The floors were swept, trash containers empty and the appliances were reasonably clean. The bathroom sink and stool were badly stained. Some of the wood paneling was in bad disrepair', as were some of the handles on the appliances. There was an electrical outlet on the east wall that was missing a cover plate. Without a .property maintenance ordinance City staff has little to work with in controling the numerous complaints of unhealty or unwholesome conditions on or in private property. The Minnesota Board of Health has advi.sed me that the ordinance should only.contain minimum standards.of life safety and environmental health.to be enforceable and upheld in a court of law. The Board of Health usually uses the same method that I do and that is B & B (Baloney and Bluff) to control to some degree complaints of unhealthy conditions. di g Inspector Mill MEMO TO: GENE VAN OVERBEKE, FINANCE DIRECTOR FROM: THOMAS A. COLBERT, DIRECTOR OF PUBLIC WORKS DATE: MAY 7, 1980 RE: WATER BILL -°SARA'S LAUNDRY, 3995 CEDARVALE DRIVE On April 11; 1980, the Utility Maintenance Department had to replace a two inch water meter in the above referenced business establishment because of frozen water damage. It appears that during the past winter, this establishment was not'in operation., Consequently, the heat was turned off creating the internal water plumbing pipes to break. Because of this internal plumbing problem, approximately 4,000,000 gallons of water ran through the water meter-and down the sanitary sewer before the problem was discovered. As a result of this action, the sewer and water bill for the period ending March 31, 1980 amounted to $4,086.56. The replacement of a two inch water meter amounts to $416.59,for a total bill due the City of $4;503.15• I have been approached by Mr. Terry Frawley who is purchasing this business establishment on a contract for deed. In order to provide water service to this business, we are requiring that some arrange- ment be made to pay off the $4,503.15 bill due the City. The.arrange- ment that has been worked out and agreed to by Mr. Frawley, the contract for deed holder, and Mr. Schroeder, the fee owner, is that Mr. Frawley will pay $2,000 down on May 7, 1980 with the remaining $2,503.15 balance to be paid in twelve (12) monthly installments of $208.60,starting January 1, 1981. No interest or penalty charge will be assessed for this outstanding balance, per agreement with Mr.,Fraw- ley. Terry Frawley will then assume payment responsibility starting January 1, 1981. His agreement with Mr. Schroeder provides for this payment to the City of Eagan as a credit against his monthly contract for deed amount due Mr. Schroeder.
