuction or the excavator, wlrich allowed us to observe all of the foundation excavation bottoms for the building. Besides observing the soils exposed, we drilled shallow hand auger borings in the bottom of the excavation. Hand cone penetrometer probes were also performed into the soils in the excavation bottoms. The soils encountered were classified in general accordance with ASTM: D2488. Estimates were made of the strength properties of ihe soils based on their resistance to advancement of the hand auger and from the hand cone peneuometer readings. We observed that the soiLs exposed in the bottoms of the foundaaon excavauons for the buiiding consisted of well compacted fill soils or naturally deposited alluvial and glacial till soils. Based on our observauons, hand auger borings, and hand cone penetrometer readings, we iudged these soils suitable to support the foundation loads. During the period from September 19 to October 10, 1997, we have conducted 28 soil density tests in ihe fill placed in the building and surrounding site area. The densiry tests were compared to the laboratory Standard Proctor maximum dry density (ASTM: D698) to arrive at a percent compacuon level for each test. The test results indicate the recommended compacrion levels were finally met or exceeded at the locations and elevations tested. e test results aze attac L f? ? s ' AET #97-945 - Page 4 We performed testing of the piastic concrete as it was placed for the floor slab areas. Our services included the following: • Measure the slump of the concrete. • Measure the percentage of entrained air. • Determine the temperanire of the concrete. • Cast 6" diameter by 12" high test cylinders. All testing was performed in accordance with current AS'IM procedures. The majority of the cylinders which were tested at the 28-day age have met or exceeded the 28-day design compressive strength. Cylinders from seu #11 and #14 did not achieve the design strength at the 28-day age, and are scheduled for compressive strength testing at 56-days. The results of the 56-day tests will be forwarded as ihey become available. Several cylinders (from sets #16 to //25) have not yet been tested at the 28-day age. The bolted connections were for ihe structural steel frame, and the welded connections included bar joist to steel frame welds, and deck welding. The results of our testing were presented in our Report of Welded and Bolted Connection Observations (dated October 17, 1997), a copy of which stated in the report, the field welded and bolted connections were judged to satisfy the requirements of the project specifications and the referenced codes. The bolts used were of the alternarive design intended to indicate a predetermined tension or torque. Within the specified scope, all bolts were observed to determine if the tension indicators were fractured as requ'ued by the referenced codes and the project specification. Results: Upon final observations, field welding of structural steel and baz joist connections satisfied requirements of above referenced code and project specifications. Deck welding and mechanical fasteners satisfied above reference code and project specifications.
