DEPARTMENT HAPPENINGS
STRENGTHEN COMMUNITY IMAGE AND SENSE OF PLACE
• The Discover the Value theme is in full strength this month - value coins will start to be handed out
at events such as Arbor Day, Holz Farm Festival and Showcase Eagan. The web site is up and
running with ways for citizens to redeem their coins.
SUPPORT ECONOMIC DEVELOPMENT
• The Eagan Community Center has added a lower cost birthday party package to its offerings. This
would allow people to book birthday parties at a non-peak time at a lower cost.
• The Eagan Community Center's wedding season has begun. Currently 26 outdoor ceremonies are
planned at the ECC this summer and fall.
• Cascade Bay has completed staff hiring for the summer. 150 seasonal staff have been hired and
staff training will begin at the end of May.
PROMOTE HEALTH AND WELLNESS
• 200 teams are participating in adult softball leagues and 15 teams are registered for Co-Rec
Sand Volleyball.
• Eagan High School will be hosting the Girls Fastpitch Sectional 3AAA at Lexington-Diffley
Athletic Fields beginning May 18. 10 teams will be participating in this double elimination
tournament over a 5 day period ending on May 28.
• May 1-June 30 individuals can purchase a 90 day fitness pass to the ECC
• ECC is offering mountain biking and running clubs for members to expand their fitness program to
include the great Minnesota outdoors.
• Thursday, May 21 at 7:00PM the ECC will be offering a free "Healthy Conversations" to the
public. The topic will be: Homeopathic Medicine A Healthy Alternative.
• The ECC replaced 5 recumbent bicycles with 3 new recumbent bikes and 2 NuSteps The NeStep is
a seated stepping machine with an upper body component and is ADA compliant, has the Ease-of-
Use Commendation by The Arthritis Foundation, and won the 2009 Medical Design Excellence
Award. The feedback by members has been very positive.
PROTECT ENVIRONMENTAL RESOURCES
• The bi-annual tree sale was successful, nearly 415 trees were sold and distributed. This was the first
year of on-line ordering
• Mowing routes have been re-evaluated and the mowing boundaries pulled back at many sites.
• A native prairie is being installed at Wescott Station Park to replace what had been a large mowed
area. Because the prairie is being seeded, it will take several seasons to fully mature
• Emerald Ash Bore traps will be installed and monitored by the Department of Agriculture at several
Eagan Park sites as part of the State wide effort to monitor the spread of the heinous little creature.
• The City will be making application for a large block grant through the Federal Recovery Act to
improve the energy efficiency of many City buildings and facilities.
• The Resident Buckthorn removal program has begun. Once Buckthorn has been confirmed on
private property, the City will arrange to pickup the Buckthorn removed by the residents.

FACILITATE COMMUNITY CONNECTIONS
• Cascade Bay continues its partnership with Holy Trinity Catholic School in South St. Paul. Holy
Trinity School has been purchasing Cascade Bay season passes for many years. Each year they
bring around 50-75 children 2-3 times per week.
PROVIDE RECREATION EXPERIENCES
• Cascade Bay's Captain's Course will open pre-season, during the weekends of May 23 & 24 and
May 30 & 31. Beginning June 6t', the course will be open during regular Cascade Bay season
hours and dates.
• Cascade Bay will be open June 6 & 7 for its Season Preview, from 11 am - 8:30 pm and then open
for the full season, beginning Friday, June 12a'.
• The replacement of the playground at Quarry Park has begun. Work at 4 other sites will occur over
the summer.
• Turf aeration is occurring on several of the heavily used athletic sites, the dirt cores may be a
temporary inconvenience but will disappear in a matter of days.
GENERAL ANNOUNCEMENTS
• Pipeline companies are again working in several areas of the City clearing ROW's and easements.
They are required to do this periodically by Federal regulations.
• DO NOT TRIM OAKS from now until October 15. Any wounds should be sealed immediately
with an appropriate tree dressing.
• Dandelions season is upon us; while they may be "obnoxious" and difficult to deal with, they are
not considered "noxious" and therefore control/removal is not required. The City does do limited
spraying at select sites. The sites are safe to enter once the product is dry.... generally within several
minutes.
• Park mowing has started, sites may be a little shaggy around the edges until the full complement of
seasonal workers is on board
• A reminder that restrooms in parks will not be open until after Memorial Day.... most are open by
noon. Some restrooms may be open only for scheduled events in which case satellite toilets are
available in the park.
• Director Juli Seydell Johnson was recently elected chair of the Minnesota Chapter of Women in
Leisure Service (WILS).

