preliminary review of the CIP. Because many of you will be arriving right from work we will
have a light lunch so that we can work through to the regular meeting at 7:00 pm.

1. An update of the 20/20 Vision planning process will remain on the agenda
each month to provide an overview for the entire commission.
2. Staff will provide a brief verbal update on the recent Council action regarding
the Caponi Park and Steeplechase (Diamond T) development.
3. If subcommittees have met since the December meeting it would be
appropriate to provide and update.

4. Commission members have requested an update of Cascade Bay's 2004
season. A detailed report will be incorporated into an overall facilities update
in March but in the meantime, attached is a brief overview provided to the
City Council during the 2005 budget review.

DEPARTMENT HAPPENINGS
Recreation Division:
• The Eagan Senior Program Advisory Board began its second year on January 7, 2005. With
four returning and three new Board members there will be a great blend of new ideas and
history.
• The second year of adapted basketball began the first Sunday in January with more than 18
kids in the program. Staff are planning softball, track and tennis programs for the spring and
summer months.
• More than 50 seniors from Apple Valley, Eagan and Farmington attended the Lorie Line
concert on Monday, December 20 for a holiday concert. Lorie Line is a wonderful entertainer
according to the attendees.
• Eagan Parks and Recreation will be working with the Commons on Marice on the annual
Eagan Fun Run. With their help there will be more entertainment and vendors on site to share
health information and hopefully attract more seniors for the walk.
• The winter leagues are underway for the 2005 season. There are a total of 141 teams
participating in four sports with 20 leagues 6 days a week. The outdoor leagues will wrap up
by the middle of February, while the indoor leagues will play into March.
• Spring Basketball and Volleyball leagues will be offered again for a 2nd year at the Eagan
Community Center. Information will be available by the beginning of February.
• The summer softball season is right around the corner with information being mailed out to
returning and interested teams by the beginning of February.
• Preparations are underway for the Family Skating Extravaganza scheduled for Sunday
January 30`h from 1:00 - 4:00 pm on the Family Skating Pond at the Eagan Community
Center and Central Park location. This event will offer a skating exposition provided by the
Eagan Ice Crystal Figure Skating Club. The event will then offer free skating instruction by
Eagan Skating School personnel.
• Planning is well underway for utilization of ball fields for this coming spring/ summer
season. 2004 hosted 42 special event permits at Eagan facilities. All indications thus far,
suggest as similar demand.
• Over the holiday break, a BOG (Blast/Open Gym) day was held at the Eagan Community
Center. A total of 29 youth ages 6-11 participated in an afternoon of fun in the Blast and
Open gym activities. The next BOG day is scheduled for Monday, January 17 from 1-4 pm.
• The Eagan Community Center was also the site of a MN Timberwolves Basketball Clinic.
Approx. 75 youth from the metro area attended.
• The next Family Play Day will be held on Sunday, Jan. 23. "Let it Snow!" is the theme. A
craft, games, story and a treat are on the agenda. Pre-registration is required by Jan. 17.
• A trip to Sesame Street Live at Target Center is planned for Friday, January 21. 50 parents
and children from Eagan, Inver Grove Heights and Rosemount will be attending.
• Snow Daze will be held on Saturday, February 5 at Trapp Farm Park between the hours of
11:00 am and 4:00 pm. Eagan residents are encouraged to Come Out and Play this winter
with Dog sled rides, tubing and ice fishing. The fee is $3 per person.
• The Outdoor Skating sites are seeing some great attendance so far this winter. The first parks
opened on Dec. 23. All sites were open on December 28. New Years weekend brought some
interesting weather with 50 degrees and sleet, thunder and lighting. ...so we closed early on 2
days, but with the great help of the maintenance workers, we were able to open on time on
Jan.2
• The Trapp Farm Park Tubing Hill has not been able to open for the season yet. It typically
takes a 6-8" base of snow in order to open. Think SNOW!

Parks Division
• In spite of the slow/warm start to the season, most of the skating rinks opened for business
during the winter holiday. This was primarily due to an aggressive overnight campaign
implemented just prior to the holidays. Crews are now working a 6 AM to 2:30 PM
schedule. An additional cleaning and flooding of the "A" sites is done Saturday evenings,
weather permitting, or for scheduled special events.
• The designated skating pond in Central Park, behind the ECC, is open once again. A new
feature is a lighted tree installed on the ice. This is the pond is the only exception to the City
policy of not providing skating rinks on ponds. An on ice event is planned for late January at
the ECC pond.
• The department has renewed a contract with Lifeworks Inc for the provision of limited
custodial work at park buildings. Lifeworks provides work opportunities for challenged
adults. This will be the 14th year of the contract.
• The department will be entering into a contract with Dakota County for the provision of
snow grooming services on an as needed basis for the Trapp Farm tubing hill.
• A number of staff from the Parks and Forestry Divisions recently attended the Minnesota
Green Industries Expo held at the Mpls Convention Center. The show features speakers and
vendors from throughout the Country. Eagan's 2 park supervisors, Paul Graham and Steve
Taylor, were invited to participate on a panel discussing the use of seasonal employees.
• A new Park Maintenance Worker position, assigned to the Forestry Division was approved
for 2005. The new person will assume responsibilities for many of the landscape
maintenance activities. Advertising will begin soon. The new person will begin in early
April.
• The process of ordering equipment approved in the 2005 equipment fund has begun. The
City most often purchases directly from vendors through a variety of pool contracts. This
saves not only time but significant money. On the park "list" is the replacement of several
aged vehicles, most prominent being a 2800 gallon tanker used for watering and flooding, as
well as mowers and an additional small dump style truck.
• As of January 1, 2005, the zero phosphorus lawn fertilizer restrictions that have been
effective in the 7-county Twin Cities metro area were extended statewide. As the first such
legislation in the U.S., the new law prohibits application of lawn fertilizer that contains
phosphorus unless the homeowner provides a soil test indicating phosphorus is needed, but a
retest would be required after three years. Agricultural lands, new sod, and golf courses are
exempted. The law only restricts the use, not the sale, of phosphorus lawn fertilizers.
According to soil experts, 70 percent of Minnesota soils don't need supplemental
phosphorus to make plants grow or keep grass green. One pound of phosphorus can produce
350 to 700 pounds of algae in a lake.

WRITTEN NARRATIVE FOR SUBDIVISION AND PLATTING APPLICATION
FOR THE CAPONI ART PARK
Overview: The Trust for Public Land ("TPL") seeks to subdivide a 40-acre parcel on the
south side of Diffley Road currently owned by Anthony and Cheryl Caponi into two
parcels: a 20-acre parcel to be purchased by TPL and sold to the City of Eagan, and
another 20-acre parcel to be sold to the Caponi Art Park Corporation, a nonprofit.
Pursuant to the City's request, TPL also seeks to plat these two 20-acre parcels, as well as
the two 10-acre parcels on the north side of Diffley Road currently owned by the
Caponis. The Northeast 10-acre parcel will be purchased by TPL and sold to the City.
The Northwest 10-acre parcel will be sold to the Caponi Art Park Corporation with the
Capons retaining a life estate. All of the 60 acres will be operated as an art park
pursuant to various agreements between the parties.
Comprehensive Guide Plan: The existing and proposed designations are park.
Zoning: The current and proposed designations are park.
Timing: We would like to complete the subdivision and platting as soon as possible and
sell the South 20-acre and Northeast 10-acre parcels to the City, with closing to occur on
all of the parcels in late February or early March.
Existing Land Uses: The 60 acres is currently operated as an art park. The Capons also
have their residence and workshop on the property.
Surrounding Land Uses and Zoning: The surrounding land uses and zoning are: park
to the north, and to the east of the South 40; residential to the west and south, and on the
northeast comer of the South 40 and to the northeast of the Northeast 10; planned
development to the southeast of the South 40; and agricultural to the east of the Northeast
10.

MINUTES OF REGULAR MEETING OF DECEMBER 20, 2004
A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on December 20,
2004 with the following Commission Members present: Joe Bari, Phil Belfiori, Margo Danner, Terry Davis, N.
Mark Filipi, Duane Hansen, Muhammad Lodhi, Dorothy Peterson and Richard Pletcher. Member Perry was not
present. Staff present included Paul Olson, Supervisor of Parks; , Gregg Hove, City Forester; Colleen Calahan,
Youth Development Coordinator and Lori Kimball, Recording Secretary.
APPROVAL OF AGENDA
Member Danner moved, Member Filipi seconded with all members voting in favor to accept the agenda as
presented.
APPROVAL OF MINUTES OF NOVEMBER 1S, 2003
Member Pletcher asked that Page 2, Paragraph 2 of the minutes be amended to state that although he agreed
that workspace and class size are limited at the Art House he did not necessarily agree that an out building for the
kiln is appropriate. Member Danner also asked that the minutes include questions she asked Cherryl Mesko
regarding Cascade Bay and volunteer recognition.
Member Pletcher moved, Member Filipi seconded, with all present members voting to approve the
November 15, 2004 minutes as amended.
VISITORS TO BE HEARD
There were no visitors that wished to address the Commission.
SUPERINTENDENT'S UPDATE AND DEPARTMENT HAPPENINGS
Superintendent Paul Olson provided an overview of activities in the Parks and Recreation divisions and
informed the audience that paved hockey rinks at Goat Hill, Rahn, Quarry and Sky Hill Park will open for ice
skating on December 23.
Superintendent Olson reminded viewers that snowmobiling in City parks is not allowed. Member Bari
asked for clarification of the city ordinance regarding citywide snowmobile use. Olson clarified the general policies
pertaining to snowmobile use within city limits.
CONSENT AGENDA
Prior to discussing consent agenda items, Superintendent Olson shared information about a developer who
deserved recognition for choosing to leave green space. Olson described Cedar Bluffs as a two-office warehouse.
City code allows 354 parking stalls but the developer chose to develop only 197 now and leave the rest as green
space, with the option to add 160 more spaces if needed. On behalf of the APrC, Chair Davis praised the developers
of Cedar Bluffs for their choice. Davis referred to efforts made by the APrC and Planning Commission to revise the
statue that would encourage developers to make this type of choice.