MINUTES OF REGULAR MEETING OF APRIL 20,2009
A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on April 20, 2009 with the
following Commission Members present: Thor Anderson, Phil Belfiori, Jennifer Dahlquist, Bruce Goff, Laurie Halverson,
Duane Hansen, Dorothy Peterson and Ryan Zipf. Staff included Director Juli Seydell Johnson; Superintendent of
Operations, Cherryl Mesko; Superintendent of Parks, Paul Olson; Recreation Program Manager, Paula Nowariak.
APPROVAL OF AGENDA
Member Zipf moved, Member Hansen seconded, with all present members voting in favor to approve the agenda as
presented.
APPROVAL OF MINUTES OF MARCH 16, 2009
Member Halverson moved and Member Hansen seconded, with all present members voting in favor to approve the
minutes of March 16, 2009.
VISITORS TO BE HEARD
There were no visitors to be heard.
DIRECTOR'S DEPARTMENT UPDATE
Director Johnson began with the Eagan Men's Chorus hosting the "Mighty Men of Son" on Saturday, April 25, 7:00
pm at Inver Hills Community College. The Eagan Men's Chorus awarded Eagan Parks & Recreation with a Certificate of
Appreciation for their help in this event. The Annual Arbor Day event will be celebrated on Saturday, May 16 at Patrick
Eagan Park. It's the 20th Anniversary and all of the poster winners from the past 20 years have been invited to the
celebration. Along with Arbor Day the Eagan Art House will be hosting a recycled art sale.
The seniors are celebrating their 6th Anniversary Party in the Lone Oak Room on May 20'd'. Holz Farm is holding its Clean-
up Day on May 2 and Spring Festival on May 17. This summer a new tennis program through USTA Tennis will be offered
called QuickStart Tennis. Throughout the parks the spring transition has begun; tennis and volleyball nets going up, fields are
being graded/dragged, soccer fields are being lined, water is being turned on in buildings, and restrooms will be opened after
Memorial Day.
Director Johnson also explained the threat of the Emerald Ash bore, a creature that is invading Ash trees and getting closer
to Minnesota. The woods at Patrick Eagan Park are looking thinner due to the removal of invasive species and unhealthy
trees. The Caponi Art Park has also done a lot of clearing in their woods of Buckthorn.
CONSENT AGENDA
Member Zipf moved and Member Hansen seconded a motion to make the following recommendation to the City
Council.

a. Acknowledge the resolution setting May 16, 2009 as Arbor Day and Mayas Arbor Month in the City of
Eagan.

OTHER BUSINESS AND REPORTS
Recreation Program Manager Nowariak began with a description of the Department's new marketing campaign for;
Discover the Value. The campaign began at the Home & Leisure show on March 13-15. Highlights of the campaign are the
themes which are divided into four areas depicting the different areas of Parks & Recreation as well as the seasons of the year
when that area will be the focus. Four treasure boxes were made depicting the four focus areas, and short videos are being
developed with upcoming events, programs or facilities to be broadcast on Cable TV. A wooden coin was created that will
be given out by Captain C. Breeze (who showed up at the meeting as a special visitor) at various events and will be good for
discounts on various programs, activities, admissions and events. A postcard was also developed for each of the four areas
and will be distributed at events, programs and activities. "Did you Know" statements have been created to be incorporated
in the Discover brochure, flyers or other print media. A new website www.DiscoverTheValuelnEagan.com, is currently
under construction and should be up and running by May 16; this is where people can go to get information on the Discover
the Value campaign and where they can discover the value of their treasure coin.
COMMUNICATIONS
Director Johnson stated to refer to packet for a few Communications items.
ROUND TABLE
Member Hansen commented that this would be the last meeting for Member Zipf and Member Peterson and that it
has been a pleasure working with both of them. Chair Peterson responded that there were three things she wanted to see .
completed during her years of service and they were, the Master Plan for Holz Farm, the 20/20 Master Parks Plan, and the
development of Patrick Eagan Park. Other Members thanked both Peterson and Zipf for their contributions.
ADJOURNMENT
With no further business to conduct, Member Zipf moved, Member Anderson seconded with all members voting in
favor to adjourn the meeting. The meeting was adjourned at 7:30 p.m.