Member Peterson moved, member Pletcher seconded with all present members voting to make the
following recommendations to the City Council:
• Wings Addition
1. This proposal shall be responsible for a cash parks dedication.
2. This proposal shall be responsible for a cash trails dedication.
3. The pond should have a minimum treatment volume of 0.39 acre-feet and a minimum surface area
of 0.20 acres. The pond should be designed using NURP standards including a 10:1 aquatic bench
from the normal water level and an outlet structure acceptable to City Engineering.
• Cedar Bluffs Business Park
1. This proposal shall be responsible for a cash parks dedication.
2. This proposal shall be responsible for a cash trails dedication.
3. The applicant shall fulfill required tree preservation mitigation through the installation of forty-
eight (48) Category B trees, or an equivalent combination of Category B and Category C trees.
4. The stormwater pond should be construct ed with a minimum wet-pond volume of 1.8 acre-feet
and a minimum area of 0.50 acres. It should have a 10:1 aquatic bench and outlet skimmer
according to City design standards.

OTHER BUSINESS AND REPORTS
QUARTERLY RECREATION DIVISION REPORT
Youth Development Coordinator Colleen Callahan presented a quarterly update for Adults Sports,
Community Events, Preschool, Seniors, Youth and Family, and Teens. Callahan stated the philosophy for the Parks
and Recreation department is "Come Out and Play". She presented photos and statistics as noted in the Quarterly
Recreation Division Report.
Callahan discussed how The Oasis in Eagan and other teen centers cross promote each other by sharing
trips and providing information to kids about other city's teen centers. Discussion revolved around the desire of the
teens to have a coffee bar in the teen center. Member Peterson asked if this was permissible with City Council.
Callahan answered that the Teens were still investigating the cost and feasibility of having a coffee bar. Member
Danner asked how this would be funded. Callahan responded that if it is determined feasible there are adults in the
community who are willing to work with the teens on grant opportunities.

Chair Davis noted that many of the programs based out of the Eagan Community Center could not have
been offered before. Benefits of the Community Center were discussed, including more hours for Senior and Teen
gatherings.
Callahan asked for feedback from the APrC regarding the new format of the Quarterly Recreation update.
Previous updates involved all recreation supervisors being present. Callahan presented for all other supervisors and
the supervisors plan for each to take a turn representing the others. Member Peterson replied she appreciated seeing
the activity on the photos rather than just hearing numbers and statistics. Chair Davis agreed the format was more
comfortable. Superintendent Olson said that additional comments from commission members could be entailed to
Superintendent Asfahl or Colleen Callahan.
SHADE TREE DISEASE PROGRAM UP
City Forester, Gregg Hove an annual overview and education of Oak Wilt and Dutch Elm disease, which
are the main challenges for trees in Eagan. Hove said the main goal is to keep the disease problem manageable.
Hove cited that three pests are on the increase in the U.S. that will harm or destroy trees. These pests are
usually brought in on ships or pallets shipped in from other areas. Gypsy moths, Asian Longhorn Beetle and
Emerald Ash Borer are not active in Eagan at this time but have been found in other states. Hove passed around a
piece of wood that had been a nesting area for Asian Longhorn Beetles, pointing out that one tree can house tens of
thousands of these pests.
Hove presented photos of groups of trees, showing an area infected with Oak Wilt. Discussion evolved
around the symptoms, transfer of disease and growth of infected trees. Hove also discussed buckthorn, telling the
audience that buckthorn should not be cut down but should be sprayed with Round Up or a similar foliage killer. He
also said the "tin can method" works. By placing a tin can over the plant it will die due to lack of sun.
ROUND TABLE
Superintendent Olson gave an update of the Park Site fund, explaining the dollar figures as listed in the
update.
It was noted that the next APrC meeting will take place on Thursday, January 13 at 5:30 duc to the offices
being closed on Martin Luther King day on the regularly scheduled meeting day.

With no further business to conduct, Member Danner moved, Chair Davis seconded with all members voting in
favor to adjourn the meeting. The meeting was adjourned at 8:30 p.m.
